WHEREAS, Decree No. 447-HĐBT dated December 31, 1990 of the Council of Ministers stipulates the functions, tasks, powers, and organizational structure of the Ministry of Culture, Information, Sports and Tourism;
WHEREAS, Decree No. 100-CP dated June 1, 1966, Decree No. 145-CP dated August 10, 1970 of the Council of Ministers; Resolution No. 384-HĐBT dated November 5, 1990 of the Council of Ministers assigned the Ministry of Culture, Information, Sports and Tourism to unify the management of the export and import of books, newspapers, and cultural goods;

DECISION:

Article 1. ISSUE THE REGULATIONS ON THE EXPORT AND IMPORT OF NON-COMMERCIAL CULTURAL GOODS

Article 2. The regulations attached to this decision shall take effect from October 1, 1992 and replace the "Regulations on the Export and Import of Non-Commercial Cultural Goods" issued with Decision No. 41/VH-QĐ dated March 5, 1986 of the Ministry of Culture.

Article 3. The Heads of the Ministry's Office, heads of units under the Ministry, and Directors of Provincial Departments of Culture, Information responsible for managing the export and import of cultural goods shall be responsible for implementing this decision.

REGULATIONS

ON THE EXPORT AND IMPORT OF NON-COMMERCIAL CULTURAL GOODS

Chapter 1:

GENERAL PROVISIONS

1. Decree No. 100/CP dated June 1, 1966 of the Council of Ministers and Resolution No. 384/HĐBT dated November 5, 1990 of the Council of Ministers assigned the cultural sector to unify the management of the export and import of cultural goods to ensure the implementation of the State’s foreign policy; encourage cultural exchanges between our country and other countries; selectively absorb achievements in culture and science from around the world; protect national cultural heritage; safeguard state secrets; prevent subversive and pornographic cultural goods from entering the country.

2. To fulfill the above tasks, the central and local agencies managing the export and import of cultural goods under the Ministry of Culture, Information, and Sports have the responsibility:

a) To appraise the content and issue permits for the export and import of various types of cultural goods within their functional scope.

b) To guide procedures for reviewing and issuing permits for the export and import of various types of cultural goods outside their functional scope upon the request of the heads of relevant ministries, provincial departments, and equivalent bodies.

c) To coordinate with security, customs, and postal services in managing, inspecting, and handling cultural goods according to the joint circulars already issued.

3. Functional agencies under the Ministry of Culture, Information, and Sports: the Publishing Department, the Press Department, the Preservation and Museum Department, the Film Department, the Fine Arts Department, the Music and Dance Department, shall assist the Ministry in directing and guiding the management of the export and import of cultural goods within their respective scopes.

4. The types of cultural goods mentioned in these Regulations are classified into four groups including:

a) Books, newspapers, magazines, calendars, maps, all types of textual materials published, typed, handwritten, or reproduced in any form. Technical drawings, design plans for purely civilian projects.

b) Ordinary paintings or artistic paintings. Artworks in various categories such as engraving, etching, woodcut, oil painting, lacquer painting, sculpture, mother-of-pearl inlay, and made of materials such as stone, wood, bone, ivory, porcelain, pottery, stoneware, glass, fabric, silk, paper, metal, coal, gypsum...

c) Motion picture films, photographic films, ordinary photographs or artistic photographs. Slide films. Recorded video tapes. Recorded audio tapes, cassettes, discs. Soft computer discs. Recorded sound, image, or coded discs.

d) Handicrafts in various categories and materials. Religious objects. Replicas of antiques in various materials.

Handicrafts (including jewelry) made of precious materials such as gold, silver, diamonds, rare metals, precious stones, and raw ivory, which fall outside the purview of the Ministry of Culture, Information, and Sports.

5. Non-commercial cultural goods for export and import are limited to specified quantities (see Appendix).

State agencies, economic and social organizations (including libraries of those agencies and organizations), and individuals wishing to export or import books, newspapers, magazines, and other publications in large quantities without commercial purposes must submit a letter or application along with a list and quantity of each type of cultural good for review and issuance of a permit by the cultural agency.

In cases where books, newspapers, magazines, and other publications are imported in large quantities without prior permission or before obtaining a permit, they will be considered as illegally imported cultural goods upon arrival at the border.

