REGARDING AMENDMENTS AND SUPPLEMENTS TO THE DECISION NO. 07/2005/QD-BTC OF JANUARY 18, 2005 OF THE MINISTER OF FINANCE ON THE LEVELS OF COLLECTION, COLLECTION, PAYMENT, MANAGEMENT, AND USE OF FEES FOR LIBRARIES APPLICABLE AT THE NATIONAL LIBRARY OF VIETNAM

THE MINISTER OF FINANCE

Pursuant to Decree No. 57/2002/NĐ-CP dated June 3, 2002 of the Government detailing the implementation of the Ordinance on Fees and Charges;
Pursuant to Decree No. 24/2006/NĐ-CP dated March 6, 2006 of the Government amending and supplementing certain Articles of Decree No. 57/2002/NĐ-CP dated June 3, 2002 of the Government detailing the implementation of the Ordinance on Fees and Charges;
Pursuant to Decree No. 77/2003/NĐ-CP dated July 1, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
After considering the opinion of the Ministry of Culture, Sports and Tourism at Circular No. 3012/BVHTTDL-KHTC dated August 25, 2008 proposing adjustments to the levels of collection, management, and use of reader card fees at the National Library of Vietnam;
At the proposal of the Director of the Policy Department;

Pursuant to …;

Article 1. Amending and supplementing Article 1 on the level of library fees applicable at the National Library according to Decision No. 07/2005/QD-BTC dated January 18, 2005 of the Minister of Finance as follows:

"Article 1. Organizations and individuals who have the need to read materials at the National Library of Vietnam must pay library fees according to the levels set forth below, except for the cases stipulated in Clause 4 of this Article:

1. For individuals aged 18 years and older who are Vietnamese citizens or foreigners residing and working in Vietnam: 60,000 (sixty thousand) VND per card per year;

2. For retired officials: 30,000 (thirty thousand) VND per card per year;

3. For organizations and individuals with infrequent needs: 3,000 (three thousand) VND per person per visit."

4. No library fees shall be collected from the National Library of Vietnam for subjects enjoying preferential cultural consumption policies as stipulated in Article 2 of Decision No. 170/2003/QD-TTg dated August 14, 2003 of the Prime Minister regarding preferential cultural consumption policies.

Article 2. This Decision shall take effect 15 days after its publication in the Official Gazette.

Article 3. Organizations and individuals subject to payment of fees, the National Library of Vietnam, and related agencies are responsible for implementing this Decision.
