PRIME MINISTER

On the basis of Law on Government Organization dated February 18, 2025;

On the basis of Law on Public Investment November 29, 2024;

On the basis of Construction Law June 18, 2014; Law Amending and Supplementing Certain Provisions of the Construction Law June 17, 2020;

On the basis of Urban Planning Law June 17, 2009; Law Amending and Supplementing Certain Provisions of 37 Related Laws on Planning November 20, 2018;

Pursuant to Decision No. Decision No. 281/2006/QĐ-TTg December 19, 2006 of the Prime Minister approving the Project for the construction of the National History Museum;

Pursuant to Decision No. Decision No. 991/QĐ-TTg September 16, 2024 of the Prime Minister approving the Master Plan for the Cultural and Sports Facilities Network for the period 2021-2030 with a vision to 2045;

Pursuant to the proposal of the Minister of Culture, Sports and Tourism in Report No. 126/TTr-BVHTTDL dated April 23, 2025; the opinion of the Ministry of Construction in Document No. 2682/BXD-KHTC dated April 25, 2025,

DECISION:

Article 1. The construction project of the National History Museum (hereinafter referred to as the Project) at the southeastern part of Friendship Park within the new Tay Ho Tay urban area, Xuan Dinh commune, Thu Liem district, Hanoi city (approved by Decision No. 281/2006/QĐ-TTg dated December 19, 2006 of the Prime Minister) shall be suspended.

Article 2. Implementation

1. The People's Committee of Hanoi City is responsible for:

a) Promptly transferring the land to the Central Party Office for the implementation of the investment and construction project of the Vietnam Communist Party Museum, ensuring compliance with legal regulations, to be completed in 2025.

b) Returning to the State budget the amount transferred by the Ministry of Construction for compensation and land clearance for the construction of the National History Museum project, to be completed in 2025.

2. The Ministry of Construction (the investor of the National History Museum construction project) and the Ministry of Culture, Sports and Tourism shall cooperate with the Ministry of Finance to complete the procedures for settlement of the preparatory investment tasks and suspend the implementation of the Project in accordance with current regulations.

3. The Ministry of Finance shall take the lead and guide the Ministry of Construction and the Ministry of Culture, Sports and Tourism to complete the payment, settlement, and suspension of the Project in accordance with current regulations.

4. The Central Party Office shall allocate funds to cover the costs of compensation and land clearance for the construction project of the Vietnam Communist Party Museum at the southeastern part of Friendship Park within the new Tay Ho Tay urban area, Xuan Dinh commune, Thu Liem district, Hanoi city.

Article 3. This Decision takes effect from the date of signature.

The Central Party Office, Ministers of the Ministries of Construction, Finance, Culture, Sports and Tourism, the People's Committee of Hanoi City, and heads of related units are responsible for implementing this Decision.
