DECISION

Approving the Master Plan for Socio-Economic Development of Thua Thien Hue Province until 2020

PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Based on Decree No. 92/2006/NĐ-CP dated September 7, 2006 of the Government on the preparation, approval, and management of overall socio-economic development planning;

Decree No. 04/2008/NĐ-CP dated January 11, 2008 amending and supplementing certain articles of Decree No. 92/2006/NĐ-CP dated September 7, 2006;

Considering the proposal of the Chairman of the People's Committee of Thua Thien Hue Province and the Minister of Planning and Investment,

DECISION:

Article 1. Approving the Master Plan for Socio-Economic Development of Thua Thien Hue Province until 2020, with the main contents as follows:

I. DEVELOPMENT VIEWS

1. Mobilizing all resources to accelerate the speed of development and improve the quality of economic growth; strengthening connections with provinces within the region, throughout the country, and international integration; effectively utilizing all potential and strengths towards the goal of economic growth, quickly transforming Thua Thien Hue into one of the centers of development in the Central Key Economic Region.

2. Maximizing the comparative advantages of Hue Ancient Capital, building Hue City into the administrative, economic, and political center of the province, a tourist, cultural, and festival city of Vietnam, a high-quality education center, a specialized healthcare center, and a scientific center nationwide, and a commercial and service center of the Central Key Economic Region and the Central Highlands and Northwest regions.

3. Strengthening foreign economic activities, consistently and sustainably implementing policies to attract external resources for economic development; expanding domestic and international markets, increasing exports of processed goods; ensuring the competitiveness of goods and services.

4. Actively restructuring the economy towards modernization (services - industry - agriculture); creating breakthroughs in production structure transformation within each sector and field, linking production with product consumption markets; improving the quality, efficiency, and competitiveness of products, enterprises, and the entire economy.

5. Sustainable economic development, aligning the socio-economic development goals of the province with the Millennium Development Goals announced by Vietnam, while taking industrial and tourism development as the core of economic development and prioritizing agricultural and rural development. Quickly converting advantages into strong internal resources, enhancing cooperation with surrounding provinces to form a sustainable development system in the Central Key Economic Region, among cities in the region, economic zones, and industrial parks through the East-West Economic Corridor, National Highway 1A, and expressways.

6. Leveraging human factors, with a focus on developing high-quality human resources. Building and developing high-quality educational and training centers, specialized healthcare centers, and promoting the socialization of healthcare and education and training.

7. Prioritizing administrative reform, especially administrative procedures, enhancing state management effectiveness, promoting democracy and the strength of various economic sectors, creating a friendly investment environment for businesses, investors, and the people, aiming to harness comprehensive strength towards socio-economic development goals and improving people's living standards.

8. Ensuring sustainable social development, linking economic growth with social equity and progress, creating employment opportunities, and reducing poverty. Paying attention to infrastructure investment and ensuring the implementation of social welfare policies in rural and mountainous areas.

9. Ensuring sustainable ecological environmental development, linking economic and social development with the preservation, promotion, and development of traditional culture, historical values of Hue Ancient Capital, contributing to building a modern and distinctive national culture. Emphasizing environmental protection work, not harming or degrading the environment, natural scenery, and cultural-historical relics.

10. National defense and security are always consolidated firmly, ensuring good border defense on land and at sea. Maintaining friendly relations with neighboring provinces along the Vietnam-Laos border. Implementing national defense and security tasks suitable to the characteristics of a sensitive area.

II. DEVELOPMENT OBJECTIVES

1. General Objective To build Thua Thien Hue into a centrally governed city early, becoming the center of the Central Region and one of the prominent centers of the country in terms of culture, tourism, science and technology, specialized healthcare, multi-disciplinary and high-quality education and training. Striving to reach by 2020, Thua Thien Hue will be a national, regional, and international urban center, one of the major centers of the country and Southeast Asian countries in economics, culture, science and technology, healthcare, and education and training; having strengthened national defense and security, stable and solid political and social conditions; continuously improving the material and spiritual life of the people.

2. Specific Objectives and Tasks

a) Economic Objectives

- Striving for an average annual economic growth rate of 15-16% during the period 2006-2010, and 12-13% during the period 2011-2020. Rapidly raising the GDP per capita to catch up and exceed the national average level during the period 2006-2010, reaching over $1,000 (2005 prices) in 2010, and exceeding $4,000 per capita (actual prices) by 2020;

- Restructuring the economy towards industrialization and modernization; by 2010, the economic structure will be: services 45.9%, industry-construction 42.0%, agriculture-forestry-fishery 12.0%; by 2015, this ratio will correspondingly be 45.4% - 46.6% - 8.0%, and by 2020, it will be 47.4% - 47.3% - 5.3%;

- Striving for export turnover to reach at least $300 million in 2010 and approximately $1 billion in 2020;

- Striving for the proportion of budget revenue to reach about 13-14% of GDP in 2010 and above 14% in 2020.

b) Social Objectives

- Creating fundamental changes in culture, healthcare, education, and training, improving public awareness, and addressing pressing social issues, gradually improving the material and spiritual life of the people;

- Reduce the average annual population growth rate during the period from 2006 to 2010 to below 1.2%, and reduce the average annual birth rate to 0.3 to 0.4 per thousand; after 2010, the natural population growth rate should decrease to approximately 1.1 to 1.2%.