If the quantity and types of exported or imported cultural goods are deemed to have a commercial nature, the exporter or importer in Vietnam must pay the import/export tax at the Customs office according to current regulations of the Vietnamese Government.

6. Agencies and organizations that need to export or import non-circulating cultural goods or those with prohibited content due to work requirements must submit a letter along with a detailed list and quantity, accompanied by the approval document from the head of the competent ministry, provincial department, or equivalent body to the cultural agency for the issuance of an export/import permit and must bear the responsibility for properly storing and using these cultural goods in accordance with the "State Secrets Protection Regulation" issued with Decree No. 84-HĐBT dated March 9, 1992 of the Council of Ministers.

7. To facilitate the process of applying for export and import permits, the Ministry of Culture, Information, and Sports has delegated management authority as follows:

a) The Ministry of Culture, Information, and Sports shall organize the appraisal and issuance of export and import permits for the following entities:

- State agencies, economic and social organizations under central administration located in Hanoi or nearby provinces, and individuals under the management of such agencies and organizations.

- Diplomatic missions, international organizations, and other foreign agencies with headquarters or representative offices in Hanoi or nearby provinces, and foreign nationals belonging to such agencies and organizations.

b) Provincial Departments of Culture, Information, and Sports that have been authorized by the Ministry of Culture, Information, and Sports to manage the export and import of cultural products, conduct appraisals, and issue permits for the following entities:

- Citizens, state agencies, economic and social organizations within their own province or nearby provinces without border gates.

- Overseas Vietnamese and foreigners visiting their homeland or working in their province.

- Entities granted permits by the Ministry of Culture, Information, and Sports but whose headquarters are located in their own province or nearby provinces far from Hanoi without border gates.

c) Provincial Departments of Culture, Information, and Sports in areas without border gates, which have been authorized by the Ministry of Culture, Information, and Sports to manage the export of cultural products, shall be responsible for organizing content appraisals and issuing permits for the following entities:

- Citizens, state agencies, economic and social organizations within their own province, central agencies headquartered in their province, and individuals belonging to such agencies and organizations.

- Overseas Vietnamese and foreigners visiting their homeland or working in their province.

After organizing content appraisals and issuing permits, the Department of Culture, Information, and Sports must seal the cultural products permitted for export to facilitate and expedite customs procedures at border gates.

Chapter 2:

EXPORTED CULTURAL PRODUCTS

Article 1.

Cultural products carried by persons, placed in luggage, packages, or mail items listed below do not require a permit from cultural authorities. Individuals carrying such products only need to declare and present them to the customs officers at border gates. Customs officers and cultural officials at border gates will verify the content to ensure it matches the list of permitted exported cultural products and release them immediately if they are found to be compliant:

Group A.

1. Various types of books and publications (including calendars), with publication permits, deposited for record-keeping, containing content related to politics, economy, arts, science and technology, social sciences, textbooks, dictionaries, serving tourism... published by central publishers, provincial publishers, distributed widely throughout the country or for international propaganda purposes (excluding those that have been recalled or prohibited from export).

2. Various types of newspapers and magazines included in the list of permitted exports published by the Ministry of Culture, Information, and Sports.

3. Publications of foreign embassies, diplomatic agencies, international organizations, and foreign representative offices based in Vietnam, with publication permits issued by the Vietnamese government and deposited for record-keeping (excluding those with content violating Article 10 of the Press Law of the Vietnamese Government).

4. Re-exporting various types of books, newspapers, magazines, and publications published abroad.

Group B.

1. Printed, painted, woven, embroidered, carved artworks on materials such as paper, fabric, silk, wool, wood, including graphic art, etching, woodcut, lacquer painting, oil painting... newly produced and widely circulated, depicting landscapes, portraits, daily life, or promotional and propaganda content in political, economic, cultural, social, labor production fields...

2. Re-exporting artworks produced abroad.

Group C.

1. Personal, family, group commemorative photographs. Photographs for international propaganda.

Group D.

1. Handicrafts (including statues, bas-reliefs, carvings) made of materials such as pine wood (a fragrant type of pine), glass, bamboo, rattan, leaves, wool, hemp, shell, conch, bone, horn, lacquer, mother-of-pearl inlay, coal, gypsum.

Article 2. Cultural products listed below must be submitted to cultural authorities for content verification and issuance of permits before exportation to process customs formalities:

Group A.

