Pursuant to Resolution number and the Director of the Department of Organization and Personnel of the Institute of Food Crops and Food Plants, 30/the Institute of Food Crops and Food Plants is a scientific and technological public service unit under the Ministry of Agriculture and Rural Development, responsible for researching and resolving agricultural science and technology issues, mainly rice, winter crops, agricultural systems, to serve economic and social development in the Red River Delta region. The Institute is funded by the state budget and allocated operational funds, and is permitted to use seals and open separate accounts at the treasury and banks for its revenue-generating activities according to current state regulations.

The main office of the Institute is located in Hai Duong Province (as it currently stands). The Institute of Food Crops and Food Plants has the following primary responsibilities: 2.1. To develop and implement annual, short-term, and long-term scientific research and technology transfer plans for the Red River Delta region based on the direction and goals of national socio-economic development and agricultural science and technology programs. Accounting 2.2. To conduct scientific research and technology transfer to serve economic and social development in the Red River Delta region and similar areas, including: Accounting Genetic breeding and seed production of crops, primarily rice, winter crops, and specialty crops; Agricultural techniques and pest control measures; d) To have research, project leadership, initiative proposal, management method, and implementation capability of Party policies, State laws, and local regulations concerning health work in local conditions; 

DECISION:

Article 1. Soil, water resource utilization, and protection, and agricultural ecological environment conservation;

Agricultural systems.

2.3. To participate in research and technology transfer with related scientific organizations in livestock, forestry, irrigation, fisheries, and other fields to support sustainable agricultural development and new rural construction in the region.

Article 2. 2.4. To provide training, consulting, and scientific and technological services for production and business operations within the research fields of the Institute according to current regulations.

2.2. Scientific research and technology transfer serving economic and social development in the Red River Delta region and other localities with similar conditions, including:

Genetic breeding and seed production for rice, winter crops, and certain specialty crops first;

Agricultural techniques and pest control measures;

Utilization and protection of soil resources, water resources, and agricultural ecological environment;

Agricultural systems.

2.3. Participate in scientific research and technology transfer with related scientific organizations in fields such as animal husbandry, forestry, irrigation, fisheries to serve sustainable agricultural development and new rural construction in the region.

2.4. Training, consulting, and science and technology services for production and business activities within the research areas of the Institute according to current regulations.

2.5. Implement international cooperation in science and technology within the research areas of the Institute according to分级任务，确保准确翻译：

Article 3. The organizational structure of the Institute includes:

3.1. Leadership of the Institute: The Director, Deputy Directors assisting the Director, who are appointed and relieved from duty by the Minister of Agriculture and Rural Development for a fixed term.

3.2. Professional Departments:

Department of Science - international cooperation,

Department of Organization and Administration

Department of Finance and Accounting.

3.3. Research Departments directly under the Institute:

Department of Rice Breeding;

Department of Dryland Crop Breeding;

Department of Biotechnology;

Department of Agronomic Techniques;

Department of Plant Protection;

Department of Agricultural Systems;

Department of Physiology, Biochemistry, and Quality of Agricultural Products;

Department of Seed Technology.

3.4. Units directly under the Institute that may use their own seals and accounts:

Experimental and Technology Transfer Center.

The Center is responsible for agricultural extension work, experiments, trials, seed multiplication, and production.

The Center's headquarters is located in Hai Duong (within the Institute's headquarters).

Specialty Crop Research Center: Based on the Seed and Food Crop Center, headquartered in Tu Liem - Hanoi (as currently situated);

Potato, Vegetable, and Flower Research Center: Based on the Food Crop Research Center, headquartered in Da Lat - Lam Dong (as currently situated).

Each Department has a Head and Deputy Head; each Center has a Director and Deputy Director; each Department has a Head and Deputy Head. Departments directly under the Institute are equivalent to Departments directly under the Institute.

Heads and Deputies of Departments and Centers; Directors and Deputy Directors of Centers are appointed and relieved from duty by the Director of the Institute according to the classification of the Ministry.

Article 4. The Director of the Institute of Food Crops and Food Crops is tasked with defining the duties, organization, staffing, and operational regulations for subordinate units according to current regulations.

Article 5. This Decision takes effect fifteen days after its date of issuance, and previous Decisions regarding the functions, duties, and organizational structure of the Institute that conflict with this Decision shall cease to be effective.

Article 6. The Chief of the Office, the Director of the Cadre and Civil Service Department, the Heads of relevant agencies and units under the Ministry, and the Director of the Institute of Food Crops and Food Crops are responsible for implementing this Decision./.
