CIRCULAR
Guidelines for the quarantine of transportation, slaughter,
trade, and sale of poultry and poultry products
To meet the demand for poultry and poultry products, the Ministry of Agriculture and Rural Development provides temporary guidelines for the quarantine of transportation, slaughter, trade, and sale of poultry and poultry products as follows:
I. Quarantine of poultry transportation:
Poultry and poultry eggs must be quarantined for transportation under the following conditions:
1. For poultry:
1.1. Quarantine of inter-provincial transportation of poultry:
a) Provinces without outbreaks in 2005.
b) Provinces with outbreaks in 2005 but declared free from outbreaks (after 21 days).
c) Provinces with outbreaks occurring but not yet 21 days since the last outbreak:
- Poultry from concentrated farms that have been vaccinated twice against avian influenza and have not had an outbreak can be quarantined for transportation.
- Poultry from farms that have not been vaccinated against avian influenza or are not required to be vaccinated but have tested negative for the H5 virus and have not had an outbreak can be quarantined for transportation.
1.2. Quarantine of intra-provincial transportation of poultry:
Small-scale poultry farms within provinces with outbreaks but not yet 21 days since the last outbreak, located in areas without outbreaks and vaccinated twice, may be quarantined for transportation for consumption within the province or district.
1.3. For poultry that has been vaccinated against avian influenza, it must ensure at least 14 days have passed since vaccination.
1.4. Transportation vehicles must display a sign "transport vehicle for quarantined poultry" and follow the route to the slaughterhouse.
2. For poultry eggs:
Only poultry eggs from sources meeting the conditions specified in Point 1, Section I of this Circular may be quarantined and transported.
Poultry eggs must be disinfected before transportation (using a formaldehyde and potassium permanganate fumigation method).
II. Transportation of poultry:
1. Permitted to transport quarantined poultry and poultry products.
2. Permitted to transport live poultry to slaughterhouses along routes specified by the Animal Health Service.
3. Permitted to transport slaughtered poultry and quarantined poultry products into urban areas.
III. Slaughter of poultry:
The slaughter of poultry must comply with Article 13 and Article 14 of Chapter V of Decision No. 3065/QĐ-BNN-NN dated November 7, 2005, issued by the Minister of Agriculture and Rural Development.
IV. Trade and consumption of poultry and poultry products:
1. Allowed to sell quarantined poultry meat and poultry eggs at locations designated by authorized People's Committees at various levels.
2. Hygiene conditions for slaughterhouses, processing, packaging, trading of poultry and poultry products:
Slaughterhouses and trading places for poultry and poultry products must meet the hygiene conditions stipulated in Article 14 of Chapter V and Article 16 of Chapter VI regarding breeding, incubation, transportation, slaughter, and trading of poultry and poultry products (issued together with Decision No. 3065/QĐ-BNN-NN dated November 7, 2005, by the Minister of Agriculture and Rural Development).
Localities are required to strictly implement and organize guidance for relevant units in their province or city to follow this Circular./.