1. Reproduced books, newspapers, magazines, and publications listed in Group A above using methods such as mimeograph, typewriting, handwriting, photocopying, or other reproduction techniques.

Group B.

1. Artworks including stone, wood, porcelain, pottery, silk, paper, metal, not newly produced, determined by cultural authorities not to fall under the management of state agencies or museums.

Group C.

1. Developed film reels, developed photographic film, slide films, video tapes, cassette tapes, and reel tapes with content within the scope of management of the Ministry of Culture, Information, and Sports.

Kraft paper type group.

1. Handicrafts (including statues, bas-reliefs, carvings) made of precious wood, lacquered wood with gold leaf, metal, stone, porcelain, pottery, fired clay, and ritual objects not newly produced, determined by cultural authorities not to be antiques, not to be relics of pagodas, temples, and historical and cultural sites of Vietnam, or not to be objects under the management of state agencies or museums.

Article 3. Cultural products listed below must obtain approval documentation from the head of the relevant ministry-level agency (at the central level) or provincial-level agency (at the local level) with authority over the content of such cultural products before exportation; cultural authorities will then issue permits to process customs formalities:

Group A.

1. Internal circulation documents, texts, and publications, and documents listed in the state secrets directory.

2. Documents, texts, articles, drawings, maps... printed, typed, handwritten, mimeographed, photocopied, or reproduced by any technique, covering all fields, sent or carried by individuals abroad for printing, publication in newspapers, magazines, for study, research, teaching, scientific reports, discussions at international conferences, seminars...

3. Books, newspapers, magazines, and publications exported according to plans for cooperation and exchange with foreign countries or for participation in overseas competitions, festivals, exhibitions.

Group B

1. Works created using various materials, exported according to plans for cooperation and exchange with foreign countries or exported to participate in competitions, festivals, and exhibitions abroad.

Group C

1. Motion pictures and developed photographs, filmstrips, video tapes, cassette tapes, floppy disks, and other types of audio or video recording media containing content not within the purview of the Ministry of Culture, Sports and Tourism.

2. Motion pictures and developed photographs, filmstrips, video tapes, cassette tapes, floppy disks, and other types of audio or video recording media exported according to plans for cooperation and exchange with foreign countries, exported to participate in competitions, festivals, and exhibitions abroad, or exported for educational, research, teaching, scientific reporting, and international conference purposes.

3. Types of films and video recordings mentioned below shall be subject to review (or content management) and issuance of export permits in accordance with separate regulations issued by the Ministry of Culture, Sports and Tourism.

a) Motion pictures and developed photographs; video tapes; other types of audio or video recording media... produced under plans for cooperative film production with foreign countries, pursuant to foreign orders, or provided as services to foreign countries.

b) Unprocessed motion picture negatives and undeveloped photographs; specialized audio or video recording media without means for visual or auditory examination of their content.

Article 4. Export procedures for cultural products with religious content or related to religion and items serving religious work.

1. Central or local religious organizations and individuals belonging to such organizations exporting cultural products with religious content or related to religion and items serving religious work must obtain approval from the Government's Religious Affairs Board (at the central level) or the Religious Affairs Board of the provincial People's Committee (at the local level). The Cultural Authority will issue an export permit for customs clearance procedures.

2. Individuals not affiliated with religious organizations exporting cultural products with religious content or related to religion and items serving religious work must bring the cultural products and items to the Cultural Authority for review and obtain an export permit for customs clearance procedures.

Article 5. Export procedures for cultural products of foreign agencies, international organizations, and foreigners in Vietnam.

1. Cultural products of foreigners entitled to diplomatic privileges and immunities; cultural products carried in diplomatic bags shall be governed by the preferential immunity regime stipulated in Section 1, Chapter V, of the Customs Law of the Socialist Republic of Vietnam.

2. Diplomatic missions, international organizations, and other foreign agencies with offices or representative offices in Vietnam, and individual foreigners not entitled to diplomatic privileges and immunities, exporting cultural products listed in Articles 2, 3, and 4 must send a diplomatic note to the Cultural Authority along with a specific list of the cultural products being exported and their quantities. The Cultural Authority will organize inspections and issue export permits for customs clearance procedures.

3. Foreign individuals in Vietnam who are experts, guests, tourists, students, interns, or research fellows affiliated with any Vietnamese agency, organization, or school exporting cultural products listed in Articles 2, 3, and 4 should contact the Cultural Authority to assist with the export procedures for cultural products.

