DECISION

On the functions, tasks, powers, and organizational structure

of Post and Telecommunications Publishing House

THE MINISTER OF POSTS AND TELECOMMUNICATIONS

Considering the proposal of the Head of the Cadre and Civil Service Department,

Pursuant to Decree No. 90/2002/ND-CP dated November 11, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Posts and Telecommunications;

Based on the opinion of the Ministry of Culture and Information in document number 1467/VHTT-XB dated April 11, 2003 regarding comments on the draft decision on the functions and tasks of the Post and Telecommunications Publishing House;

At the proposal of the Director of the Cadre and Civil Servant Organization Department and the Director of the Post and Telecommunications Publishing House;

DECISION:

Article 1. The Post and Telecommunications Publishing House is a unit under the Ministry of Posts and Telecommunications with the aim to serve readers using knowledge in science, technology, professional skills, business management, and laws related to posts and telecommunications; it is a specialized publishing house responsible for publishing books and other publications on posts, telecommunications, information technology, electronics, Internet, broadcasting, radio frequencies, and national communication infrastructure (hereinafter referred to collectively as posts, telecommunications, and information technology); it gathers the publication of specialized materials to form a complete system of books and publications on posts, telecommunications, and information technology.

Article 2. The Post and Telecommunications Publishing House has the following tasks and powers:

1. Publish books and documents on:

a. Politics and society: Party documents, management regulations, policies, and laws on posts, telecommunications, and information technology; historical books of units within the posts, telecommunications, and information technology sector;

b. Science and technology and economy: Scientific literature, technical procedures, standards, economic and technical norms in production and construction; rules, procedures for managing and operating networks, business services, service usage guidelines; textbooks, reference books, introductions to scientific works, new solutions both domestically and internationally, telephone directories, telephone yearbooks, and golden pages.

c. Other publications and printed materials with specialized content on posts, telecommunications, and information technology (calendars; video tapes, sound discs; postcards, telephoto images, etc.)

2. Develop publication plans, organize editing, printing, and distribution of books and publications in accordance with the law.

3. Collecting and gathering the publication of specialized books and prints to form a complete system of books and publications on postal, telecommunications, and information technology.

4. Be allowed to cooperate, joint venture, and associate with domestic and foreign organizations and individuals in publishing activities according to the law.

5. Receive funding from the Ministry of Posts and Telecommunications and be allocated personnel quotas for operations. Actively develop publishing, printing, and distribution activities to generate additional income according to the law; preserve and develop assigned resources.

6. Manage organization, cadres, civil servants, assets, and files of the Publishing House according to the law and the delegation of the Minister.

7. Performing other tasks assigned by the Minister.

Article 3. The Post and Telecommunications Publishing House has a Director, Deputy Directors, and an assisting administrative staff.

The Director manages all aspects of the Publishing House and is responsible to the Minister for all activities of the Publishing House as stipulated in Article 1 and Article 2 of this Decision.

The Director and Chief Editor of the Publishing House are responsible under the law for the publications of the Publishing House.

The Deputy Director assists the Director and is responsible before the Director for the assigned tasks.

Article 4. The organizational structure of the Publishing House includes:

- Planning and Synthesis Department.

- Editing and Typesetting Department.

- Finance and Accounting Department.

- Branch in Ho Chi Minh City.

Functions, tasks, powers, and working relationships between departments and branches are defined by the Director.

Article 5. The Post and Telecommunications Publishing House is a revenue-generating public service unit directly managed comprehensively by the Ministry of Posts and Telecommunications and subject to state management over publishing work by the Ministry of Culture and Information, having legal personality, its own seal, and separate accounts as prescribed by law; its headquarters is located in Hanoi.

The branch of the Post and Telecommunications Publishing House has its own seal and account as prescribed by law, with its headquarters in Ho Chi Minh City.

Article 6. This Decision takes effect from the date of signature. All previous provisions contrary to this Decision are abolished.

Article 7. The Head of the Office, the Director of the Cadre and Civil Servant Organization Department, the Director of the Post and Telecommunications Publishing House, the heads of agencies and units under the Ministry of Posts and Telecommunications are responsible for implementing this Decision./.