- Strive to stabilize and gradually reduce the unemployment rate in urban areas to about 5%; increase the labor utilization rate in rural areas to over 80% by 2010 and approximately 90% by 2020. Increase the number of workers provided with employment to over 14,000 workers/year during the period from 2006 to 2010 and 16,000 to 17,000 workers/year during the period from 2011 to 2020. Strive for the number of exported workers to reach 2,000 to 2,500 workers/year by 2010 and 5,000 to 6,000 workers/year by 2020. Increase the proportion of workers trained to 40% by 2010 and over 50% by 2020.

- By 2010, the ratio of students enrolled relative to the population in age groups at different educational levels will be as follows: preschool over 70%; primary school over 99.5%; junior high school over 99%; and secondary school 62%. By 2020, the ratios will be as follows: daycare centers 50%, preschool over 90%, primary school 100%, junior high school 99.9%, and secondary school 75%. By 2010, basic universal education at the secondary level will be largely completed in Hue City and the plains districts.

- By 2010, 98% of households will have access to electricity; 95% of the population will have access to clean water.

- Limit and significantly reduce, aiming to eliminate viral HIV/AIDS infections and other epidemics. Maintain the result that 100% of commune health stations have doctors; by 2010, achieve 12 doctors per ten thousand people and approximately 15 doctors per ten thousand people by 2020; the ratio of hospital beds per ten thousand people will reach 37 beds by 2010 and over 40 beds by 2020; the rate of malnutrition among children under five years old will be below 5% by 2020.

- The poverty rate will be below 10% by 2010 and below 3% by 2020;

- Improve the quality of cultural activities, physical education and sports, broadcasting, and television throughout the Province. Quickly train and develop talents, bringing local prominent and traditional sports up to regional and national standards.

c) Environmental objectives

- Forest coverage ratio will reach 55% by 2010 and over 60% by 2020;

- Protect ecological zones, prevent surface and underground water pollution, protect coastal forest water sources, and protect estuary and lake ecosystems;

- Urban areas, industrial zones, clusters of industries, and craft villages must treat wastewater, collect and treat solid waste according to regulations before discharging them into the environment;

- Prevent and limit to the maximum extent possible the depletion and pollution of natural resources and the harmful effects of typhoons, floods, etc.;

III. DEVELOPMENT ORIENTATION AND BREAKTHROUGH DIRECTIONS

1. Selecting breakthrough development directions

- Develop high-quality human resources, build and promote the scientific and technological potential of the Province, meeting the needs for economic and social development towards industrialization and modernization;

- Build Hue City into a cultural and tourism center, a distinctive festival city of Vietnam, a university and advanced medical service center, and a service center for the Central Coast Economic Zone and the Central Highlands and Northwest regions;

- Focus on developing the Cham May – Lang Co Economic Zone strongly across various fields such as ports, port services, industrial zones, duty-free zones, high-quality tourist areas, entertainment facilities, golf courses, etc.;

- Shift the industrial structure and improve efficiency through the development of key production sectors: mechanical industry, electronics manufacturing and assembly, high-tech industry. Emphasize the development of supporting industries linked to industrial clusters; develop industries with resource advantages, large scale, and significant contributions to the state budget such as cement production, construction materials, beverage processing, and food industry, etc. Establish small and medium-sized industrial clusters and traditional craft villages in rural areas based on environmental protection. Pay attention to the development of small-scale industries, especially traditional craft villages and villages serving exports;

- Vigorously shift the service sector structure and improve its quality to meet market demands.

2. Priority development orientation until 2020.

- Concentrate investment, quickly complete and modernize infrastructure systems, and finish major construction projects;

- Emphasize sustainable development, properly address environmental safety issues in planning and management;

- Invest in developing Hue City as a growth core, driving the province of Thua Thien Hue to become a centrally-administered city as soon as possible;

- Invest in developing the Cham May – Lang Co Economic Zone strongly into an important southern economic and urban center of the Province, gradually becoming an economic center of the Central Coast Economic Zone and the country;

- Develop the A Dot Border Economic Zone into one of the centers promoting economic and trade cooperation along the East-West Economic Corridor between Vietnam and neighboring countries;

- Reorganize the rural economy, linking the rural economy as a belt and satellite area for the development of the Economic Zone and cities within the Province; develop the Tam Giang – Cau Hai Economic Area;

- Complete territorial spatial planning in a way that creates interconnected cities and rural areas on a synchronized infrastructure system;

- Link the construction and development of Thua Thien Hue Province and Hue City organically with other provinces and cities in the Central Coast Economic Zone and countries in the expanded Mekong Subregion;

- Link economic development with security and defense tasks to create a stable political foundation for economic and social development;

IV. DIRECTIONS FOR DEVELOPMENT OF SECTORS AND INDUSTRIES

1. Services

- Establish Thua Thien Hue province as one of the major service centers in the Region based on improving the quality of tourism, financial, banking, postal and telecommunications, information technology, healthcare, education and other services activities. Diversify and improve the quality of service products to become a driving force for economic and social development with major service centers being Hue city, Chân Mây – Lăng Cô Economic Zone, and A Đớt Border Economic Zone.

