THE MINISTER OF FINANCE
Pursuant to the National Reserve Law No. 17/2004/PL-UBTVQH11 dated April 29, 2004;
BASED ON Decree No. 77/2003/NĐ-CP dated July 1, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Pursuant to Decision No. 270/2003/QĐ-TTg dated December 24, 2003 of the Prime Minister stipulating the functions, tasks, authorities, and organizational structure of the National Reserve Corporation;
At the proposal of the Director of the National Reserve Corporation,
DECISION:
Article 1. Issued together with this Decision is the System of Catalogs and Standard Rates for the Storage of State Reserve Goods Directly Managed by the National Reserve Corporation.
The temporary loss rate for national reserve rice and paddy shall be implemented according to Decision No. 52/QĐ-BKH dated January 22, 2003 of the Minister of Planning and Investment.
Article 2. The unit price of products, goods, and services serving as the basis for establishing the above standards shall be calculated based on the average price of the fourth quarter of 2004. During the annual implementation of these standards, the National Reserve Corporation may calculate based on the actual price of products, goods, and services but not exceeding 50% of the average increase rate of goods and services published by the General Statistics Office.
Article 3. The Director of the National Reserve Corporation shall base on the System of Catalogs and Standard Rates for the Storage of State Reserve Goods issued together with this Decision to guide and organize its implementation in accordance with the specific conditions of subordinate units but not exceeding the rates already specified in the System of Catalogs.
Article 4. This Decision shall take effect fifteen days from the date of publication in the Official Gazette.
The System of Catalogs and Standard Rates for the Storage of Goods issued together with this Decision shall be applied for settling the costs of storing state reserve goods from 2004.
The Director of the National Reserve Corporation, the Head of the Financial Management Department, and the Heads of related units are responsible for implementing this Decision./.
