THE MINISTER OF FINANCE

  On the basis of the National Reserve Law No. 17/2004/PL-UBTVQH11 dated April 29, 2004 of the Standing Committee of the National Assembly;

  On the basis of the Government's Decree No. 196/2004/ND-CP dated December 2, 2004 detailing the implementation of the National Reserve Law;

  On the basis of the Government's Decree No. 77/2003/ND-CP dated July 1, 2003 on the functions, tasks, authorities, and organizational structure of the Ministry of Finance;

  In accordance with the proposal of the Chairman of the National Reserve Goods Preservation Standard Council of the Ministry of Finance and the Director of the National Reserve Administration.

DECISION:

Article 1. Issued along with this Decision are the standards for the preservation of paddy in bulk under low pressure conditions directly managed by the National Reserve Administration (Annexes 01 and 02 attached hereto).

Article 2. These standards shall be used as a basis for building and implementing plans for the preservation of paddy in bulk under low pressure conditions from 2008 to 2010. The annual preservation standard shall be calculated by adding the average price increase index of the reporting year of products, goods, and services published by the General Statistics Office.

Article 3. The Director of the National Reserve Administration shall organize the implementation based on these preservation standards set forth in this Decision and the provisions of the Ministry of Finance's Decision No. 21/2006/QD-BTC dated April 3, 2006 on the regulations for establishing, issuing, and managing national reserve goods preservation standards, but shall not exceed the prescribed standards.

Article 4. This Decision shall take effect fifteen days after its publication in the Official Gazette. The Director of the National Reserve Administration, the Head of the Ministry of Finance's Office, and the Heads of relevant units under the Ministry of Finance shall be responsible for enforcing this Decision.