- Develop the tourism industry sustainably to achieve economic, cultural-social, and environmental goals; make tourism a leading sector of the province's economy. Strive to attract 2 to 2.5 million tourist visits per year by 2010, including 1 million international tourists per year; increase tourism revenue by 30% annually during the period from 2006 to 2010; and grow the number of tourist visits by 15 to 20% annually during the period from 2011 to 2020.

- Exploit natural, historical, and cultural resources effectively, promote the brand name of Hue strongly in potential markets; diversify and improve tourism products; develop strategies for material infrastructure and human resource development to serve the growth of the tourism industry.

- Develop a general strategy for international integration in the service sectors and competitive strategies for goods and services of the province in line with the integration commitment timeline.

- Promote export production and services, enhance the export capacity of deep-processed goods and high-value-added products. Proactively seek international markets, maintain and develop traditional markets such as the European Union, Japan, ASEAN, and pay due attention to foreign trade with the Lao People's Democratic Republic.

2. Industry

- Improve the quality and competitiveness of industrial products. Strive to increase the average value of industrial production by over 21% during the period from 2006 to 2010, 15% during the period from 2011 to 2015, and 14% during the period from 2016 to 2020.

- Utilize local advantageous resources effectively. Prioritize the development of products with competitive advantages and high efficiency, focusing on industries with market demand, high technology, and those attracting many workers.

- Shift the industrial product structure towards forming key industrial products with advanced technology levels and competitive capabilities. Focus on promoting investment in high-tech industries, new materials industries, software industries, deep processing of agricultural and food products; mining and mineral processing industries, handicrafts manufacturing industries, etc.

- Develop small-scale traditional crafts and industries linked with tourism and exports, utilizing local raw materials and labor, creating job opportunities and increasing income for workers.

- Construct infrastructure for the Chân Mây – Lăng Cô Economic Zone, A Đớt Border Economic Zone, industrial parks in Phú Bài, Tứ Hạ, Phong Điền, Phú Đa, La Sơn, Quảng Vinh; clusters of small-scale industries and craft villages in counties and Hue city to become investment attraction centers, technology transfer, and scientific progress.

3. Agriculture, Forestry, and Fisheries.

- Increase the average value of one hectare of cultivated agricultural land to over 50 million dong; livestock production accounts for 40% of agricultural production value; stabilize the growth rate of the agriculture, forestry, and fisheries production value at 4-5% during the period from 2006 to 2010 and approximately 3% during the period from 2011 to 2020.

- Regarding agriculture: develop comprehensively and sustainably towards diversified crops and livestock, seasonal adjustment suitable to natural conditions; apply scientific and technological advances to achieve high economic efficiency. Link agricultural, forestry, and fisheries development with land, forest, and sea resource protection, maintaining the environment and ecological balance.

Shift the agricultural economic structure and rural areas towards developing a clean ecological agriculture with high technology and biotechnology. Increase the proportion of livestock industry, ensure food security; develop rural industries.

- Regarding forestry: develop forest-based economies linked with environmental protection. Protect and develop forest capital, especially upstream protective forests, special-use forests, and natural forests. In the next ten years, plant about 40 to 45 thousand hectares of new forests; encircle and nurture for regeneration; care and protect forests to restore and enrich about 100 thousand hectares of forests; increase forest coverage to 55% by 2010 and above 60% by 2020.

- Regarding fisheries: exploit coastal waters, brackish water lagoons, and freshwater rivers comprehensively; combine efforts to ensure biodiversity, sustainability, and regeneration of aquatic resources and marine and lagoon habitats. Strive for the fisheries production value to grow at a rate of 7-8% during the period from 2006 to 2010 and 8-9% during the period from 2011 to 2020.

- Shift the labor structure in rural areas, by 2010, about 50% of the workforce will be engaged in agriculture, and by 2020, it will be around 13-15%.

4. Direction for Cultural and Social Development.

a) Population, Labor, and Poverty Reduction.

- Scale and structure of population: forecast the population of Thua Thien Hue province in 2020 to be 1,356,600 people, urban population about 949,600 people, accounting for 70% of the total population. The working-age population (15-59 years old) is 773,300 people, accounting for 57% of the total population.

- Population, family, and children work: intensify population and family planning work, strengthen educational and communication activities towards sustainable development goals. Organize and implement well the work of protecting, caring for, and educating children, paying attention to groups of children in difficult circumstances. Implement well the National Target Program on population, family, and children.

