DECREE

Regarding the establishment of communes under Ninh Hai district

and the establishment of Thuong Bac district, Ninh Thuan province

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Considering the proposal of the Minister of Interior Affairs and the People's Committee of Ninh Thuan province,

DECREE:

Article 1. Now, the administrative boundaries are adjusted to establish communes under Ninh Hai district and adjust the administrative boundaries of Ninh Hai district to establish Thuong Bac district, Ninh Thuan province as follows:

1. Establish Thanh Hai commune under Ninh Hai district based on 661.20 hectares of natural area and 6,332 population of Nhon Hai commune. Thanh Hai commune has 661.20 hectares of natural area and 6,332 population.

Administrative boundary of Thanh Hai commune: East borders Vinh Hai commune; West borders Nhon Hai commune; South borders the East Sea; North borders Vinh Hai commune.

After adjusting the administrative boundaries to establish Thanh Hai commune, Nhon Hai commune remains with 3,088.80 hectares of natural area and 13,316 population.

2. Establish Bac Son commune under Ninh Hai district based on 6,280 hectares of natural area and 5,954 population of Phuong Hai commune.

Bac Son commune has 6,280 hectares of natural area and 5,954 population. Administrative boundary of Bac Son commune: East borders Vinh Hai commune; West borders Loi Hai, Bac Phong, and Phuong Hai communes; South borders Tri Hai and Nhon Hai communes; North borders Loi Hai and Cong Hai communes.

After adjusting the administrative boundaries to establish Bac Son commune, Phuong Hai commune remains with 743.20 hectares of natural area and 6,149 population.

3. Adjust 361 hectares of natural area and 3,969 population of Ho Hai commune under Ninh Hai district to be managed by Tan Hai commune.

4. Establish Bac Phong commune under Ninh Hai district based on 2,193 hectares of natural area and 6,142 population of Tan Hai commune.

Bac Phong commune has 2,193 hectares of natural area and 6,142 population. Administrative boundary of Bac Phong commune: East borders Loi Hai, Bac Son, and Phuong Hai communes; West borders Xuan Hai commune and Bac Ai district; South borders Xuan Hai and Tan Hai communes; North borders Phuoc Khang and Loi Hai communes.

After adjusting the administrative boundaries and establishing Bac Phong commune:

- Tan Hai commune remains with 908 hectares of natural area and 8,666 population.

- Ho Hai commune remains with 1,239 hectares of natural area and 13,469 population.

5. Establish Thuong Bac district based on 31,993 hectares of natural area and 34,675 population of Ninh Hai district.

Thuong Bac district has 31,993 hectares of natural area and 34,675 population, including 6 direct administrative units comprising Loi Hai, Cong Hai, Phuoc Chien, Phuoc Khang, Bac Son, and Bac Phong communes.

Administrative boundary of Thuong Bac district: East borders Ninh Hai district and the East Sea; West borders Bac Ai district; South borders Ninh Hai district; North borders Bac Ai district and Khanh Hoa province.

After adjusting the administrative boundaries to establish Thuong Bac district, Ninh Hai district remains with 25,125.20 hectares of natural area and 91,336 population, including 9 direct administrative units comprising Tri Hai, Nhon Hai, Thanh Hai, Vinh Hai, Ho Hai, Tan Hai, Xuan Hai, Phuong Hai communes, and Khanh Hai town.

Article 2. This Decree shall take effect fifteen days after its publication in the Official Gazette. All previous provisions contrary to this Decree are hereby abolished.

Article 3. The People's Committee of Ninh Thuan province, the Minister of Interior Affairs, and heads of related agencies are responsible for implementing this Decree./.
