PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Education Law dated June 14, 2005;
Pursuant to Decision No. 121/2007/QD-TTg dated July 27, 2007 of the Prime Minister approving the planning of the university and college network for the period 2006-2020;
Pursuant to Decision No. 07/2009/QD-TTg dated January 15, 2009 of the Prime Minister on conditions and procedures for establishing, suspending operations, merging, dividing, splitting, and dissolving universities;
Considering the proposal of the Ministry of Education and Training at Circular No. 35/TTr-BGDĐT dated January 13, 2009 and Circular No. 229/TTr-BGDĐT dated April 15, 2009 regarding the establishment of Thua Thien Hue University based on upgrading Binh Duong College of Education,
DECISION:
Article 1. Establish Thua Thien Hue University based on upgrading Binh Duong College of Education, under the People's Committee of Binh Duong Province.
Article 2. Thua Thien Hue University is a public higher education institution with legal personality, its own seal and separate account.
Article 3. Thua Thien Hue University must comply with Decision No. 07/2009/QD-TTg dated January 15, 2009 of the Prime Minister on conditions and procedures for establishing, suspending operations, merging, dividing, splitting, and dissolving universities; and operate according to the Charter of Universities issued together with Decision No. 153/2003/QD-TTg dated July 30, 2003 of the Prime Minister.
Article 4. This Decision takes effect from the date of issuance.
Article 5. The Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial and centrally-administered city People's Committees, and Rector of Binh Duong College of Education are responsible for implementing this Decision.
