DECREE OF THE GOVERNMENT
Regarding functions, powers, and organizational structure
of the State Bank of Vietnam
THE GOVERNMENT
Pursuant to the Government Organization Law dated September 30, 1992;
Pursuant to the Law on the State Bank of Vietnam No. 01/1997/QH10 dated December 12, 1997;
At the proposal of the Governor of the State Bank of Vietnam and the Minister, Head of the Organizational-Cadre Affairs Agency of the Government,
DECREE:
Article 1. The State Bank of Vietnam (hereinafter referred to as the State Bank) is an agency of the Government with the function of state management over currency, banking activities, and it is the Central Bank of the Socialist Republic of Vietnam.
Article 2. The State Bank has the tasks and powers prescribed in Article 5 of the Law on the State Bank of Vietnam No. 01/1997/QH10 dated December 12, 1997.
Article 3. The organizational structure of the State Bank includes:
1. Units assisting the Governor of the State Bank in performing state management functions and central bank functions:
Monetary Policy Department,
Banking Development Strategy Department,
International Relations Department,
Foreign Exchange Management Department,
Banks and Non-Bank Financial Institutions Department (referred to as Banks Department),
Cooperative Credit Institutions Department,
General Supervision Department,
Legal Affairs Department,
Credit Department,
Accounting and Finance Department,
Issuance and Treasury Operations Department,
Organization and Training Department,
Banking Inspection,
Trading Department,
Bank Information Technology Department,
Office,
Administrative Services Department.
2. Branches of the State Bank in provinces and centrally-administered cities.
3. Representative offices within the country and abroad:
State Bank Representative Office in Ho Chi Minh City,
State Bank Representative Offices abroad established pursuant to the Prime Minister's decision.
4. SUPPORT UNITS:
Banking Academy,
Banking Times,
Banking Magazine,
Credit Information Center,
Propaganda and Press Center,
Board for Management of International Credit Projects.
The Governor of the State Bank shall specify the specific tasks and powers of the units mentioned in Clauses 1, 2, 3, and 4 of this Article.
5. Enterprises directly under the State Bank providing specialized products serving banking operations shall be established in accordance with current regulations.
Article 4. This Decree shall take effect fifteen days from the date of signature.
Abolish Decree No. 20/CP dated March 1, 1995 of the Government on the organizational structure of the State Bank of Vietnam and other provisions in Government documents that conflict with this Decree.
Article 5. The Minister, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of People's Committees of provinces and centrally-administered cities are responsible for implementing this Decree./.