- Labor and employment: redistribute labor and population in line with the direction of shifting the production structure and the orientation of socio-economic development in each region. Train, upgrade, and improve the quality of human resources to increase employment opportunities for workers. Promote the shift in the labor structure towards reducing agricultural labor and increasing non-agricultural labor. Vigorously promote overseas labor dispatch work.

- Poverty reduction and social policy implementation: focus on investment in particularly difficult communes and poor communes. Improve living conditions for rural residents, especially in mountainous areas, coastal lagoons, and coastal regions. Organize well-settlement policies, stabilize the lives of residents according to planning; establish a social housing fund for low-income individuals and poor households in urban areas.

- Implement social policies effectively for war invalids, martyrs, families with meritorious service to the revolution. Pay attention to single elderly people, disabled persons, those affected by Agent Orange, and implement good social welfare policies.

b) Health care and protection of public health.

- Enhance the overall health quality of the population. Strive to achieve 100% vaccination coverage for infants under one year old with ten types of vaccines by 2010; reduce the mortality rate of children under one year old to 7‰, and the mortality rate of children under five years old to 2.5‰; reduce the malnutrition rate of children under five years old to below 20% by 2010 and below 5% by 2020.

- Research and apply scientific achievements and technological advancements to improve the quality of community health services, prevent social diseases and new emerging diseases. Control and prevent large-scale epidemics from occurring. Actively prevent and control the risk of HIV/AIDS transmission. Invest in developing traditional medicine resources and medicinal herbs of the Province. Implement national target programs on health care and food hygiene and safety regulations.

- Complete the infrastructure system of primary healthcare facilities, promote the application of scientific and technological progress, and focus on human resource development; strive to achieve 100% communes meeting national standards for health care by 2020.

- Continue to consolidate and develop provincial, district hospitals, and regional multi-disciplinary clinics; improve the quality of medical examination and treatment at commune health stations, address the overloading situation of upper-level hospitals. Encourage investment in international hospitals, specialized hospitals... Encourage socialization in healthcare and the development of home health care services.

- Complete the upgrade of Hue Central Hospital - a high-quality medical examination and treatment center for the entire region; stabilize the operation of the specialized medical center. Upgrade and modernize the Provincial Preventive Health Center into a Regional Northern Central Preventive Health Center; establish a regional-level Food Safety and Disease Control Center based on strengthening the capacity of the Pharmaceutical Center.

c) Education and training.

- Improve the quality and effectiveness of education at each level; diversify training forms, resolve the relationship between universalization and improvement. Build a teaching staff with professional qualifications and pedagogical ethics. Develop policies to attract teachers and ensure sufficient staffing for difficult areas, remote and far-flung regions.

- Focus on developing preschool education, especially in mountainous and coastal lagoon communes; consolidate the results of literacy campaigns, universal primary education, and junior secondary education. By 2010, complete the goal of universalizing secondary education in Hue City and six plains districts. Increase the enrollment rate at appropriate ages across all levels, ensuring that 100% of elementary, junior secondary, and senior secondary schools have computer classes and gradually connect to the Internet within schools. Establish a system of schools meeting national and international standards, friendly schools, and proactive students, with all senior secondary schools reaching national standards by 2010. Develop a high-quality school system at all levels. Complete the reinforcement of school buildings and construct dormitories for teachers.

- Invest in upgrading, expanding, and diversifying vocational training schools, junior colleges, and specialized high schools to meet local and surrounding area needs. Encourage and create conditions for the development of private educational institutions.

- Expand and upgrade higher education, college, and secondary education systems towards diversification and technologization; enhance the role as an important center for higher education, college, and vocational training in the Central Region and nationwide. Strive to invest in building Hue University into a National University before 2015 with a multi-disciplinary, high-quality training system, meeting the requirements of higher and postgraduate education for the Central Region and nationwide. Strengthen international cooperation, striving to build an International University in Hue. Develop Hue Fine Arts University and Hue Music Academy. Complete the infrastructure serving teaching and learning at universities.

- Link training with scientific research and the application of technological advancements. Emphasize both initial training and retraining of leading cadres, scientific and technical personnel, business leaders, and skilled artisans. Link education and training of scientific and technical personnel, management cadres, and technical workers with the expansion of the labor market.

- Promote socialization in the education and training sector, focusing on universal education, improving the educational level of the people, especially rural and mountainous residents. Build a society oriented towards lifelong learning with diverse and modern educational forms. Encourage the development of non-public institutions at all levels of general education; 100% communes and wards have community learning centers.

d) Culture, information, physical education and sports.

- Preserve and promote the value of traditional cultural heritage; build Thua Thien Hue into a cultural and tourism center with distinct ethnic characteristics and Hue culture. Basically complete the restoration, preservation, and enhancement of Hue Imperial Citadel relics.

