PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Decision No. 155/2004/QĐ-TTg dated August 24, 2004 of the Prime Minister on issuing criteria and classification lists for state-owned enterprises and independent accounting subsidiaries under state-owned corporations;
Considering the proposal of the Ministry of Construction and the Board of Directors of the Vietnam Cement Corporation,
DECISION:
Article 1. Adjust the restructuring and modernization plan for state-owned enterprises under the Vietnam Cement Corporation as set out in the annex.
Article 2. The Minister of Construction:
1. Directs the Board of Directors of the Vietnam Cement Corporation to implement the restructuring and modernization of state-owned enterprises under the Vietnam Cement Corporation in accordance with the contents and schedule specified in this Decision.
2. Directs the Vietnam Cement Corporation to finalize the plan for forming a parent company - subsidiary structure to develop into the Vietnam Cement Industry Group with main business activities in cement, construction materials, and construction machinery, and submit it to the Prime Minister for approval in the third quarter of 2005.
Article 3. The Ministry of Finance shall take the lead and coordinate with relevant agencies to guide the financial restructuring of the following cement companies: Hoang Mai, Tam Diep, Hai Phong, and guide the privatization of cement factories in compliance with current regulations and to achieve the highest efficiency.
Article 4. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
The Minister of Construction, the Board of Directors of the Vietnam Cement Corporation, and the heads of relevant agencies are responsible for implementing this Decision./.
