CIRCULAR

Amending and supplementing certain provisions of Circular No. 46/2012/TT-BGTVT

dated November 7, 2012 issued by the Minister of Transport

on training, examination, and issuance of motor vehicle driver's licenses

On the basis of Decree No. 86/2012/NĐ-CP dated October 19, 2012, issued by the Government detailing and guiding implementation of certain provisions of the Metrology Law;

Pursuant to the Vocational Training Law dated November 29, 2006;

Pursuant to Decree No. 107/2012/NĐ-CP dated December 20, 2012 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Transport;

At the proposal of the Director of the Personnel Organization Department and the Director General of the Vietnam Highway Administration,

The Minister of Transport issues this Circular amending and supplementing certain provisions of Circular No. 46/2012/TT-BGTVT dated November 7, 2012 issued by the Minister of Transport on training, examination, and issuance of motor vehicle driver's licenses.

Article 1. Amend and supplement Clause 3 of Article 54 of Circular No. 46/2012/TT-BGTVT dated November 7, 2012 issued by the Minister of Transport on training, examination, and issuance of motor vehicle driver's licenses as follows:

"3. Health certificate issued by a medical facility authorized to issue such certificates in accordance with regulations, except for cases where a paper-based driver's license is converted to a driver's license made of PET material for the following categories of individuals:

a) Holders of Class A1, A2, A3 driver's licenses;

b) Holders of Class A4 driver's licenses and automobile driver's licenses still valid for more than three months."

Article 2. Effective Date

This Circular takes effect from February 15, 2015.

Article 3. Implementation Organization

The Director of the Ministry’s Office, the Inspector General of the Ministry, Heads of Departments, Directors of Vietnam Highway Administration, Directors of Provincial and Central City Transport Departments, Heads of agencies, organizations, and individuals related to this matter are responsible for implementing this Circular./.
