Pursuant to the Law on Organization of the Government dated December 25, 2001;
Based on Directive No. 01/2003/CT-TTg dated January 16, 2003 of the Government Chairman on continuing to promote the restructuring, modernization, development, and improvement of efficiency of state-owned enterprises;
Considering the proposal of the Board of Directors of the Vietnam Oil and Gas Corporation, opinions of the Ministries of Industry, Planning and Investment, Finance, Labor, War Invalids and Social Affairs,
Considering the proposal of the People's Committee of Hanoi City at the report No. 13/TT-UB dated February 20, 2003, and the letter No. 1224/UB-CN dated April 24, 2003; opinions of the Ministries of Planning and Investment (letter No. 2284/BKH/DN dated April 18, 2003), Home Affairs (letter No. 675/BNV-TCBC dated April 7, 2003), Labor, Invalids and Social Affairs (letter No. 1228/LĐTBXH-CSLĐVL dated April 18, 2003), Central Economic Commission (letter No. 170-CV/KTTW dated April 9, 2003); and the opinion of the Appraisal Council on April 10, 2003,
DECISION:
Article 1. Approves the overall plan for restructuring and modernizing state-owned enterprises of the People's Committee of Hanoi City for the period 2003-2005 as attached.
Article 2. The Chairman of the People's Committee of Hanoi City shall be responsible for directing the implementation of the restructuring and modernization of state-owned enterprises under its jurisdiction according to the approved content and schedule; any adjustment or supplementation must be approved by the Prime Minister. Actively select to transfer some state-owned enterprises holding 100% capital to Limited Liability Companies with One Member; direct the development of a pilot project to convert the Hanoi Electronics Corporation (HANEL) to operate under the parent-subsidiary model.
Article 3. The Ministry of Finance, the Ministry of Planning and Investment, the Ministry of Home Affairs, the Ministry of Labor, Invalids and Social Affairs, and related agencies shall be responsible for coordinating with the People's Committee of Hanoi City in implementing this Plan in accordance with current regulations.
The Steering Committee for Enterprise Renewal and Development shall be responsible for inspecting, urging, guiding, and monitoring the implementation of this Plan, and at the same time, propose solutions to the Prime Minister to resolve difficulties during the implementation process.
Article 4. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
The Chairman of the People's Committee of Hanoi City and heads of related agencies are responsible for enforcing this Decision./.