- Build and gradually modernize the cultural infrastructure system at all levels. Improve the quality of activities of existing cultural institutions. Improve the organizational structure and cadre team working in culture. Expand domestic and international cooperation in culture.

- Vigorously develop the literary and artistic cause, encourage the creative capacity of artists and writers. Gradually modernize the mass media system, prepare conditions for good management and use of the Internet.

- Strengthening sports towards a service-oriented direction, professionalization, and socialization. Developing professional sports and mass sports. Building cultural and sports centers at the district level with sufficient facilities to direct management and development of grassroots physical culture and sports movements. Building Thua Thien Hue into a strong sports center in Central Vietnam.

d) Science and technology and environment

Science and technology:

- Enhancing the level and capacity to apply science and technology in various fields. Widely applying national and international scientific and technological achievements in production and management. Strengthening research activities on social sciences and humanities, focusing on basic surveys.

- Building and developing information technology into a widespread activity throughout society. Successfully implementing the Government’s electronic program, creating an electronic information environment for state agencies, businesses, schools, and the entire society. Developing information technology into a leading economic sector.

- Strengthening cooperation and linkage in scientific research and application. Encouraging intermediary and technology transfer activities, intellectual property registration, brand registration. Promoting socialization of capital sources for science and technology, forming a science and technology market.

- Cooperating with Hue University to build national key laboratories; establishing specialized centers at Hue. Striving to build Thua Thien Hue into a strong national center for medical research, education and training, information technology, heritage conservation, social sciences and humanities.

Environmental protection:

- Organizing the implementation of the provisions of the Law on Environmental Protection and guiding documents effectively. Emphasizing communication, education, and socialization of environmental protection. Applying comprehensive measures to protect ecological environments. Developing and improving the quality of clean water supply systems, waste treatment systems, and wastewater treatment systems. Strengthening management and handling of solid waste in urban areas, concentrated residential areas, industrial zones, and tourist areas.

- Studying coastal erosion prevention in Thu An, Tu Hien, riverbanks; addressing environmental issues arising from sea movement at river mouths, preventing river and sea erosion. Studying the protection of genetic resources of flora and fauna in Bach Ma National Park, fish species in Tam Giang-Cau Hai lagoon. Establishing a Natural History Museum in the Central Coast region.

- Applying biotechnology in developing high-yield, high-quality crop and livestock breeds that do not deteriorate and do not harm biodiversity.

- Implementing a "clean industrialization" process. Institutionalizing the integration of environmental factors into planning and development processes at all levels. Enacting regulations requiring all enterprises to establish environmental self-monitoring systems.

e) Economic development linked to national defense, security, and internal affairs work

- Closely combining economic and social development with strengthening national defense and security potential and foreign relations; building a people's defense posture integrated with a people's security posture; building strong armed forces, maintaining political stability and social order and safety. Constructing some defensive works at key locations within the Province.

- Formulating proactive plans to promptly prevent, rescue, and assist in reducing losses to the lowest extent possible regarding human lives and property of the State and people in case of natural disasters. Consolidating organizational structures and cadres for internal affairs sectors.

- Strengthening leadership over anti-corruption, smuggling, commercial fraud efforts, strictly and promptly dealing with negative cases. Directing the implementation of transparency and democracy regulations at the grassroots level, reception and resolution of citizen complaints and denunciations.

- Paying attention to building a more robust political system. Paying attention to nurturing and training a cadre of Party, government, and mass organization leaders at all levels. Promoting administrative reform and directing the implementation of regular systems, activities, and work.

V. ORGANIZATION PLAN FOR ECONOMIC AND SOCIAL SPACE

- Striving to build Thua Thien Hue into a centrally-administered city based on the core city of Hue, satellite cities of Chân Mây – Lăng Cô, and towns of Hue Thuy, Hue Tra, Thuan An, Phong Dien, and market towns connected to concentrated residential areas of districts, industrial zones, and tourist areas. Accelerating the formation of the dynamic urban cluster of Hue – Tứ Hạ – Phú Bài – Thuan An – Bình Điền to become the inner city area of Thua Thien Hue City in the future; building new cities of Chân Mây – Lăng Cô and towns of Phú Da, Bình Điền, Phong Thu, Thanh Ha, Vinh Thanh, Vinh Hung, A Dot, Hong Van...

- Hue City is the central city, a unique festival city of Vietnam, being built with a modern urban infrastructure system suitable for a World Heritage city, a festival city, a key trading hub on the East-West Economic Corridor, and developed commensurate with its position as a cultural tourism and international trade center, a higher education and high-quality healthcare center nationwide, within a regional Central Highlands and Central Vietnam commercial and service center.

- Concentrating on building the Chân Mây – Lăng Cô Economic Zone into one of the major international trading centers, a modern city of the Central Vietnam economic zone, a regional and international tourism and leisure center, a maritime transport center. Developing the Chân Mây – Lăng Cô Economic Zone in relation and coordination with Hue City, Da Nang, provinces in the Central Vietnam economic zone, countries in the expanded Mekong Subregion, and the East-West Economic Corridor; ensuring economic, political, security, defense effectiveness, preserving natural landscapes, and protecting the environment.

