Regarding the establishment of the Central Steering Committee for Forest Fire Prevention and Control
PRIME MINISTER
Based on the Government Organization Law dated September 30, 1992,
Pursuant to the Law on Protection and Development of Forests dated January 17, 1992,
Pursuant to the Government Decree No. 22/CP dated March 20, 1995, concerning forest fire prevention and control,
Considering the proposal of the Minister of Agriculture and Rural Development;
DECISION:
Article 1. The Central Steering Committee for Forest Fire Prevention and Control is hereby established. The members of the Steering Committee include:
1.1- The Minister of Agriculture and Rural Development shall serve as Chairman.
1.2- Deputy Minister of Agriculture and Rural Development Nguyen Van Dang shall serve as Vice-Chairman in charge of day-to-day operations.
1.3- Representatives from the leadership of the Ministries of Planning and Investment, Finance, National Defense, Public Security, Labor, War Invalids and Social Affairs, and the Committee for Ethnic Minorities and Mountainous Areas shall serve as members of the Steering Committee.
The Ministry of Agriculture and Rural Development shall utilize its existing administrative apparatus to support the operational activities of the Central Steering Committee for Forest Fire Prevention and Control.
The Steering Committee shall have a permanent office (utilizing the administrative apparatus of the Ministry of Agriculture and Rural Development on a concurrent basis), which shall be provided with operating funds included in the annual budget allocated to the Ministry of Agriculture and Rural Development.
Article 2. Chairmen of People's Committees of provinces and centrally governed cities with forests shall establish provincial and city-level steering committees for forest fire prevention and control, and directly command grassroots levels to implement fire prevention and control within their respective jurisdictions.
Article 3. Ministers, Heads of ministerial-level agencies and agencies under the Government, and Chairmen of People's Committees of provinces and centrally governed cities shall be responsible for implementing this Decision.
