THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT

Pursuant to Decree No. 199/2013/NĐ-CP dated November 26, 2013 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

Pursuant to the Inspection Law 2010;

Pursuant to the Food Safety Law 2010;

Pursuant to Directive No. 08/1999/CT-TTg dated April 15, 1999 of the Prime Minister on "Strengthening Work to Ensure Food Quality and Safety";

Pursuant to Plan No. 01/KH-BCĐTƯVSATTP dated March 12, 2014 of the Inter-Ministerial Steering Committee on Food Safety regarding the implementation of the "Month of Action for Quality and Food Safety" in 2014;

Pursuant to the dispatch of staff from member units to join the team;

At the proposal of the Director of the Plant Protection Department,

DECISION:

Article 1. Establish the Inspection and Food Safety Control Team during the "Month of Action for Quality and Food Safety" in 2014 in the two provinces of Kien Giang and Dong Thap (Team No. 5), consisting of the following gentlemen and ladies:

1. Mr. Trinh Cong Toan, Head of the Inspection and Legal Affairs Division, Plant Protection Department - Ministry of Agriculture and Rural Development, Team Leader;

2. Mr. Le Van Thiet, Deputy Head of the Office of the Plant Protection Department - Ministry of Agriculture and Rural Development, Secretary;

3. Mr. Pham Tran Khanh, Deputy Head of the Planning Division, Food Safety Department - Ministry of Health, Member;

4. Mr. Pham Ngoc Tuyen, Head and Deputy Head of the Representative Office of the Market Management Department in Ho Chi Minh City, Member.

Article 2. Objectives, contents, methods of inspection and handling violations

The inspected and controlled entities include:

1. State management agencies: Steering Committee 08 and relevant provincial departments related to food quality and safety management in the two provinces of Kien Giang and Dong Thap

2. Food establishments: production, processing, trading, import, catering services in the two provinces of Kien Giang and Dong Thap.

Inspection period: From April 20, 2014 to May 16, 2014 (as detailed in the attached Decision).

Contents, methods of inspection and handling violations: As stipulated in Appendix 2 issued together with Plan No. 01/KH-BCĐTƯVSATTP dated March 12, 2014 of the Inter-Ministerial Steering Committee on Food Safety.

Article 3. The Inspection and Control Team No. 5 shall have the following tasks

1. Inspect and control the implementation of Directive No. 08/1999/CT-TTg of the Prime Minister and compliance with legal regulations on ensuring food safety in production, processing, trading, import, advertising of food products, and catering services in the two provinces of Kien Giang and Dong Thap.

2. Inspect the implementation of the "Month of Action for Quality and Food Safety" in 2014 in the two provinces of Kien Giang and Dong Thap.

3. Handle and recommend handling of violations according to regulations.

4. Summarize and report the results of inspections and controls; Propose measures to enhance and improve the effectiveness of food safety work to competent authorities.

Article 4. Ensuring financial resources

Financial resources for the staff participating in the inspection and control team shall be borne by the sending agency according to current regulations.

State-owned enterprises that have been assigned by the Ministry of Agriculture and Rural Development to conduct offshore wind power project surveys before the effective date of this Circular shall continue to implement according to the assigned documents; any new matters arising after the effective date of this Circular shall be implemented in accordance with the provisions of this Circular.

The Heads of the Office of the Ministry, the Director of the Plant Protection Department, the Heads of units sending staff to the Team, and the organizations and individuals named in Articles 1 and 2 are responsible for implementing this Decision.
