Pursuant to the Law on the Vietnam Coast Guard dated November 19, 2018;

Pursuant to Decree No.Decision No. 61/2019/NĐ-CPdated July 10, 2019 of the Government detailing certain provisions and implementing measures of the Law on the Vietnam Coast Guard.

At the proposal of The Commander of the Vietnam Coast Guard;

The Minister of National Defense issues this Circular stipulating the colors and distinguishing marks on other parts of each type of aircraft of the Vietnam Coast Guard.

Article 1. Scope of Regulation

Article 1. This Circular details the colors and distinguishing marks on other parts of each type of aircraft of the Vietnam Coast Guard.

Article 2. The colors, positions for painting, marking, and drawing distinguishing marks on the head, body, wings, and engines of Vietnam Coast Guard aircraft shall be implemented according to the provisions of Article 29 of Decision No. 61/2019/NĐ-CP dated July 10, 2019 of the Government detailing certain provisions and implementing measures of the Law on the Vietnam Coast Guard.

Article 2. Applicability

This Circular applies to agencies and units of the Vietnam Coast Guard; organizations and individuals related to painting, marking, and drawing distinguishing marks on other parts of each type of aircraft of the Vietnam Coast Guard.

Article 3. Principles of Implementation

1. Strictly comply with the regulations on the colors of the body, head, wings, and engines of Vietnam Coast Guard aircraft as stipulated in Clauses 1, 2, 3, and 4 of Article 29 of Decision No. 61/2019/NĐ-CP dated July 10, 2019 of the Government detailing certain provisions and implementing measures of the Law on the Vietnam Coast Guard.

2. The colors and distinguishing marks on other parts of Vietnam Coast Guard aircraft must be painted, marked, and drawn accurately and clearly in accordance with the color shades specified in this Circular.

3. The abbreviated name, call sign, and number on Vietnam Coast Guard aircraft must be painted, marked, and drawn continuously without omission; they must be displayed in both Vietnamese and English; the letters and numbers must be uniform in size as prescribed in this Circular.

Article 4. Colors and distinguishing marks of fixed-wing aircraft of the Vietnam Coast Guard

1. Colors and distinguishing marks of the abbreviated name, call sign, and number on the head of the aircraft

a) The nose cone of the aircraft containing radar warning equipment shall be painted black;

b) The distinguishing marks of the abbreviated name, call sign, and number of the head of the aircraft shall be painted at the position below, in front of the pilot's cockpit window and before the yellow-orange stripe, including: three letters VCG and four numbers; there shall be a dash between the letters and numbers (VCG - XXXX); the font style shall be VnTimeH and the number style shall be uppercase, painted white; the height, width, and thickness of the letters and numbers within the same group must be equal, including: Height x Width x Thickness of the stroke and must be suitable for the position and area to be painted, marked, and drawn; it shall be displayed on a blue background on both sides of the head of the aircraft.

2. Colors and distinguishing marks of the abbreviated name, call sign, and number on the upper part of the body of the aircraft behind the tail

The abbreviated name, call sign, and number on the upper part of the aircraft shall be painted at the midpoint from the boarding door at the rear to the horizontal stabilizer, including: three letters VCG and four numbers; there shall be a dash between the letters and numbers (VCG - XXXX); the font style shall be VnTimeH and the number style shall be uppercase, painted black; the height, width, and thickness of the letters and numbers within the same group must be equal, including: Height x Width x Thickness of the stroke and must be suitable for the position and area to be painted, marked, and drawn; it shall be displayed on a white background on both sides of the upper part of the aircraft.

3. Colors and distinguishing marks of the name "Vietnam Coast Guard" on the lower part of the body of the aircraft

a) The distinguishing marks of the name "Vietnam Coast Guard" on both sides of the lower part of the body of the aircraft include: the top row of letters VIETNAM COAST GUARD and the bottom row of letters VIETNAM COAST GUARD ;

b) The rows of letters specified in Point a Clause 3 of this Article shall be painted at the center of the lower part of the body of the aircraft; the font style shall be uppercase and VnTimeH, painted white; the height of the letters within the same group must be equal and suitable for the surface area of the lower part of the body of the aircraft; the width of each character must be two-thirds the height of each character and the stroke of each character must be thick; the width of the stroke must be one-sixth the height of each character; the distance between characters must be one-quarter the width of each character; it shall be displayed on a blue background on both sides of the lower part of the body of the aircraft.

4. Colors of the boarding doors at the front and rear of the aircraft

a) Painted white;

b) The border around the door shall be painted red;

c) Outside the border around the door, there shall be a yellow arrow painted to indicate the handle of the door lock.

5. Colors and distinguishing marks of the belly of the aircraft

a) The belly of the aircraft shall be painted blue;

b) The distinguishing mark in the middle of the belly of the aircraft shall be the National Flag of Vietnam with a red star on a blue background, the width being two-thirds the length, proportionate to the area of the belly of the aircraft;

c) The communication antenna under the belly of the aircraft shall be painted white.

6. Colors of the propeller engine of the aircraft: The propeller engine of the aircraft shall retain the original color provided by the manufacturer.

