DECISION OF THE MINISTER OF FINANCE
Regarding the allocation of targets for promoting the purchase of Education Bonds

THE MINISTER OF FINANCE
Pursuant to Decree No. 86/2002/NĐ-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;
BASED ON DECREE NO. 178/CP DATED OCTOBER 28, 1994 OF THE GOVERNMENT ON THE TASKS, POWERS AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF FINANCE;
Pursuant to Decree No. 28/2003/NĐ-CP dated March 31, 2003 of the Government stipulating the issuance of government bonds for national construction in 2003 - Educational Bonds;
At the request of the Director of the Financial Policy Department;
DECISION:
Article 1: Allocate targets for promoting the purchase of Education Bonds in 2003 to the following groups of subjects:
Article 2: The Director of the Finance and Price Department of provinces and centrally-administered cities shall cooperate with the Director of the State Treasury at the same level to assist the Chairman of the People's Committee of provinces and centrally-administered cities in implementing the allocation of targets for promoting the purchase of bonds to each organization and residential area.
Article 3: The General Director of the Central State Treasury, the Director of the Enterprise Finance Department, the Director of the Banking Finance Department, and financial organizations, and the Director of the Administrative and Public Services Finance Department within their respective functions and duties shall be responsible for implementing the work of promoting the purchase of education bonds according to the targets set forth in Article 1 of this Decision to specific subjects.
Article 4: This Decision takes effect from the date of signature. The General Director of the Central State Treasury, the Director of the Finance and Price Department, the Director of the State Treasury of provinces and centrally-administered cities, and the Heads of units under and affiliated with the Ministry shall be responsible for enforcing this Decision./.
