THE MINISTER OF PLANNING AND INVESTMENT
BASED ON THE GOVERNMENT'S DECREE NO. 61/2003/ND-CP OF JUNE 6, 2003, DEFINING THE FUNCTIONS, TASKS, AND POWERS OF THE MINISTRY OF PLANNING AND INVESTMENT;
BASED ON THE BIDDING REGULATIONS ISSUED BY THE GOVERNMENT ACCOMPANIED BY DECREES NO. 88/1999/ND-CP OF SEPTEMBER 1, 1999, NO. 14/2000/ND-CP OF MAY 5, 2000, AND NO. 66/2003/ND-CP OF JUNE 12, 2003, AND GUIDELINES OF THE MINISTRY OF PLANNING AND INVESTMENT AS PER CIRCULARS NO. 04/2000/TT-BKH OF MAY 26, 2000, AND NO. 01/2004/TT-BKH OF FEBRUARY 2, 2004;
AT THE PROPOSAL OF THE DIRECTOR OF THE BIDDING MANAGEMENT DEPARTMENT,
DECISION:
Article 1. ATTACHED TO THIS DECISION IS THE "BID DOCUMENT TEMPLATE FOR PROCUREMENT OF GOODS", REPLACING THE "GUIDANCE TEMPLATE FOR BID DOCUMENTS FOR PROCUREMENT OF GOODS" IN CIRCULAR NO. 04/2000/TT-BKH OF MAY 26, 2000 OF THE MINISTRY OF PLANNING AND INVESTMENT ON GUIDELINES FOR IMPLEMENTATION OF THE BIDDING REGULATIONS ACCOMPANIED BY GOVERNMENT DECREE NO. 88/1999/ND-CP OF SEPTEMBER 1, 1999 AND GOVERNMENT DECREE NO. 14/2000/ND-CP OF MAY 5, 2000.
Article 2. THIS DECISION SHALL TAKE EFFECT UNIFORMLY ACROSS THE COUNTRY 15 DAYS AFTER ITS PUBLICATION IN THE OFFICIAL GAZETTE.
Article 3. MINISTRIES, GOVERNMENT-LEVEL ORGANIZATIONS, GOVERNMENT-DIRECTED ORGANIZATIONS, PEOPLE'S COMMITTEES OF PROVINCES AND MUNICIPALITIES DIRECTLY UNDER THE CENTRAL GOVERNMENT, STATE ENTERPRISE GROUPS, AND ASSOCIATED ORGANIZATIONS ARE RESPONSIBLE FOR ENFORCING THIS DECISION./.