4. Foreign individuals (including Vietnamese citizens holding foreign nationality) not falling under the categories mentioned above, exporting cultural products shall comply with the provisions applicable to Vietnamese citizens.

5. Foreign agencies, international organizations, and foreigners may re-export cultural products that are traditional handicrafts, artistic works classified as antiques or high-value items in terms of historical, artistic, etc., significance, whether made in Vietnam or abroad if:

a) They are items legally owned by the consignor brought into Vietnam with customs declaration upon entry and certified by the Cultural Authority.

b) Upon re-export, these items are confirmed by the Cultural Authority and Customs to be the same items declared and certified by the Cultural Authority upon entry.

Article 6. List of cultural products not permitted to be exported.

1. Cultural products violating Article 10 of the Press Law of the Socialist Republic of Vietnam.

Publications distributed illegally or published but no longer allowed to circulate.

Publications published in Vietnam or abroad under the management of Vietnamese libraries and archival institutions.

2. Statues of Buddha and ritual objects of all materials originating from communal houses, temples, or historical and cultural sites in Vietnam.

3. Artistic works and traditional handicrafts of all materials made in Vietnam or abroad left on Vietnamese soil since the early 20th century or earlier, classified as rare or valuable in terms of historical, cultural, or artistic significance.

4. Artistic works and traditional handicrafts of all materials newly made in Vietnam but classified as items under the management of museums or having historical value.

Chapter 3:

IMPORTED CULTURAL PRODUCTS

Article 7.Cultural products carried by persons, placed in luggage, in consignments, or in postal parcels and packages listed below do not require a permit from cultural authorities. The person carrying the cultural products shall declare and present them to the customs officer at the border gate. Customs officers and cultural officers at the border gate will examine the contents to confirm that they match the permitted cultural product list, comply with the specified quantity, and are properly imported for immediate entry:

1. Various types of books, newspapers, magazines, paintings, photographs, slide films, developed film rolls, and other publications published abroad, whose content does not violate Article 10 of the Press Law of the Socialist Republic of Vietnam and does not contravene the regulations of the Vietnamese State.

2. Artworks of various genres and materials. Handicrafts of various genres and materials.

3. Re-importation of cultural products previously exported with temporary export permits.

Article 8. Cultural products carried by persons, placed in luggage, in consignments, or in postal parcels and packages listed below may be imported for use after completing customs procedures and the cultural authority has examined the contents to confirm that they match the permitted cultural product list, comply with the specified quantity, and are properly imported:

1. Books, newspapers, magazines, and other publications whose content is unclear.

2. Various types of film, video tapes, cassette tapes, discs, and other recording media containing content within the management scope of the Ministry of Culture, Sports and Tourism.

Article 9. Cultural products carried by persons, placed in luggage, in consignments, or in postal parcels and packages listed below must have a written agreement or application for import issued by the head of the competent central ministry-level agency or provincial-level agency responsible for managing the content of such cultural products, which the cultural authority will issue an import permit for customs procedures:

1. Cultural products with content intended solely for functional research agencies and not for general dissemination.

2. Cultural products imported for gift-giving or presentation to Vietnamese organizations; imported under assistance programs, cooperation plans, and exchanges between countries and Vietnam, or imported to participate in competitions, festivals, and exhibitions in Vietnam.

3. Cultural products with content requiring review but not within the management scope of the Ministry of Culture, Sports and Tourism.

4. Cultural products listed in Articles 7 and 8 but imported in quantities exceeding the prescribed limits (see the annex).

Article 10. Procedures for importing cultural products with religious content or related to religion, and items serving religious work, carried by persons, placed in luggage, in consignments, or in postal parcels and packages.

1. Central or local religious organizations and individuals within these organizations who import cultural products with religious content or related to religion, and items serving religious work must apply for permission in advance, obtaining written approval from the Government's Religious Affairs Committee (at the central level) or the Provincial People's Committee's Religious Affairs Committee (at the local level). The cultural authority will issue an import permit. The importer will receive the cultural products for use after the cultural authority and relevant agencies have examined and confirmed the content matches the declared items on the import permit.

2. Individuals not belonging to religious organizations who import cultural products with religious content or related to religion, and items serving religious work in quantities not exceeding the prescribed limit do not need to apply for permission in advance. They can receive and use the cultural products after the cultural authority and relevant agencies have examined and confirmed the content of the permitted religious cultural products.

