THE MINISTER OF THE MINISTRY OF HOME AFFAIRS

Pursuant to the Law on Legislative Acts dated June 3, 2008;
Pursuant to Decree No. 24/2009/NĐ-CP dated March 5, 2009 of the Government detailing the implementation of the Law on Issuing Legal Normative Documents;
Pursuant to Decree No. 48/2008/NĐ-CP dated April 17, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;
Considering the proposal of the Director of the Institute of State Organization Science,

DECISION:

Article 1. The drafting board for the decree stipulating civil servants in agencies of the Party, State, political-social organizations, and in the leadership and management bodies of public service units is hereby established, consisting of the following members:

1. Mr. Van Tat Thu, Deputy Minister of the Ministry of Home Affairs, Chair;

2. Mr. Tran Anh Tuan, Director of the Institute of State Organization Science under the Ministry of Home Affairs, Vice-Chair;

3. Mr. Nguyen Huu Chan, Deputy Director of the Department of Organization-Regulations, Central Organization Commission, Member;

4. Ms. Hoang Thi Ngan, Deputy Director of the Department of Administrative Organization and Public Service, Office of the Government, Member;

5. Ms. Nguyen Thi Kim Thoa, Deputy Director of the Department of Administrative-Criminal Law, Ministry of Justice, Member;

6. Mr. Nguyen Hoa Binh, Deputy Director of the Department of Administrative Reform, Ministry of Home Affairs, Member;

7. Mr. Nguyen Quang Dung, Deputy Director of the Department of Salary, Ministry of Home Affairs, Member;

8. Mr. Hoang Quoc Long, Deputy Director of the Department of Civil Servants and Public Officials, Ministry of Home Affairs, Member;

9. Mr. Nguyen Van Luong, Deputy Director of the Department of Staffing, Ministry of Home Affairs, Member;

10. Mr. Tran Van Khiem, Deputy Director of the Legal Department, Ministry of Home Affairs, Member

Article 2. The drafting board shall perform the tasks and exercise the powers as prescribed in Article 60 of the Law on Issuing Legal Normative Documents dated June 3, 2008, and Articles 21, 22, 23, and 24 of Decree No. 24/2009/NĐ-CP dated March 5, 2009 of the Government detailing the implementation of the Law on Issuing Legal Normative Documents.

Article 3. Members of the drafting board shall work on a part-time basis. The drafting board will cease operations and dissolve itself upon completion of its tasks.

Article 4. This Decision takes effect from the date of signature.

Article 5. The Head of the Office of the Ministry of Home Affairs, the Director of the Institute of State Organization Science, heads of units under the Ministry of Home Affairs, and the individuals named in Article 1 are responsible for implementing this decision.
