THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT

Pursuant to Decree No. 73/CP dated November 1, 1995 of the Government on the functions, duties, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to Decree No. 05/2000/NĐ-CP dated March 3, 2000 of the Government on exit and entry of Vietnamese citizens;
These regulations are hereby promulgated along with this Decision "Regulations on the Transfer, Rotation, and Temporary Assignment of Officials and Civil Servants of the Government Inspectorate."

DECISION:

Article 1. Now, we grant 20 research institutes under the Ministry (with attached list) the authority to decide on exit for official staff and long-term contractual workers to handle official and personal matters as follows:

- The Minister decides on exit for the Institute Director, Deputy Directors, Center Directors under the Institute, Department Heads, Section Chiefs, Senior Researchers; individuals going abroad to receive academic titles and honors from foreign countries, and those dispatched as part of high-level delegations of the Party and State.

- The Institute Director decides on exit for all other persons not covered above within the Institute.

Article 2. The Institute Director must bear full responsibility under the law and must comply with current regulations of the Government and the Ministry regarding personnel management, passport management, and effectiveness when deciding on exit.

Article 3. Implementation management:

- Units shall immediately send their exit decisions and submit semi-annual reports and annual summary reports to the Personnel Organization Department and the International Cooperation Department.

- Assign the Personnel Organization Department and the International Cooperation Department to provide guidance, conduct inspections according to their respective functions, and compile exit reports from units granted authority.

Article 4. This Decision takes effect 15 days after the date of signature and replaces Decision No. 126/1999/QĐ/BNN-TCCB dated September 6, 1999 on the delegation of authority in exit management.

The Head of the Ministry's Office, the Personnel Organization Department Director, the International Cooperation Department Director, and the Heads of units listed in Article 1 are responsible for implementing this Decision./.
