Pursuant to the Land Law dated July 14, 1993 and the Law Amending and Supplementing Certain Provisions of the Land Law dated December 2, 1998;
This Circular attaches technical inspection procedures for hand cranes used to raise and lower ammunition in the Ministry of National Defense. Within 10 working days from the date of receipt of the dossier as mentioned in Sub-clause b, Clause 1, Article 3 above, the Ministry of Foreign Affairs will review and submit to the competent authority for decision (Issues exceeding the Ministry of Foreign Affairs' jurisdiction will be referred to the Prime Minister for consideration and decision).In response to the People's Committee of Soc Trang Province (document number 1361/CV-HC.98 dated October 30, 1998) and the Land Administration General Department (report number 1416/TT-TCDC dated September 18, 1999),

Article 1. Recover 63,482 square meters of land in Ward 5, District 7, Soc Trang City, Soc Trang Province, and allocate the entire recovered area to the Management Board for the Construction of the Soc Trang City Waste Dump and Waste Treatment Station for the purpose of constructing the waste dump and waste treatment station.
The location and boundaries of the land plot are determined according to the land allocation map for the Soc Trang City waste dump project, number 10, scale 1/1000 established by the Land Administration Department of Soc Trang Province in September 1998.
After completing the construction of the waste dump and waste treatment station, the Management Board for the Construction of the Soc Trang City Waste Dump and Waste Treatment Station shall be responsible for transferring the project to the People's Committee of Soc Trang Province for management by the competent authority.
Article 2. Pursuant to Article 1 of this Decision, the People's Committee of Soc Trang Province shall be responsible for:
1. Determining the boundary markers on the map and on-site, and registering them in the State Land Registry;
2. Guiding compensation for land users whose land is being recovered;
3. Strictly supervising land use and environmental protection in accordance with the provisions of the law.
Article 3. The Ministers of Science, Technology, and Environment, Construction, Finance, the Director-General of the Land Administration General Department, the Chairman of the People's Committee of Soc Trang Province, the Director of the Soc Trang City Waste Dump and Waste Treatment Station Construction Project, and the Heads of related departments are responsible for implementing this Decision./.