- For the plain region: accelerate the development of agriculture towards industrialization and modernization. To ensure food security and create stable conditions for other sectors to develop, focus on building a good irrigation system, strengthen agricultural extension work, promote the application of scientific and technological progress, adjust crop and livestock structures to quickly increase production value per hectare of cultivated land. Encourage the development of small-scale cottage industries and craft villages linked with the development of industrial zones and clusters; develop medium and small-scale agricultural product processing industries; gradually reallocate labor towards reducing the proportion of pure agricultural workers and increasing the proportion of workers in trades and services in rural areas. Develop the economy in conjunction with the construction and development of new rural areas.

- For the coastal and lake regions: fully utilize all potential and advantages, concentrate on building and developing the socio-economic region of Tam Giang-Cau Hai Lake into a dynamically developed area including tourism, aquaculture, agriculture, forestry, and medium and small-scale agricultural product processing industries. Expand various types of farm economies, garden economies, forest gardens, and develop model farm economies on inland sand dunes; basically solve the water supply and irrigation issues for the people living in sand dune areas.

- For the hill and mountainous regions: build and develop sustainably, forming an agricultural, forestry, and medium and small-scale agricultural product processing industry economic zone linked with service and tourism development. Build the A Dot Border Economic Zone, develop industrial zones and clusters. Link economic development with national defense and security, build a solid logistical and technical base area. Implement population planning and resettlement into buffer zones near borders, both effectively utilizing vacant land and forming village communities protecting the border, creating an economic corridor linked with national defense and security.

VI. DIRECTION FOR DEVELOPMENT OF THE INFRASTRUCTURE SYSTEM

1. Transportation network:

- Construct a synchronized infrastructure to ensure smooth transportation between regions within the Province, between provinces in the Central Key Economic Region, linked with the exploitation of the East-West Economic Corridor.

- Invest in constructing expressways, high-speed railways, the Eastern Ho Chi Minh Highway, Phu Gia Pass Road Tunnel, Phuoc Tuong Pass Road Tunnel; upgrade and expand National Route 49A, expand La Son-Nam Dong Road, invest in new roads 71 and 74 connecting the Ho Chi Minh Highway with National Route 1A and seaports; roads to border gates S3 and S10 connecting with countries in the Mekong Subregion; upgrade and expand National Route 49B; bridges over Ca Cut, Vinh Tu, Ha Trung lakes, Cua Lac Bridge and Dam; bridges over Huong River, An Cuu River; coastal and lake road systems; complete the border patrol road system.

- Invest in a new railway line from Lang Co linked with the development needs of the Cham May-Lang Co Economic Zone and the city of Cham May; relocate Hue Railway Station out of the downtown area and upgrade it to become the central station of the City; cargo stations will be invested in and built at Huong Thuy, Van Xa, and Thua Luu Stations. Upgrade Phu Bai International Airport to meet the demand of transporting two million passengers per year and 100 thousand tons of goods per year.

- Exploit the Chien Mai Port efficiently, gradually invest in expanding it into an international distribution center linking East and West, passenger port of the high-speed sea route; increase the capacity of the Chien Mai Port to reach 2.2 to 2.3 million tons per year by 2010, reaching six million tons per year by 2020, capable of receiving ships up to 50,000 DWT. Expand the Thu An Port to reach a capacity of 1.5 million tons per year by 2020, capable of receiving ships up to 5,000 DWT. Construct optical cables to the Chien Mai Port, study the construction of pipeline systems for transporting oil and liquefied gas from the Chien Mai Port to countries in the Mekong Subregion.

- Focus on expanding, upgrading, and building new urban road systems in Hue City and district towns; develop sub-regional and rural transportation networks. Complete the asphalt paving of provincial and district roads; concrete rural roads.

- Invest in upgrading inland waterway transport routes, especially those on the Huong River, Bo River, O Lau River, Dai Giang River, and Tam Giang-Cau Hai Lake. In the short term, dredge and improve navigation signal systems, and construct river and lake management stations. Invest in building boat docks and anchorages on rivers and lakes, storm shelters.

2. Irrigation:

- Invest in developing the irrigation system towards multi-purpose goals, ensuring water regulation, flood control, saltwater intrusion prevention, and water supply for agriculture, aquaculture, industry, and daily life, combined with fire prevention in areas where conditions permit.

- Complete the Tach Trach Reservoir project by 2010; build new highland reservoir and irrigation systems, Thuy Yen-Thuy Cam Reservoir, upgrade Phu Bai Reservoir; complete the Western Nam Tra Irrigation System, the hydroelectric dam and irrigation system; the O Lau River downstream irrigation system; upgrade the coastal dyke system, Tam Giang-Cau Hai Lake dyke system, O Lau East-West dyke system; upgrade and reinforce regional and paddy field dyke systems; dredge rivers, drainage channels, and flood discharge channels; continue to invest in completing pump stations and hydropower projects in hill and sand dune areas; complete the reinforcement of canal systems.

