Pursuant to Decree No. 86/2003/NĐ-CP dated July 18, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to Decree No. 33/2005/NĐ-CP dated March 15, 2005 of the Government detailing the implementation of certain provisions of the Animal Health Ordinance;
Considering the proposal of the Director of the Department of Animal Health and the proposal of the Head of the Cadre and Civil Servant Organization Department.

Article 1. Position and Functions
Noi Bai Animal Quarantine Station under the Department of Animal Health has the function of inspecting animals and animal products for export, import, temporary import for re-export, temporary export for re-import, transfer at border gates, and transit through Vietnam via Noi Bai International Airport.
Noi Bai Animal Quarantine Station has legal personality, its own seal, receives funding from the state budget, and is allowed to open bank accounts in accordance with the law. The station's headquarters is located at Noi Bai International Airport, Hanoi City.
Article 2. Tasks and Authorities
1. Inspect animals and animal products for export, import, temporary import for re-export, temporary export for re-import, transfer at border gates, and transit.
2. Monitor and detect, supervise the situation of animal diseases for export, import, temporary import for re-export, temporary export for re-import, transfer at border gates, and transit through Noi Bai International Airport.
3. Inspect quarantine isolation sites, monitor quarantine isolation of animals and animal products for export and import according to the assignment of the Department of Animal Health.
4. Inspect veterinary hygiene of transportation means, containers, packaging of animals and animal products; guide the implementation of veterinary hygiene; disinfect and decontaminate according to regulations.
5. Directly handle or guide, supervise the handling of waste, transportation means, containers, animals, and animal products according to regulations.
6. Issue and revoke certificates regarding animal quarantine and veterinary hygiene according to the guidance of the Department of Animal Health.
7. Implement the collection and payment of fees and charges as prescribed.
8. Manage the organization, staff, labor, finance, and assets of the Station in accordance with regulations.
9. Carry out periodic and ad hoc reporting on quarantine work and veterinary hygiene inspection of animals and animal products within the management scope and activities of the Station as prescribed by the Department of Animal Health.
10. Perform other tasks assigned and delegated by the Director of the Department of Animal Health in accordance with the law.
Article 3. Organizational Structure
1. The leadership of Noi Bai Animal Quarantine Station consists of the Station Director and Deputy Station Director appointed and relieved of duty by the Director of the Department of Animal Health in accordance with regulations and the cadre management authority of the Ministry.
The Station Director is responsible to the Director of the Department and the law for the activities of the Station and the performance of assigned tasks.
The Deputy Station Director assists the Station Director, is responsible to the Station Director and the law for the performance of tasks assigned by the Station Director.
2. Work Teams.
The staffing of Noi Bai Animal Quarantine Station is arranged by the Director of the Department of Animal Health according to the staffing quota allocated by the Ministry to the Department.
Article 4. Responsibility for Implementation
1. This Decision takes effect fifteen days after its publication in the Official Gazette. Previous regulations of the Ministry of Agriculture and Rural Development that conflict with this Decision are abolished.
2. The Director of the Department of Animal Health shall provide detailed guidance on the implementation of this Decision.
3. The Heads of the Office, the Cadre and Civil Servant Organization Department, the Department of Animal Health, the Heads of related agencies and units under the Ministry of Agriculture and Rural Development, and the Director of Noi Bai Airport Animal Quarantine Station are responsible for implementing this Decision./.
