DIRECTIVE

Regarding the organization of a mid-term review of 20 years of implementing "Vietnamese People's Border Guard Day" (03/3/1989-03/3/2009)

On February 22, 1989, the Council of Ministers (now the Government) issued Decision No. 16/HĐBT designating March 3 each year as "Border Guard Day"; at the third session of the 11th National Assembly in June 2003, the National Assembly passed the Law on National Boundaries, which stipulates that March 3 each year is "Vietnamese People's Border Guard Day" and every five years, the Prime Minister issues directives to all levels and sectors to conduct a mid-term review to continuously promote the nationwide movement of people participating in building, managing, and protecting national border sovereignty and security.

Over the past 20 years of implementing the policy of "Vietnamese People's Border Guard Day," central ministries, sectors, and localities have made significant efforts to develop border areas comprehensively in politics, economy, culture, society, and national defense-security; the people's front for protecting border sovereignty and security has become increasingly strong. Nationwide campaigns aimed at border and island areas have been widely implemented, mobilizing substantial resources to support border and coastal island communes, border guard posts; timely motivating cadres, soldiers, and ethnic minorities in border and island areas to overcome difficulties and fulfill their tasks of maintaining public order in border areas, protecting national sovereignty and territorial integrity in all circumstances. March 3 each year has become a day of encouragement and education for ethnic groups in border and island areas and the entire nation to participate in building and protecting a strong border with the spirit of "All towards the border and islands."

To strengthen the construction, management, and protection of the national border, build a peaceful, friendly, and stable long-term border with neighboring countries in the new situation, and continue to promote the nationwide movement of people participating in building, managing, and protecting the national border, the Prime Minister requests all levels and sectors to direct the implementation of the following contents well:

1. Organize a mid-term review of 20 years of implementing "Vietnamese People's Border Guard Day" at all levels and sectors to evaluate achievements and shortcomings according to the four contents in Decision No. 16/HĐBT dated February 22, 1989, of the Council of Ministers (now the Government); clarify causes, draw lessons learned, and on this basis determine the content, program, and measures for implementation in the coming years.

Through the mid-term review, select collectives and individuals with outstanding achievements in implementing the "Vietnamese People's Border Guard Day" movement, in building, managing, and protecting the border and maritime islands over the past 20 years; propose commendations within the authority of each level.

2. Ministries, sectors, mass organizations, and provincial/municipal People's Committees organize a mid-term review of 20 years of implementing "Vietnamese People's Border Guard Day" in conjunction with continuing to implement the Central Resolution No. 8 (Session IX) on the Strategy for National Defense in the New Situation, the Central Resolution No. 4 (Session X) on the Vietnam Sea Strategy until 2020, and organizing celebrations marking the 50th anniversary of the establishment of the Border Guard Force. Conduct extensive propaganda among cadres and the people about the tradition of unity in building and protecting national border sovereignty and security, implementing Party and State policies correctly, especially those concerning mountainous regions, ethnic minorities, and religions, building a people's front for protecting border sovereignty and security more strongly, linking the development of economic and social projects with the consolidation of national defense-security, building, managing, and protecting the national border.

3. Central ministries, sectors, mass organizations, and provincial/municipal People's Committees base on their functions and responsibilities, direct the completion of the mid-term review before October 15, 2008, and report to the Prime Minister (to be sent to the Ministry of National Defense). Specifically, provinces and cities with borders, coasts, and islands focus on directing the mid-term review from the grassroots level with a serious and practical spirit, promoting economic and social development in border areas, strengthening national defense-security, caring for and consolidating the Border Guard Force to be strong in all aspects, meeting the requirements and tasks in the new situation.

4. The Ministry of National Defense takes the lead, closely coordinating with the Vietnam Fatherland Front Central Committee to guide ministries, sectors, mass organizations, and provincial/municipal People's Committees in implementing this Directive; propose the Vietnam Fatherland Front Central Committee to take the lead in organizing a typical advanced conference of the 20-year mass movement implementing "Vietnamese People's Border Guard Day" at the central level in February 2009 in Hanoi./.
