Regarding the pilot shareholding reform of certain State-owned Corporations
PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Enterprise Law dated June 12, 1999;
Pursuant to the State Enterprise Law on April 20, 1995;
Pursuant to the Government's Action Program to implement the Resolution of the 9th Plenary Session of the Central Committee of the Communist Party of Vietnam, Ninth Term;
Considering the proposals of the Ministers of Industry, Construction, and Transportation;
DECISION:
Article 1. Pilot shareholding reform for the following State-owned Corporations:
1. Vietnam Electronics and Information Technology Corporation (under the Ministry of Industry),
2. Vietnam Import-Export and Construction Corporation (under the Ministry of Construction),
3. Vietnam Trade and Construction Corporation (under the Ministry of Transportation).
Article 2. The Ministries of Industry, Construction, and Transportation shall take the lead and coordinate with relevant agencies to develop the pilot project for the shareholding reform of the State-owned Corporations listed in Article 1 of this Decision, including clear principles for financial treatment, enterprise valuation, policies for enterprises and employees during the shareholding reform process, and submit it to the Prime Minister for consideration and decision before October 30, 2004.
Article 3. The Ministers of Finance, Labor, Invalids and Social Affairs, Planning and Investment, Home Affairs, and heads of relevant agencies, within their respective functions and responsibilities, shall cooperate with the Ministries of Industry, Construction, and Transportation to carry out the tasks stipulated in Article 2 of this Decision.
Article 4. This Decision takes effect fifteen days after its publication in the Official Gazette./.
