Regulations on the traditional flag, police emblem, rank insignia, badge, and uniform of the People's Police Force
THE GOVERNMENT
Pursuant to the Government Organization Law dated September 30, 1992;
Pursuant to the Ordinance on the People's Security Forces of Vietnam dated November 14, 1987;
Pursuant to the Ordinance on the People's Police Forces of Vietnam dated February 11, 1989 and the Ordinance amending and supplementing certain articles of the Ordinance on the People's Security Forces of Vietnam and the Ordinance on the People's Security Warning of Vietnam dated September 19, 1991;
At the proposal of the Minister of Public Security,
DECREE:
Article 1. Traditional flag of the People's Police Force
The traditional flag of the People's Police Force of Vietnam is rectangular, with a width equal to two-thirds of its length. The background of the flag is red, featuring a five-pointed yellow star in the center, and six uppercase letters "Bảo vệ an ninh tổ quốc" (the last letter "u" does not exceed the right wing of the star) in yellow at the upper left corner. This traditional flag is used during wars, commemorative rallies on holidays, anniversaries, and displayed in museums and traditional houses.
Article 2. Police Emblem
The police emblem is a circular metal badge with a diameter of 36mm, featuring a five-pointed yellow star on a red background. Below the red background is a blue field with two golden ears of rice surrounding it. Beneath the star is a half-yellow wheel. In the middle of the half-wheel is the letter "CA". The outer edge of the badge is gold.
When attached to the hat of the People's Police Force, the emblem is surrounded by a double pine branch made of metal forming a block measuring 54mm high and 64mm wide.
General officers and senior officers: Pine branch color gold.
Commissioned officers, junior officers, soldiers, and students: Pine branch color silver.
Article 3. Rank insignia for cadets, junior officers, soldiers, and students of the People's Police Force are worn on the shoulder of the uniform as follows:
1. Rank insignia for general officers, senior officers, and combatants.
a) Rank insignia for general officers.
The rank insignia for general officers is red. On the base, there are buttons and a five-pointed star made of metal. The top of the insignia is smaller. The number and arrangement of stars are specified for each rank:
Lieutenant General, Lieutenant Colonel, Lieutenant: 1 star
Major, Major Colonel, Major General: 2 stars
Senior General, Senior Colonel, Senior General: 3 stars
Ambassador, Colonel, General: 4 stars
Stars are arranged from the lowest rank: generals vertically; majors, major colonels horizontally with two stars; senior lieutenants, senior captains horizontally with two stars and one star vertically; ambassadors, colonels horizontally with two stars and two stars vertically.
Rank insignia for general officers: The two ends and two sides of the insignia have a thin gold border. The central part of the insignia has a raised design of pine branches running along the insignia. The stars have a raised pattern, with a diameter of 23mm. The button has a raised national emblem. The stars, buttons, and gold border are all gold.
Rank insignia for senior officers: The two ends and two sides of the insignia have a thin blue border. The central part of the insignia has two parallel yellow stripes, each 5mm wide, running along the insignia. The stars have a raised pattern, with a diameter of 20mm. The button has a raised five-pointed star between two ears of rice, below which is a half-wheel with the letter "CA" in the middle. The stars and buttons are gold.

2. Rank insignia for technical officers and junior technical officers.
The rank insignia for technical officers and junior technical officers is similar to that for general officers and senior officers, except that the stripes on the background are blue and 5mm wide.
The system of ranks for master's degree holders and junior technical officers ranges from junior to senior level.
3. Badge for students.
The rank badge for university and college students is red, with two thin blue borders on the two ends and two sides of the badge. The top of the badge has a small metal button in white silver. The button has a raised five-pointed star between two ears of rice, below which is a half-wheel with the letter "CA" in the middle.

Article 4. Single pine branch and badge of the People's Police Force
When wearing rank insignia on the shoulder of the uniform, a single pine branch or badge must be worn on the collar. Officers wear a single pine branch; junior officers, combatants, and students wear a badge.
General officers: A single pine branch and a five-pointed star made of gold metal.
Senior officers: A single pine branch made of gold metal.
Ranks: A single pine branch made of silver metal.
Junior officers, soldiers, and students: A rectangular badge (55mm x 35mm) with a red background, featuring a circular device with a diameter of 18mm in the center.
Article 5. Uniform of the People's Police Force
1. Formal attire for officers of the People's Police Force includes winter formal attire and summer formal attire, regulated as follows:
a) For general officers and senior officers: A cap (for both seasons) in pink, with a yellow braided strap.
Summer and spring.
A vest-style jacket with short sleeves and a turned-down collar in pink. The buttons are yellow metal with a raised five-pointed star between two ears of rice, below which is the letter "CA". The front has pockets that can be worn outside.
European-style trousers in pink.
Black socks and black shoes, all with a light gold finish.
Autumn and winter.
An overcoat-style jacket with long sleeves and a turned-down collar in pink, like the spring and summer version. The front has pockets that can be worn outside.
A long-sleeved shirt with a collar.
A black tie.
European-style trousers in pink.
Black socks and black shoes, all with a light gold finish.
b) For junior officers: The formal attire is similar to that of general officers and senior officers, except the buttons are silver.
2. The ceremonial attire of Lower Rank Officers, Promotion Ranks, and the regular uniform of Officer Ranks, Lower Rank Officers, Promotion Ranks, and students of the People's Public Security shall be prescribed by the Minister of Public Security.
Article 6. The uniforms, insignias, rank badges, and service badges of the People's Public Security are exclusively for use by public security officers and soldiers when performing their duties as prescribed. The Minister of Public Security shall prescribe the use of rank badges, insignias, service badges, and uniforms for public security officers and soldiers transferring to different levels of capability within the public security force.
Article 7. It is strictly prohibited for agencies, units, organizations, and individuals to produce, exhibit, purchase, sell, and use rank badges, insignias, service badges, and uniforms of the People's Public Security forces illegally. Violations will be handled according to the provisions of the law.
Article 8. This Decree replaces Decree No. 135/HĐBT dated August 27, 1988, and Decree No. 67/HĐBT dated June 15, 1989, and shall take effect fifteen days from the date of signature.
Article 9. Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of provincial People's Committees directly under the Central Government are responsible for implementing this Decree./.