Article 11. Procedures for importing cultural products carried by persons, placed in luggage, in consignments, or in postal parcels and packages by foreign agencies, international organizations, and foreigners.

1. Cultural products imported by foreigners entitled to diplomatic privileges and immunities, and those in diplomatic bags, shall be subject to the preferential treatment regime stipulated in Section 1, Chapter V of the Customs Law of the Socialist Republic of Vietnam.

2. Diplomatic missions, international organizations, and other foreign agencies with offices or representative offices in Vietnam, and individual foreigners not entitled to diplomatic privileges and immunities, who import cultural products listed in Articles 8, 9, and 10 must send a diplomatic note to the cultural authority along with a specific list of cultural products and their quantities. The cultural authority will organize inspections and issue import permits to complete customs procedures.

3. Foreign individuals who are experts, guests, tourists, students, interns, researchers, and import cultural products listed in Articles 8, 9, and 10 for any Vietnamese agency, organization, or school should contact the cultural authority to assist with the import procedures.

4. Foreign agencies, international organizations, and individuals mentioned in points 2 and 3 above may import cultural products for use in their work, research, study, and personal and family cultural needs during their stay in Vietnam, but they may only use and circulate them within their agencies, places of residence, or families.

All transfers of cultural products for circulation and dissemination in Vietnamese agencies, organizations, cadres, and people must be approved by the Ministry of Culture, Sports and Tourism (at the central level) or the Department of Culture, Sports and Tourism (at the local level).

5. Foreign individuals (including Vietnamese citizens holding foreign nationality) not falling under the categories mentioned above who import cultural products must follow the regulations applicable to Vietnamese citizens.

6. Diplomatic missions, international organizations, other foreign agencies, and foreign individuals bringing into Vietnam handicrafts, artworks classified as antiques or high-value items from historical, artistic perspectives, whether made in Vietnam or abroad, must declare them specifically and meticulously in their customs declaration upon entry, with certification from the cultural authority to facilitate their re-exportation.

Article 12. List of cultural products not permitted for import.

1. Cultural products containing content contrary to Article 10 of the Press Law of the Socialist Republic of Vietnam or content prohibited from circulation by the Vietnamese State.

2. Publications printed abroad by state agencies or economic and social organizations of Vietnam in violation of Vietnamese publication laws.

3. Cultural products that the Vietnamese State mandates to be imported through commercial channels.

Chapter 4:

REWARD AND VIOLATION HANDLING

Article 13. Individuals who discover and prevent violations concerning the import and export of cultural products outside the scope of business operations shall be rewarded according to state regulations.

Article 14.

1. Cultural products carried by persons, contained in luggage, packages, or postal items, with content not allowed for import or export under Vietnamese law or not permitted for circulation shall be subject to handling based on the degree of violation:

- Not allowed to be exported or imported.

- Must be re-exported.

- Content must be removed.

- Seized at the border for re-export when the owner leaves Vietnam.

- Confiscated.

- The individual possessing such cultural products may face administrative penalties or criminal prosecution.

2. Cultural products brought into Vietnamese ports from abroad in large quantities without prior permission or valid import permits will be temporarily detained at the port. Handling will depend on the content of the cultural products and the degree of violation:

- The owner may take possession but must pay import duties.

- Must be re-exported.

- Content must be removed.

- Confiscated.

Additionally, the recipient of the cultural products must bear storage fees and other costs incurred during the handling process.

3. Cultural products permitted for import only through commercial channels, if imported without a commercial purpose, will be handled accordingly.

- The owner may take possession but must pay import duties.

- Must be re-exported.

- Content must be removed.

Article 15.

1. The forms of handling specified in Article 14 for improperly imported cultural products and those with violating content discovered during customs procedures at the border are decided by the head of the border customs office.

2. Decisions regarding non-export, removal of content, administrative penalties, and confiscation of cultural products with violating content discovered during customs procedures at cultural authorities or identified during content checks by cultural authorities on items transferred by customs authorities are proposed by cultural product inspectors and decided by competent authorities.

3. Criminal responsibility pursuit is carried out in accordance with the law.

ARTICLE 10 OF THE PRESS LAW OF THE SOCIALIST REPUBLIC OF VIETNAM...