- Construct coastal erosion prevention works in Thuan An-Tu Hien, projects to prevent riverbank erosion on the Huong River, Bo River, and O Lau River. Basically complete the coastal dyke and dam system to prevent saltwater intrusion and floods in coastal and estuary areas, and at river mouths. Construct new early warning systems for typhoons and floods.

3. Power grid:

- Develop the high-voltage transmission system. Construct new and renovate medium and low-voltage power grids. Upgrade and modernize the power grid to meet load requirements, ensuring safety and stable power quality for production and daily life; invest in completing urban lighting systems to ensure aesthetic urban landscapes.

- Construct the Binh Dien, Huong Dieu, A Luoi, A Lin hydropower plants, and small hydropower plants; build wind and solar power generation stations to ensure electricity supply for production and people's livelihoods.

4. Water Supply and Drainage:

- Expanding and upgrading water supply systems for cities and adjacent areas. Upgrading the Hue city water supply system phase II. Constructing the Truoi lake, Thuy Yen – Thuy Cam water supply system, upgrading and renovating water plants in districts; increasing water supply capacity for production and daily use to over 200,000 m3/day-night by 2010, developing a synchronized network of water supply pipelines; ensuring clean water supply for 100% of Hue city residents, 90% of residents in towns, townships, industrial zones, tourist areas, and adjacent areas. By 2010, the ratio of households using clean water should reach 95%; basically solving the issue of daily water supply for residents in sandy areas and coastal regions.

- Basically completing the construction of drainage and wastewater treatment systems in Hue cities, Cham May – Lang Co... Investing in and constructing drainage systems and solid waste disposal facilities in urban areas, industrial zones, industrial clusters, and craft villages; ensuring that domestic and industrial wastewater must be treated to meet permitted standards before being discharged into the common drainage system.

5. Postal services – telecommunications

- Developing and improving the quality of postal services – telecommunications networks towards diversity, modernity, synchronization, and reaching regional countries' standards. Implementing the strategy of optical cable transmission within the province to districts, industrial zones, commercial areas, and tourist areas.

VII. LIST OF PRIORITY PROGRAMS AND PROJECTS FOR RESEARCH AND INVESTMENT

1. List of priority programs for research and investment

- Urban development program;

- Economic Zone Development Program at Cham May – Lang Co;

- Restoration and renovation program of Hue ancient capital relics;

- Exploitation program of advantages along the East-West economic corridor;

- Service development program;

- Industrial development program;

- Comprehensive exploitation program of hills and mountainous areas;

- Development program of Tam Giang – Cau Hai lagoon area;

- Cultural, health, education development program;

- Information technology development program;

- Program to improve human resource quality.

2. List of priority projects for research and investment (Annex attached)

VIII. MAJOR SOLUTIONS

1. Solutions for mobilizing investment capital

- The total demand for investment capital to implement the planning is very large compared to the provincial resources and central support. Therefore, to meet the investment capital needs, there must be solutions to mobilize capital to promote diversification of investment; primarily utilizing internal resources, maximizing land fund capital, encouraging attraction of investment from non-state-owned economic sectors, socializing investment in healthcare, education, sports, specifically:

- State budget capital (central and local budgets) focusing on investment in economic and social infrastructure development;

- Continuing to create additional capital from the land fund, implementing the mechanism of land use rights auction to attract capital for infrastructure construction, new urban areas, industrial zones, economic zones, etc.; using land funds to create capital for necessary infrastructure construction for industrial development. Reviewing and reclaiming unused lands and those used for inappropriate purposes;

- Encouraging enterprises to prepare all conditions to be able to issue and list shares on the stock market, aiming to attract investment for production and business development;

- Implementing the policy of "State and people working together" in concrete road canalization, construction, and reinforcement of rural transportation systems; forming provincial investment funds according to current laws;

- Promoting administrative reform, creating favorable conditions for various economic components to establish new businesses and expand existing ones under the Enterprise Law; actively promoting investment to attract domestic and foreign projects;

- Maximizing and effectively utilizing official development assistance (ODA) funds.

2. Solutions for developing human resources

- Building and implementing the provincial human resource development strategy. Planning, positively supporting, and further expanding the training of new and retraining of business leaders and managers. Formulating appropriate policies to attract economic, scientific, and technical cadres, skilled workers, and artisans to work in the province. Expanding cooperation with reputable training institutions both inside and outside the province to train skilled laborers. Encouraging enterprises to contribute capital and equipment to improve training quality or joint training. Establishing training institutions suitable for local conditions and requirements. Promoting socialization in education, mobilizing all social resources to develop education.

3. Solutions for developing science and technology and environmental protection

- Encouraging enterprises to focus on investing in technological improvements. Investing in the development of science and technology to achieve breakthroughs in productivity and product quality. Retraining staff in science and technology, management, business, and environmental protection fields. Collaborating with research institutes and universities, providing financial support for research, application, and technology transfer to enterprises.

