DECISION OF THE PRIME MINISTER

On the establishment of the Economic Research Group on Foreign Economic Relations

THE PRIME MINISTER

Pursuant to the Law on the Organization of the Government dated September 30, 1992;

To assist the Prime Minister in coordinating cooperation in multilateral economic relations and the process of Vietnam's accession and activities within international and regional economic and trade organizations;

At the proposal of the Minister and Head of the Government Office,

DECISION:

Article 1. Establish the Prime Minister's Economic Research Group on Foreign Economic Relations (the list of members is attached as an appendix).

Article 2. The Economic Research Group on Foreign Economic Relations shall have the following main tasks:

1. Study and propose recommendations to the Prime Minister on issues related to foreign economic strategy and policy in general and those concerning Vietnam's accession and activities within the Association of Southeast Asian Nations (ASEAN), the ASEAN Free Trade Area (AFTA), the Asia-Europe Meeting (ASEM), the World Trade Organization (WTO), the Asia-Pacific Economic Cooperation (APEC) and other international and regional economic and trade organizations; negotiate the Vietnam-US trade agreement. A 2. Analyze and evaluate the situation of economic and trade cooperation between our country and other countries and international economic and trade organizations, propose recommendations to the Prime Minister to adjust and revise policies that are no longer appropriate, and supplement new policies to innovate and strengthen foreign economic activities. A - The Asia-Pacific Economic Cooperation (APEC) and other international and regional economic-trade organizations; negotiating the Vietnam-U.S. trade agreement.

2. Analyzing and evaluating the situation of economic-trade cooperation between our country and other countries and international economic-trade organizations, proposing recommendations to the Prime Minister to adjust and revise policies that are no longer appropriate, and supplementing new policies to innovate and strengthen foreign economic activities.

Article 3.

3. Provide comments on draft laws, ordinances, decrees and some important projects in international economic and trade cooperation drafted by relevant ministries and sectors according to the requirements of the Prime Minister and Deputy Prime Ministers.

To implement the above tasks, the Economic Research Group on Foreign Economic Relations shall be entitled to:

1. Directly receive assignments and report to the Prime Minister and Deputy Prime Ministers.

2. Contact with ministries, sectors, localities and related enterprises to receive necessary information to address issues raised by the Prime Minister and Deputy Prime Ministers.

3. Invite scientists and research staff to serve as collaborators for specific research topics; participate in discussions, seminars and surveys on foreign economic relations.

4. Interact and exchange views with international and regional economic, trade, and financial organizations, foreign experts, to gather additional information needed for tasks requested by the Prime Minister and Deputy Prime Ministers.

Article 4.

1. The Economic Research Group on Foreign Economic Relations is responsible for adhering to confidentiality regulations regarding provided documents and those drafted by the Group.

2. The head of the Economic Research Group on Foreign Economic Relations decides on the work program and issues related to the implementation of the Group's tasks.

Article 5.

1. The Office of the Government ensures the workplace, funding, conditions, and means of operation for the Economic Research Group on Foreign Economic Relations.

2. Ministries, agencies at the ministerial level, and government-affiliated agencies are responsible for providing relevant documents required for tasks requested by the Prime Minister and Deputy Prime Ministers.

3. Provincial People's Committees and enterprises are responsible for assisting the Economic Research Group on Foreign Economic Relations with issues requiring study at the local level and within enterprises.

Article 6. This Decision replaces Decision No. 633-TTg dated August 9, 1997 of the Prime Minister on the establishment of the Advisory Research Group on Vietnam's Accession to the World Trade Organization (WTO) and takes effect 15 days from the date of signing.

The Minister, Head of the Office of the Government, Ministers, Heads of agencies at the ministerial level, Heads of government-affiliated agencies, Chairmen of provincial People's Committees, and members of the Economic Research Group on Foreign Economic Relations are responsible for implementing this Decision./.
