Article 1. "AMENDING AND SUPPLEMENTING POINTS b AND c OF CLAUSE 1, ARTICLE 14 OF THE REGULATIONS ON IMPORTING AND EXPORTING NATIONAL FOOD RESERVES ISSUED ALONG WITH DECISION NO. 62/2007/QT-BTC OF JULY 17, 2007 OF THE MINISTER OF FINANCE AS FOLLOWS:
- b. FOR COSTS OF IMPORTING AND EXPORTING NATIONAL FOOD RESERVES FOR RELIEF AND ASSISTANCE ACCORDING TO THE DECISION OF THE PRIME MINISTER, THE NATIONAL RESERVE REGION OR THE AGENCY, ORGANIZATION ASSIGNED THE TASK OF IMPORTING, EXPORTING, AND TRANSPORTING NATIONAL RESERVE GOODS FOR RELIEF AND ASSISTANCE SHALL BE RESPONSIBLE FOR PREPARING THE BUDGET OF COSTS TO REPORT TO THE NATIONAL RESERVE AGENCY FOR REVIEW AND DECISION. THE NATIONAL RESERVE AGENCY SHALL PROVIDE FUNDS TO THE UNIT PERFORMING THE RELIEF AND ASSISTANCE TASK.
- c. THE SOURCE OF FUNDS FOR IMPORTING AND EXPORTING NATIONAL FOOD RESERVES IS ALLOCATED IN THE BUDGET AT THE BEGINNING OF THE YEAR TO THE NATIONAL RESERVE AGENCY. THE NATIONAL RESERVE AGENCY IS RESPONSIBLE FOR MANAGING, USING, AND SETTLING THE BUDGET ACCORDING TO THE REGULATED SYSTEM. IF THE ALLOCATED BUDGET IS INSUFFICIENT, THE NATIONAL RESERVE AGENCY SHALL REPORT TO THE MINISTRY OF FINANCE TO PROVIDE ADDITIONAL FUNDS TO ENSURE THE COMPLETION OF THE ASSIGNED TASKS."
Article 2. THIS DECISION SHALL TAKE EFFECT 15 DAYS AFTER ITS PUBLICATION IN THE OFFICIAL GAZETTE.
Article 3. THE DIRECTOR OF THE NATIONAL RESERVE AGENCY, HEADS OF UNITS UNDER THE MINISTRY OF FINANCE ARE RESPONSIBLE FOR ENFORCING THIS DECISION./.
