DECISION OF THE MINISTER OF FINANCE
Regarding the allocation of targets for promoting the purchase of Educational Treasury Bonds
THE MINISTER OF FINANCE
Pursuant to Decree No. 86/2002/NĐ-CP dated 05/11/2002 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;
Pursuant to Decree No. 178/CP dated 28/10/1994 of the Government on tasks, authorities, and organizational structure of the Ministry of Finance;
Pursuant to Decree No. 28/2003/ND-CP dated 31/3/2003 of the Government on the issuance of National Construction Treasury Bonds in 2003 - Educational Treasury Bonds;
At the proposal of the Director of the Financial Policy Department,
DECISION:
Article 1. The target for promoting the purchase of Educational Treasury Bonds in 2003 is allocated to the following groups as follows:
1. Residential areas: 200 billion VND
(specific targets for each province and centrally governed city are detailed in the attached Appendix)
2. Credit organizations: 600 billion VND
3. Insurance companies: 200 billion VND
4. Business sector: 200 billion VND
5. Vietnam Social Security: 1,000 billion VND
Article 2. The Directors of the Finance and Price Control Departments of provinces and centrally governed cities shall cooperate with the Directors of State Treasury Departments at the same level to assist the Chairpersons of People's Committees of provinces and centrally governed cities in implementing the allocation of targets for promoting the purchase of treasury bonds to specific organizations and residential areas.
Article 3. The General Director of the Central State Treasury, the Director of the Corporate Finance Department, the Director of the Banking and Finance Department, and other financial organizations, and the Director of the Administrative and Public Services Department within their respective functions and duties shall be responsible for implementing the promotion of purchasing educational treasury bonds according to the targets set forth in Article 1 of this Decision to specific entities.
Article 4. This Decision takes effect from the date of signature. The General Director of the Central State Treasury, the Directors of the Finance and Price Control Departments, the Directors of State Treasury Departments of provinces and centrally governed cities, and the Heads of units under and affiliated with the Ministry shall be responsible for enforcing this Decision./.
