THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
Pursuant to the Government Decree No.: 73/CP dated November 1, 1995 on the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to the Resolution of the Party Cadre Committee of the Ministry of Agriculture and Rural Development at the meeting in October 1999;
At the proposal of the Director of the Personnel Department and the Rector of the Agricultural Management Cadres College and Rural Development I,
DECISION:
Article 1. The Training and Capacity Building Center for Forest Rangers under the Agricultural Management Cadres College and Rural Development I is hereby established. The headquarters of the Center shall be located at the second campus of the College in Xuan Canh Commune, Dong Anh District, Hanoi City.
Article 2. The Center shall have the following tasks:
- Training and capacity building to enhance professional knowledge and skills according to the job title standards of forest ranger civil servants.
- Capacity building in criminal investigation techniques and martial arts training, weapons usage, and support tools for the forest ranger civil servant workforce.
- Capacity building in specialized topics such as forest fire prevention and suppression, pest control, agricultural extension, forestry extension, and other relevant topics serving management, protection, and development of forest resources.
- Participation in scientific research and international cooperation in the field of training and capacity building for forest ranger civil servants.
Article 3. The Training and Capacity Building Center for Forest Rangers may use the seal and bank account of the College for its transactions in accordance with the provisions of the law.
Article 4. The Center's leadership shall consist of a Director and one Deputy Director. The staff of the Center shall be assigned within the College's general staffing plan.
Article 5. The Rector is tasked with developing the operational regulations of the Center and coordinating with the Forest Protection Service to develop a project for the renovation and upgrading of the College's second campus in Dong Anh to ensure the capacity to train and build capacity for 200 students per year, to be submitted to the Ministry for approval.
Article 6. This Decision shall take effect fifteen days from the date of signature.
The Head of the Ministry's Office, the Director of the Personnel Department, the Director of the Forest Protection Service, the Rector of the Agricultural Management Cadres College and Rural Development I, and the Heads of related units under the Ministry are responsible for implementing this decision./.