- Strengthening measures to control environmental pollution, mobilizing community participation, enterprise contributions, and formulating preferential policies to attract investment in environmental protection; while enhancing responsibility and coordination among levels, sectors, production and service units in protecting and reducing environmental pollution, ensuring ecological balance, and sustainable economic and social development.

4. Solutions to enhance the effectiveness and efficiency of state management.

- Continuing to perfect mechanisms and policies; intensifying administrative reforms, with a focus on administrative procedures; strengthening guidance and implementation of planning and plans.

5. Solutions to strengthen poverty reduction and hunger eradication.

- Continue to implement policies and measures to assist economic development and access to social services for the poor. Strengthen policies to encourage production development, expand vocational training networks for workers, increase the proportion of trained labor, and vocational training. Continue to intensify and effectively implement social welfare policies such as caring for war veterans, social assistance, and prevention of social evils in the direction of socialization.

6. Solutions to enhance economic cooperation expansion.

- Expand cooperation and closely link with neighboring provinces and central coastal provinces in key areas such as infrastructure construction and urban development; in planning industrial zones and clusters, providing services, raw materials, and markets; cooperate in information exchange and trade promotion, organizing trade fairs and exhibitions. Open up markets, improve the competitiveness of products, ensure proactiveness in regional and international integration processes. Create a transparent environment to attract foreign aid investments. Maintain and promote existing markets, actively seek new markets. Timely disseminate economic information, especially mechanisms and policies that facilitate enterprises' access to information, entry into, and expansion of markets.

7. Enhance national security and defense.

- Continue to implement the national defense and security protection strategy. Launch mass movements for people's participation in national security protection. Closely combine economic and social development tasks with ensuring national security and defense. Strengthen legal education among cadres and the public; state management work on public security; resolutely suppress and handle all types of crimes. Intensify grassroots situation awareness work and resolution of complaints and denunciations from the public to create trust and a safe, clean social environment.

IX. ORGANIZATION OF IMPLEMENTATION AND MONITORING OF THE PLAN IMPLEMENTATION

1. Organization of Announcing and Disseminating the Plan

- Organize the announcement and dissemination of the Comprehensive Plan for Economic and Social Development of the Province until 2020 to all levels of Party committees and administrative bodies, sectors, mass organizations, businesses, and the public in the Province.

- Organize introductions and promotions about potential and advantages, priority projects for investors.

2. Building Action Programs and Investment Promotion.

- After the Plan is approved by the Prime Minister, based on the Plan's objectives, build action programs and gradually achieve the Plan's goals.

- Vigorously promote investment activities, focusing on key projects with core products that determine the success in implementing the Plan's objectives.

- Develop some core product programs of the Province and strictly implement them to create new momentum for people's production and business development. At the same time, implement incentive policies for the development and operation of core products in terms of market, capital, and land.

- Gradually concretize planning work and incorporate it into five-year and annual plans for implementation. Depending on changes in economic and social development conditions at different times, review, adjust, and supplement the Plan promptly to suit the development process.

- All levels, sectors, political organizations in society, and ethnic groups in the Province have the responsibility to inspect and supervise the implementation of the Plan.

Article 2. The People's Committee of Thua Thien Hue Province is tasked, based on the economic and social development goals, tasks, and directions set out in the Plan after its approval, to coordinate with relevant ministries and sectors to direct the establishment, approval, and implementation of the following contents according to regulations:

1. Comprehensive Plan for Economic and Social Development at the district level; planning for the development of the urban system and residential points; construction planning; land use planning and plans; planning for the development of industries and fields... to ensure overall and synchronous development.

2. Establish five-year and annual plans; key economic, cultural, and social development programs; specific projects to concentrate investment and reasonably prioritize investment.

3. Study and promulgate or submit to competent state agencies for promulgation (if beyond authority) some appropriate mechanisms and policies in accordance with the requirements of provincial development at each stage, aiming to mobilize and utilize resources to implement the Plan.

Article 3.Relevant ministries and sectors are assigned to support the People's Committee of Thua Thien Hue Province in researching and establishing the above plans; studying and submitting to competent state agencies for promulgation some appropriate mechanisms and policies in accordance with the requirements of economic and social development of Thua Thien Hue Province at each stage, to effectively mobilize and utilize resources, encourage and attract investment to ensure the good implementation of the goals, tasks, and directions of economic and social development of the Province as stated in the Plan. Accelerate the implementation of investment projects and works of regional scale and importance to the development of Thua Thien Hue Province that have been decided to be invested. Study and consider adjustments and supplements to industry development plans and investment plans for related projects proposed to be invested in the Plan.

Article 4. This Decision takes effect from September 1, 2009.

Article 5.The Chairman of the People's Committee of Thua Thien Hue Province, Ministers, Heads of Ministries equivalent to Ministries, and Heads of Government Agencies are responsible for enforcing this Decision./.
