Pursuant to the Government Organization Law dated September 30, 1992;
To implement the task of developing scientific and technological potential according to the strategic orientation for scientific and technological development during the period of industrialization and modernization, and the tasks until the year 2000;
Pursuant to the proposals of the Minister of Science, Technology and Environment in the documents numbered: 2370/BKHCNMT-KH dated August 14, 2000, 2047/BKHCNMT-KH dated July 14, 2000, 1880/BKHCNMT-KH dated July 4, 2000, 829/BKHCNMT-KH dated April 4, 2000, and Decision No. 47/TTr-BKHCNMT dated January 7, 2000,
DECISION:
Article 1. Approve the Project "Establishing Key Laboratories" with the following contents:
1. Objectives of the Project:
a. To strengthen the basic material and technical infrastructure for science and technology in order to improve research quality, quickly produce and apply scientific achievements and technological advancements to production and daily life, contributing to accelerating the process of industrialization and modernization of the country.
b. To focus on establishing key laboratories in priority fields of science and technology such as information technology, biotechnology, materials technology, machine manufacturing and automation, petrochemicals, energy, and other infrastructure areas. These key laboratories will be equipped with modern and synchronized machinery and equipment reaching the level of countries in the region, with some reaching international standards, and staffed with skilled experts.
2. The subjects, investment principles, and operational methods of key laboratories:
a. The subjects eligible for investment in establishing key laboratories are leading research institutes, key universities, and high-tech zones under state ownership that are currently undertaking scientific research and technology deployment tasks in priority fields of science and technology and other infrastructure areas.
b. Key laboratories will be established based on the principle of maximizing the utilization of existing material and technical infrastructure, machinery and equipment, and personnel at current laboratories of research institutes and universities, while investing in upgrading and equipping them with modern and synchronized facilities to reach the standard of key laboratories. New key laboratories will only be established in specialized fields where there are currently none in research institutes and universities in the country.
The establishment, review, and approval of investment projects for each specific key laboratory must comply with the current regulations on investment management and construction by the State.
c. Key laboratories will operate under an open model, promoting cooperation among agencies and units to ensure maximum efficiency of machinery and equipment and the capabilities of personnel.
3. Implementation timeline of the Project:
The Project will be implemented from 2000 to 2010, divided into two phases:
a. Phase I (2000-2005),
b. Phase II (2006-2010).
4. List of key laboratories:
a. In Phase I from 2000 to 2005, focus on establishing 16 key laboratories (specific list attached). From 2000 to 2002, select 5 to 6 critical key laboratories for concentrated investment and completion, and draw lessons for implementing the Project in subsequent years.
b. During the implementation of Phase I of the Project, if there are significant changes in the allocation and arrangement of investment resources, the list of key laboratories mentioned above will be reviewed and adjusted accordingly.
5. Capital for implementing the Project:
a. The total investment capital for establishing 16 key laboratories in Phase I (2000-2005) is determined based on the approved capital of each specific project.
b. The investment capital for implementing the Project will be sourced from the following:
- State budget funds: regular expenditure for science, technology, and environment affairs, education and training affairs, investment development funds, foreign loans and aid;
- Other sources: contracts, cooperation, and sponsorships from organizations and individuals both domestically and internationally.
6. Organization of implementation:
a. Entrust the Ministry of Science, Technology and Environment to lead and coordinate with the Ministry of Planning and Investment, the Ministry of Finance, and relevant ministries and sectors to perform the following tasks:
- Study and promulgate regulations on selecting and recognizing the leading agency for establishing key laboratories in accordance with priority fields and territorial structure of the country;
- Organize the selection and decide on recognizing the leading agency for establishing key laboratories. The leading agency for establishing key laboratories shall proceed with investment and construction procedures in accordance with current State regulations on investment and construction management;
- Supervise and urge the investment and construction of key laboratories, report annually and every three years on the results of implementing the Project to Prime Minister;
- Study and promulgate regulations on the organization and operation of key laboratories; monitor the effectiveness of key laboratories' operations in ministries and sectors upon their commissioning;
- Summarize, evaluate the results, and draw lessons from implementing Phase I (2000-2005) of the Project, report to the Prime Minister for consideration and decision on continuing implementation of Phase II (2006-2010) of the Project.
b. Entrust the Ministry of Education and Training to lead and coordinate with the Ministry of Science, Technology and Environment, the Ministry of Planning and Investment, the Ministry of Finance, and relevant ministries and sectors to organize the selection and send qualified and capable personnel for training and enhancement in advanced countries in the fields of priority science and technology and infrastructure areas, using state budget funds, to provide human resources for the activities of key laboratories.
c. Entrust the Ministry of Planning and Investment to lead and coordinate with the Ministry of Finance, the Ministry of Science, Technology and Environment, the Ministry of Education and Training, and relevant ministries and sectors to balance and allocate appropriate investment capital for establishing key laboratories.
Article 2. This Decision shall take effect from the date of signing.
Article 3. The Ministers of Science, Technology and Environment, Planning and Investment, Finance, Education and Training; the Ministers of other Ministries, the Heads of agencies at the ministerial level, the Heads of government agencies, and the Chairpersons of provincial people's committees under the direct jurisdiction of the central government shall be responsible for implementing this Decision./.