1. Prohibition against inciting the people to oppose the Socialist Republic of Vietnam State, undermining national solidarity.

2. Prohibition against inciting violence, propaganda for aggressive war, fostering hatred among ethnic groups and peoples, promoting obscenity, debauchery, and crime.

3. Prohibition against disclosing state secrets: military, security, economic, diplomatic secrets, and other secrets defined by law.

4. Prohibition against disseminating false information, distorting facts, or slandering organizations or defaming citizens' dignity and reputation.

Quantity regulations for cultural products

imported or exported without a commercial purpose

1. Importing books, newspapers, magazines:

a) Books, newspapers, magazines with permissible content, if imported in no more than five copies per title for one domestic address, do not require a permit application.

b) If importing more than five copies per title requires a written request or permit application along with a list and quantity of each type for the cultural authority to review and issue an import permit.

At the border, if the customs authority determines the import of books, newspapers, and magazines has a commercial nature, the importer must pay import taxes according to current state regulations for commercial imports.

c) If the total number of books, newspapers, and magazines imported as stated in point a exceeds 100 copies, a written request or permit application as mentioned in point b is required.

2. Importing paintings, calendars...

Artistic prints on various materials and wall calendars with permissible content, if imported in large quantities and determined by customs authorities to have a commercial nature, the importer must pay import taxes according to current state regulations for commercial imports.

3. Exporting and importing works of art and handicrafts:

The State encourages the export of Vietnamese-made works of art and handicrafts through commercial channels. In cases where these cultural products are exported or imported without a commercial purpose but are deemed to have a commercial nature by customs authorities, the exporter or importer in Vietnam must pay export and import taxes according to current state regulations for commercial transactions.

4. Exporting and importing video tapes, films, audio tapes, discs:

a) Exporting and importing video tapes, films, audio tapes, computer floppy discs, optical discs, etc., with existing content must go through the cultural authority's procedural check.

b) Video tapes, films, optical discs with permissible content can be exported or imported in the following quantities per type per occasion:

- Up to six units per type for one overseas address.

- Up to three units per type for one domestic address.

c) Audio tapes, computer floppy discs, audio discs with permissible content can be exported or imported in the following quantities per type per occasion:

- Up to ten units per type for one overseas address.

- Up to five units per type for one domestic address.

d) In cases where the quantities of cultural products mentioned in points b and c above exceed the specified limits, there must be a formal letter or application for permission so that the Cultural Authority can review the content and issue an export or import permit. If cultural products are brought out or brought into the border gate without an export or import permit from the Cultural Authority and Customs, they shall be deemed to be illegally imported or exported cultural products.

5. Foreign agencies, international organizations, and foreign individuals with cultural products for export or import shall comply with the provisions set forth in Article 5 and Article 11 of this Regulation.

GUIDELINES FOR DECLARING CULTURAL PRODUCTS IN OFFICIAL DOCUMENTS OR APPLICATIONS FOR PERMISSION AND IN EXPORT AND IMPORT PERMITS ISSUED BY THE CULTURAL AUTHORITY

1. Printed books: clearly state the book title, content, language, author, Publisher, year of publication. Quantity of each type. For foreign-language books published abroad, the declaration may be flexible depending on the situation. However, for Vietnamese-language books, whether published domestically or abroad, all information must be fully declared as instructed.

2. Documents (including copies made from printed books): clearly state the document title, content, language, author, printing method (typewritten, photocopied, handwritten, photographed, or printed using other techniques). Quantity of each type (number of copies or number of pages).

3. Paintings: clearly state the material, content, size, and author if known. Quantity of each type.

4. Handicrafts and fine arts items: clearly state the name, material, size (height, length, width, diameter). Quantity of each type.

For ceramics and porcelain, clearly state the name, glaze color, pattern, size, and describe the shape.

5. Motion pictures: clearly state the film title, film size, number of reels, color or black and white.

6. Photograph films: clearly state the film size, content color or black and white. Quantity.

7. Audiovisual tapes and discs: clearly state the type of tape or disc, content recorded on the tape or disc. Quantity of each type.

In cases where there are many cultural products that cannot be fully listed on the Cultural Authority's export and import permit, detailed declarations should be made on separate sheets attached thereto. In such cases, the permit only needs to list the total names and quantities of each type and note: "See detailed declaration attached."