7. Colors of the SLAR radar along the sides of the aircraft shall be painted white.

Article 5. Color and identification marks of the Vietnam Coast Guard's propeller aircraft

1. Colors and distinguishing marks of the abbreviated name, call sign, and number on the head of the aircraft

a) The color of the nose cone containing communication equipment and the front part containing the cockpit, which is designed with glass for the pilot (crew) to observe and control the aircraft, shall remain the original color provided by the manufacturer; red trim shall be painted between the front and nose parts of the aircraft.

b) Identification marks including the abbreviated name, serial number of the aircraft shall be painted below the door edge in front of the cockpit and before the yellow-orange stripe, using three letters in VnTimeH font and uppercase letters in white; the height, width, and thickness of the letters and numbers must be uniform within the same group and must fit the position and area to be painted on both sides of the aircraft's nose section on a blue background. VCG and four numbers; there shall be a dash between the letters and numbers (VCG - XXXX)2. Color and identification marks of the abbreviated name, serial number of the aircraft

a) The upper body and tail of the aircraft shall be painted white from the top edge of the window to the base of the engine nacelle extending towards the rear propeller tail.

b) The lower body of the aircraft without glass shall be painted blue; the part with glass shall remain unchanged, from the top edge of the window including the cockpit windows from the front of the aircraft to both sides along the length of the fuselage to the end of the rear part of the aircraft.

c) The identification mark of the Vietnam Coast Guard on both sides of the lower body of the aircraft shall be implemented according to point a, Clause 3, Article 4 of this Circular.

d) The identification marks of the abbreviated name, serial number on both sides of the upper part of the fuselage connecting the horizontal stabilizer and the propeller tail shall be painted at the midpoint from behind the exhaust pipe to the base of the vertical stabilizer, including three letters in VnTimeH font and uppercase letters in black; the height, width, and thickness of the letters and numbers must be uniform within the same group and must fit the position and area to be painted on both sides of the upper part of the fuselage.

3. Color and identification marks of the boarding door markings on both sides of the aircraft VCG and four numbers; there shall be a dash between the letters and numbers (VCG - XXXX)a) The boarding doors of the cockpit and the work compartment without glass shall be painted blue, the same color as the lower body of the aircraft; the border around the glass of both doors shall be painted red; the middle part of the door on both sides shall be marked with a yellow-orange stripe and white markings on a blue background.

b) Aircraft marking stripes: Stripe number 1 shall be painted yellow-orange from the bottom edge of the cockpit down to the lower belly of the propeller aircraft, inclined at 15° to 20°; the width is 0.5m - 1.0m; in the middle of stripe number 1, the Vietnam Coast Guard emblem shall be painted; followed by stripe number 2 painted white, parallel and one-fourth the width of stripe number 1.

4. Color and identification marks of the underside of the aircraft

a) The underside of the aircraft shall be painted blue, with a red border around the lower part of the nose cone connected to the front of the aircraft.

b) The identification mark of the underside of the rear part of the aircraft shall be painted with the Vietnamese National Flag in red and gold stars on a blue background, with the flag size having a width equal to two-thirds of its length, fitting the area of the underside of the rear part of the aircraft.

5. Color on the aircraft engine

a) The outer casing of the two engines on the upper part of the aircraft shall be painted white.

b) The base of the main propeller shaft on the back of the aircraft shall be painted blue.

6. The main propeller and tail propeller of the aircraft shall retain the original color provided by the manufacturer.

7. Color and identification marks on the tail of the aircraft

a) The vertical tail cone of the aircraft shall be painted with the Vietnamese National Flag in red and gold stars.

b) Below the center, the Vietnam Coast Guard emblem shall be painted on a white background.

c) The horizontal tail and the lower part of the tail protection cover shall be painted blue.

d) The remaining parts on both sides of the vertical tail shall be painted white.

8. The color of the SLAR radar along both sides of the aircraft (if present) shall be painted white.

9. The color of the landing gear of the aircraft shall be painted black.

This Circular takes effect from August 22, 2020.

1. The Commander of the Vietnam Coast Guard, heads of Coast Guard agencies and units, and related organizations and individuals are responsible for implementing this Circular.

Article 6. Effectiveness

2. Agencies, units, organizations, and individuals when implementing the regulations on painting, marking, and identifying colors on other parts of each type of Vietnam Coast Guard aircraft must closely coordinate with the color images attached as an appendix to this Circular.

Article 7. Responsibility for Implementation

3. During the implementation of the provisions of this Circular, if any issues arise, agencies, units, organizations, and individuals must promptly report to the Ministry of Defense for research and appropriate amendments and supplements./.

2. Agencies, units, organizations, and individuals when implementing the provisions on painting, marking, and coloring signs and identification marks on other parts of each type of Vietnam Coast Guard aircraft must closely coordinate with the color images attached as an appendix to this Circular.

3. During the process of organizing the implementation of the provisions of this Circular, if any difficulties arise, agencies, units, organizations, and individuals shall promptly report them to the Ministry of National Defense for study and appropriate amendments and supplements./.
