Regarding the release of national reserve to support Ha Tinh and Nghe An provinces in mitigating flood damage
PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Considering the proposal of the Ministry of Agriculture and Rural Development (document number 3933 BNN/KH dated October 1, 2002) regarding the release of national reserve to support the provinces of Nghe An and Ha Tinh in flood mitigation,
DECISION:
Article 1. Release without charge 70 tons of corn hybrid P11 seeds; 160 tons of Khang Dân 18 rice seeds; 24 tons of various vegetable seeds from the national reserve managed by the Ministry of Agriculture and Rural Development to support the provinces of Nghe An and Ha Tinh in restoring production and mitigating flood damage, specifically as follows:
1. Ha Tinh Province: corn hybrid P11 seeds: 70 tons; Khang Dân 18 rice seeds: 160 tons; various vegetable seeds: 15 tons.
2. Nghe An Province: various vegetable seeds: 9 tons.
The Chairpersons of the People's Committees of the provinces of Nghe An and Ha Tinh shall be responsible for receiving and using the above crop seeds to promptly support the people in production.
Article 2. Supplement 2.8 billion VND from the central government budget reserve for 2002 to purchase foot-and-mouth disease vaccines and veterinary drugs to support the provinces of Nghe An and Ha Tinh in animal vaccination after floods.
The Ministry of Agriculture and Rural Development shall direct the purchase of foot-and-mouth disease vaccines and veterinary drugs to directly support the provinces of Nghe An and Ha Tinh, specifically: Nghe An Province: 1.0 billion VND, Ha Tinh Province: 1.8 billion VND.
Article 3. This Decision takes effect from the date of signature.
Article 4. The Ministers of Planning and Investment, Finance, Agriculture and Rural Development, the Head of the Central Steering Committee for Flood and Storm Prevention, and the Chairpersons of the People's Committees of the provinces of Nghe An and Ha Tinh shall be responsible for implementing this Decision./.
