THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
Pursuant to Decree No. 73/CP dated November 1, 1995 of the Government on the functions, duties, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to Decision No. 68/1998/TTg dated March 27, 1998 of the Prime Minister on piloting the establishment of state-owned enterprises within educational and research institutions; and Circular No. 3490 BKH/DN dated June 8, 2000 of the Ministry of Planning and Investment on agreement for the establishment of the Hanoi Water Resources University Technology Consultancy and Transfer Company;
Considering the application for establishing a state-owned enterprise within the Hanoi Water Resources University accompanied by the report from the University President and the proposal of the Organization and Cadre Affairs Department Director,
DECISION:
Article 1. - Establishing a state-owned enterprise: The Hanoi Water Resources University Technology Consultancy and Transfer Company to produce and trade products resulting from research and technological implementation, and technology service products aligned with the functions and tasks of the university.
Article 2. - The Hanoi Water Resources University Technology Consultancy and Transfer Company has the following main characteristics:
1/ - International trading name: Consultant and Technology Transfer Company of Hanoi Water Resources University (abbreviated as CTC).
2/ - Head office: 175 Tay Son Street, Dong Da District, Hanoi City (within the campus of the Hanoi Water Resources University); Branch in Central Region: 27 Tran Phu Street, Phanrang Town, Ninh Thuan Province (within the campus of the Hanoi Water Resources University Center 2); Branch in Southern Region: 145 To Hien Thanh Street, District 10, Ho Chi Minh City (within the campus of the second site).
3/ - Tasks and business fields:
- Consulting on investment and construction: planning, preparing investment projects, surveying, designing water resources, hydropower, road traffic engineering, infrastructure projects within water resource projects; reviewing investment projects; inspecting construction quality; assessing current conditions of works. Consulting and services in hydrology and environmental fields.
- Construction of water resources, hydropower, bridge, road traffic, technical infrastructure projects within water resource projects and rural infrastructure; building paddy fields, salt fields, aquaculture facilities using advanced techniques, new technologies, and new materials.
- Transferring scientific and technological research results into design, construction, and management of water resource projects.
- Participating in research and experimental models. - Participating in training and capacity building for technical staff according to the university's assignment.
4/ - Registered capital at the time of establishment: 6,000 billion VND (six trillion VND), sourced from the total capital of the university.
5/ - The company shall have its own bank account and seal, possess legal personality, and implement economic accounting systems as prescribed by the State.
Article 3. - The Minister delegates the Hanoi Water Resources University President to manage the Hanoi Water Resources University Technology Consultancy and Transfer Company comprehensively.
The Hanoi Water Resources University President is responsible for directing the company to operate in accordance with its assigned functions and tasks, compliance with laws and policies of the State, and the effectiveness of the company's operations.
Article 4. - This decision takes effect fifteen days after the date of issuance.
The Director of the Ministry’s Office, the Director of the Organization and Cadre Affairs Department, the Heads of relevant agencies and units under the Ministry, and the Hanoi Water Resources University President are responsible for implementing this decision.
