Regarding the issuance of the common electronic directory system for the finance sector

- Pursuant to Decree No. 86/2002/NĐ-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;
- Pursuant to Decree No. 77/2003/NĐ-CP dated July 1, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
- Upon the proposal of the Director General of the State Treasury, the Heads of the Tax Administration General Department, the Customs General Department, the State Budget Department, and the Director of the Information Technology and Financial Statistics Bureau,

Article 1. The common electronic directory system for the finance sector is hereby issued pursuant to this Decision.
All operational software, databases, accounting, and statistical work within the finance sector must uniformly use this directory system to ensure data consolidation and exchange between units.
The common electronic directory system for the finance sector is implemented in the form of electronic data based on the communication infrastructure of the Ministry of Finance.
Article 2. The heads of units under the Ministry of Finance and the Directors of Provincial Finance Departments are responsible for the accuracy, completeness, and timeliness of providing, utilizing, and using the common electronic directory system.
Article 3. Responsibilities of financial agencies at all levels.
1. The State Budget Department:
- Lead in establishing, supplementing, and amending the National Budget Subject Directory, the Directory of Percentage Ratios (%) for Dividing State Budget Revenues, the Source Fund Directory, the Budget Revenue and Expenditure Index Directory, and the Program Target Directory.
- Timely provide in writing the above directories to the Information Technology and Financial Statistics Bureau for timely updating into the common directory database within one day after issuing the relevant document.
2. Provincial Finance Departments:
- After assigning codes to newly generated budgetary unit users, promptly enter and transmit data to the Information Technology and Financial Statistics Bureau for updating into the common directory database, not later than three working days.
- Enter and transmit data on the percentage ratio (%) for dividing state budget revenues in their respective regions to the Information Technology and Financial Statistics Bureau for updating into the common directory database, with a data provision deadline of three days immediately following the decision of competent authorities.
Article 4. Responsibilities of the State Treasury:
1. Establish and issue the nationwide revenue collection point directory, promptly provide in writing and electronically to the Information Technology and Financial Statistics Bureau for updating into the common directory database, with a provision deadline of one day immediately following the issuance of the directory.
2. Timely update changes and supplements regarding budgetary unit user codes and tax payers from the common directory database into the software system to promptly transfer data to local State Treasuries across the country for use.
Article 5. Responsibilities of the Tax General Department:
Daily transmit data on newly generated or changed taxpayer codes nationwide to the Information Technology and Financial Statistics Bureau for updating into the common directory database.
Article 6. Responsibilities of the Customs General Department (Customs Information Technology and Statistics Bureau):
Promptly transmit data on newly generated or changed export and import goods directories to the Information Technology and Financial Statistics Bureau for updating into the common directory database.
Article 7. Responsibilities of the Information Technology and Financial Statistics Bureau:
1. Lead and coordinate with units within the finance sector to build and provide the common electronic directory system for users.
2. Research and establish or submit to the Ministry for establishment the directory of financial agency codes, tax agency codes, customs agency codes, treasury agency codes, construction project codes, investor codes, and project management board codes ..., organize updates into the common directory database.
3. After receiving written or electronic data on amendments and supplements to the code tables provided by units, update them accurately within two working days. the common directory database.
4. Ensure smooth, secure, and confidential operation of the Ministry of Finance's communication infrastructure for units using it. the common directory database.
5. Lead and coordinate with related units to manage, grant access rights, and supervise participating units in their exploitation and use. the common directory database.
Article 8. This Decision takes effect from the date of signature.
During implementation, if additional common directories arise, the Information Technology and Financial Statistics Bureau shall be responsible for researching and submitting to the Ministry for timely supplementation and amendment of this directory system.
The Minister's Office Chief, the Information Technology and Financial Statistics Bureau Director, the heads of units within the finance sector including the State Treasury, Tax, Customs, Provincial Finance Departments, and related units are responsible for enforcing this Decision./
