Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Decree No. 86/2002/ND-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;
Pursuant to Decree No. 90/2002/ND-CP dated November 11, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Posts and Telecommunications;
Considering the proposal of the Minister of Posts and Telecommunications and the Minister of Home Affairs,
DECISION
Article 1. On establishment and provisions regarding the position and functions of the Vietnam Institute for Software and Digital Content Industry under the Ministry of Posts and Telecommunications
1. To establish the Vietnam Institute for Software and Digital Content Industry under the Ministry of Posts and Telecommunications.
2. The Vietnam Institute for Software and Digital Content Industry shall have the function of assisting the Minister of Posts and Telecommunications in researching, building, implementing strategies, policies, planning, and training human resources in the field of software industry and digital content industry.
3. The Vietnam Institute for Software and Digital Content Industry is a self-financing public service organization with legal personality, its own seal and separate bank account, operating funds provided from the state budget according to the law, headquartered in Hanoi City and having representative offices in Da Nang City and Ho Chi Minh City.
4. The Vietnam Institute for Software and Digital Content Industry has the international trade name of: National Institute of Software and Digital Content Industry of Vietnam, abbreviated as: NISCI.
Article 2. Responsibilities of the Minister of Posts and Telecommunications
The Minister of Posts and Telecommunications shall specify the functions, tasks, powers, and organizational structure of the Vietnam Institute for Software and Digital Content Industry.
Article 3. Effectiveness and Responsibility for Implementation
1. This Decision takes effect from the date of issuance.
2. The Minister of Posts and Telecommunications, Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, and Chairpersons of provincial People's Committees directly under the central government are responsible for implementing this Decision./.
