Pursuant to the Land Law dated July 14, 1993 and the Law Amending and Supplementing Certain Provisions of the Land Law dated December 2, 1998;
This Circular attaches technical inspection procedures for hand cranes used to raise and lower ammunition in the Ministry of National Defense. Within 10 working days from the date of receipt of the dossier as mentioned in Sub-clause b, Clause 1, Article 3 above, the Ministry of Foreign Affairs will review and submit to the competent authority for decision (Issues exceeding the Ministry of Foreign Affairs' jurisdiction will be referred to the Prime Minister for consideration and decision).pursuant to the request of the People's Committee of An Giang Province (document number 1099/TT-UB dated August 12, 1999) and the report of the Land Administration General Department (report number 1355/TT-TCĐC dated September 9, 1999),
DECISION:
Article 1. Recover 50,199 square meters of land in Phú Hòa Commune, Bình Hòa District, Châu Thành County, An Giang Province, and transfer it to the Investment and Construction Project Management Board of Châu Thành County for full use of the recovered land area to construct, renovate, and expand the residential area in the Bình Hòa Market zone.
After completing the renovation, expansion, and construction of the residential area in the Bình Hòa Market zone, the Investment and Construction Project Management Board of Châu Thành County shall be responsible for transferring the entire land area to the People's Committee of An Giang Province for the People's Committee to review and allocate land and lease land to organizations, households, and individuals according to the provisions of the Land Law.
The location and boundaries of the land area are determined according to the land allocation map number 04/TCCT99/BĐGĐ with a scale of 1/1,000 established by the Land Department of An Giang Province on July 28, 1999.
Article 2. Based on Article 1 of this Decision, the People's Committee of An Giang Province shall be responsible for:
1. Determining the boundary markers of the land area on the map and on-site, registering them in the State land registry, and issuing Land Use Right Certificates to house buyers and those receiving land for housing construction;
2. Directing the collection of land use fees, land lease fees, and other revenues to be deposited into the state budget;
3. Guiding compensation for land users whose land has been recovered;
4. Strictly supervising the use of land, architectural construction, and environmental protection in accordance with the provisions of the law.
Article 3. The Ministers of Construction and Finance, the Director-General of the Land Administration General Department, the Chairman of the People's Committee of An Giang Province, the Director of the Investment and Construction Project Management Board of Châu Thành County, and the heads of relevant agencies are responsible for implementing this Decision./.
