DECISION OF THE MINISTER OF HEALTH
Regarding the supplementation and amendment of Section G Part II of
"Temporary Guidelines for Managing Severe Acute Respiratory Syndrome issued together with Decision No. 888/2003/QĐ-BYT dated March 19, 2003 of the Minister of Health
THE MINISTER OF HEALTH
Pursuant to Decree No. 68/CP dated 11/10/1993 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Health;
Considering the Minutes of the meeting to seek expert opinions on infectious diseases and epidemiology held on March 21, 2003;
At the proposal of the Director of the Department of Treatment - Ministry of Health,
DECISION:
Article 1. Now, we amend and supplement Section G Part II of the "Temporary Guidelines for Managing Severe Acute Respiratory Syndrome" issued together with Decision No. 888/2003/QĐ-BYT dated March 19, 2003, as follows:
1. Patients may be discharged from the hospital when they meet all of the following criteria:
Having no fever for at least five days without antipyretic medication.
Functional status has returned to normal, overall condition is good, eating and sleeping normally.
Blood test results have returned to normal.
Chest X-ray: Lung lesions are stable or have improved for more than 48 hours after the fever subsides.
Measuring blood oxygen saturation: SpO2 above 90%, PaO2 above 60 mmHg (if conditions permit)
2. Transfer patients to another isolation area. The isolation area must have sufficient conditions for monitoring, treating, and caring for patients. After one week, if the patient's condition remains stable, then the patient can return home.
3. After discharge, patients must return for follow-up examination and chest X-ray once per week until the chest X-ray returns to normal.
4. If there are any abnormal signs after discharge, patients must immediately return for examination.
Article 2. This Decision takes effect from the date of signing and issuance, and replaces Section G "Discharge Criteria" as previously stipulated in the "Temporary Guidelines for Managing Severe Acute Respiratory Syndrome" issued together with Decision No. 888/2003/QĐ-BYT dated March 19, 2003.
Article 3. The Heads of the Office, Directors of the Treatment Department - Ministry of Health, Director of Bach Mai Hospital, Director of the Clinical Tropical Medicine Institute, Heads of hospitals and institutes under the Ministry with beds, Directors of Health Departments of provinces and centrally governed cities, Heads of health sectors are responsible for implementing this Decision.
