OF THE PRIME MINISTER NUMBER 84/TTG-3X
SEPTEMBER 9, 1964 ON THE COMBINATION OF SITUATIONS
REGARDING CORRUPTION, WASTAGE, BUREAUCRACY
In order to effectively implement the resolutions of the Central Party's Political Bureau and the Council of Ministers' resolution on the movement "Enhancing sense of responsibility, strengthening economic and financial management, improving technology, combating corruption, wastage, and bureaucracy";
To gradually grasp the situation, moving towards a comprehensive summary of the situation of corruption, wastage, and bureaucracy, and taking positive measures to educate ideology, strengthen organization, and improve management to prevent these evils, the Prime Minister issues this directive.
1. Ministries, agencies equivalent to ministries, agencies under the Council of Ministers, provincial administrative committees, and centrally governed cities shall have plans to combine and analyze the situation of corruption, wastage, and bureaucracy from 1961 to the present in each sector and locality. When combining and analyzing the situation of corruption, wastage, and bureaucracy, the following contents and requirements must be ensured:
- There must be accurate statistical data. The degree, nature, and harm must be correctly evaluated; highlight the weak points in economic and financial management of the sector and locality, major policies and systems violated; clearly state the methods and forms of corruption and wastage. Classify cadres, party members, workers, and staff involved in corruption and wastage at different levels according to each sector.
- It is necessary to identify both objective and subjective causes, direct and deep-seated causes, focusing on analyzing the level of understanding, ideology, viewpoint, and stance of cadres, workers, and staff, especially those in leadership positions, and organizational and managerial aspects.
- Propose directions for education, measures to strengthen and improve management, and directions for combating the evil of corruption, wastage, and bureaucracy.
The combination and analysis work must be done well from bottom to top, and will begin at the end of 1964, concluding with a comprehensive summary at the end of the movement.
2. For grassroots units, when implementing the movement, there must be an organization and division of labor to monitor, combine, and analyze the situation of corruption and wastage. At the end of the movement, in addition to a general report, each unit must prepare a separate report summarizing the situation of corruption, wastage, and bureaucracy according to the content and requirements mentioned above. Units that have completed the concentrated campaign phase must also prepare this report.
3. In the short term, sectors and localities need to preliminarily review the guidance on combating corruption, wastage, and bureaucracy, drawing lessons from places that have been and are conducting the "three constructions three oppositions" movement to enrich the movement.
4. The Government Inspectorate has the responsibility to monitor, inspect, and supervise the implementation of the aforementioned requirements, provide guidance on content, method, and comprehensively analyze the situation of corruption, wastage, and bureaucracy and the situation of combating these evils to report to the Central Party and the Council of Ministers. The Inspection Departments of sectors and localities must cooperate with the Steering Committee of the "three constructions three oppositions" movement at the same level to monitor, inspect, guide agencies to perform these tasks well at the grassroots level, and based on this, assist their leadership agencies in summarizing and analyzing the situation.
Ministries, agencies equivalent to ministries, agencies under the Council of Ministers, provincial administrative committees, and centrally governed cities must complete the preliminary combination and analysis of the situation of corruption, wastage, and bureaucracy by the end of November 1964 and submit reports to the Central Steering Committee of the "three constructions three oppositions" movement and the Government Inspectorate.
Pilot and key units of the Central Committee, in addition to submitting this combined report to their immediate leadership, should also submit it to the Central Steering Committee of the "three constructions three oppositions" movement. Pilot and key units of the Central Committee that have completed the concentrated campaign phase must also prepare this report, to be completed by October 15, 1964, and submitted to the Central Steering Committee of the "three constructions three oppositions" movement.
