CIRCULAR

Amending and supplementing Article 20 of Circular No. 79/2011/TT-BNNPTNT dated November 14, 2011 of the Minister of Agriculture and Rural Development on the certification and announcement of the quality of plant seeds in accordance with technical standards

Pursuant to Decree No. 01/2008/NĐ-CP dated January 3, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development; Decree No. 75/2009/NĐ-CP dated September 10, 2009 of the Government amending Article 3 of Decree No. 01/2008/NĐ-CP dated January 3, 2008;

The Ministry of Agriculture and Rural Development amends and supplements Article 20 of Circular No. 79/2011/TT-BNNPTNT dated November 14, 2011 of the Minister of Agriculture and Rural Development on the certification and announcement of the quality of plant seeds in accordance with technical standards (hereinafter referred to as Circular No. 79/2011/TT-BNNPTNT) as follows:

Article 1. Amending and supplementing Article 20 of Circular No. 79/2011/TT-BNNPTNT as follows:

"Article 20. Implementation Provisions

1. This Circular shall take effect 45 days from the date of signature and shall replace Decision No. 41/2007/QĐ-BNN dated May 15, 2007 of the Ministry of Agriculture and Rural Development on the certification of the quality of plant seeds in accordance with standards (Decision No. 41/2007/QĐ-BNN); it shall also replace Clause 4 of Article 3 and Article 5 of Circular No. 42/2009/TT-BNNPTNT dated July 10, 2009 of the Ministry of Agriculture and Rural Development on the management of production, business, and use of super original, original, confirmed rice seeds, parent rice seeds for hybrid rice, and F1 hybrid rice seeds.

2. For the quantity of packaging printed according to the provisions of Decision No. 41/2007/QĐ-BNN before this Circular takes effect, such packaging may be used until December 31, 2012. 3. The Plant Cultivation Department is responsible for monitoring and organizing the implementation of this Circular. Any difficulties or issues encountered during the implementation process should be reported to the Ministry of Agriculture and Rural Development (Plant Cultivation Department) for prompt resolution."

Article 2. 1. The Director of the Finance and Planning Department is responsible for guiding and supervising the implementation of this Circular.

Article 3. The Director of the Ministry's Office, the Director of the Plant Cultivation Department, the Directors of the Departments of Agriculture and Rural Development of provinces and centrally-administered cities, and the heads of relevant units, organizations, and individuals are responsible for implementing this Circular./.
