Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;
Pursuant to the National Reserve Ordinance dated April 29, 2004;
Pursuant to the Government Decree No. 196/2004/NĐ-CP dated December 2, 2004 detailing the implementation of the National Reserve Ordinance;
Pursuant to Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Law on Standards and Technical Regulations;
Pursuant to the Decree No. 118/2008/NĐ-CP dated November 27, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
At the proposal of the Ministry of Industry and Trade in Circular No. 11718/BCT-KHCN dated December 19, 2012 regarding the issuance of two National Technical Regulations on industrial explosives - TNT and hexogen.
The Minister of Finance issues this Circular on issuing National Technical Regulations on State Reserve for industrial explosives - Trinitrotoluene (TNT).
Article 1. Attached hereto are the National Technical Regulations on State Reserve for industrial explosives - Trinitrotoluene (TNT).
Article 2. This Circular shall take effect six months from the date of issuance.
Article 3. Relevant agencies, organizations, and individuals involved in the management, import, export, and storage of industrial explosives - Trinitrotoluene (TNT) are responsible for implementing this Circular.
During the implementation, if there are any difficulties, agencies, organizations, and individuals shall promptly report to the Ministry of Finance for study, amendment, and supplementation.
