TRAFFIC CONTROL

 

Traffic signal lights for traffic control are placed at busy and complex intersections of streets to indicate and control the movement of vehicles and pedestrians, ensuring traffic order, preventing accidents, and facilitating urban circulation.

The use of traffic signal lights for traffic control in cities must comply with the following rules:

 

A. TRAFFIC SIGNAL LIGHTS.

 

Traffic signal lights for traffic control consist of a system of three colors: red light, yellow light, and green light.

1. Red light indicates: Stop!

When the red light is on, then:

- Vehicles must stop before the first crosswalk and may turn right if there is no obstruction ahead, but they must signal their intention to turn right;

- Pedestrians must stop on the sidewalk and not cross the road.

2. Yellow light indicates: Be cautious and prepare to stop!

Or: Be cautious and prepare to go!

a) If the yellow light comes on after the green light, it signals "be cautious and prepare to stop" because the red light will follow.

In this case:

- Vehicles must stop before the first crosswalk, except those that have already passed the first crosswalk when the yellow light just turned on, who can continue moving.

- Pedestrians must stop on the sidewalk, except those who have stepped onto the road when the yellow light just turned on, who can continue moving.

b) If the yellow light comes on after the red light, it signals "be cautious and prepare to go" because the green light will follow.

In this case, vehicles and pedestrians prepare to pass through the intersection.

3. Green light indicates: Go!

When the green light is on, then:

- Vehicles move straight through the intersection and may turn right, left, or reverse direction if there is no obstruction ahead, but they must signal their intention to turn right, left, or reverse direction.

- Pedestrians cross the road within the limits of two crosswalks, i.e., in the designated pedestrian area.

4. Flashing yellow light indicates: Caution, danger, priority for vehicles on the right.

When the flashing yellow light is on, vehicles must slow down, signal with a horn (during the day) or lights (at night) before passing the intersection, and pay attention to give way to vehicles on the right.

Note: Especially, fire trucks performing duties have the right of priority to pass through the intersection even when there is a red or yellow light signal, but they must sound their horn continuously from a distance and be cautious to prevent accidents. Other vehicles and pedestrians must immediately yield to the fire truck.

 

B. PRINCIPLES FOR USING TRAFFIC SIGNAL LIGHTS

 

1. It is absolutely forbidden to turn on two colors of lights simultaneously for one direction; when one light turns off, the other light can be turned on.

2. When changing the color of the light from red to green or from green to red, it must necessarily go through the yellow light, meaning the yellow light turns on between the green and red lights, allowing vehicles sufficient time either to stop before the first crosswalk or to continue moving if they have already passed the first crosswalk of the intersection.

3. When the red light is on in direction A, the green light must immediately turn on in direction B (B intersects A) and vice versa, meaning the two signals of green and red must be applied simultaneously on intersecting directions.

As for the yellow light, when it turns on, it must illuminate all four sides, i.e., all directions.

4. Traffic signal lights apply to both vehicles and pedestrians.

 

C. PRINCIPLES FOR INSTALLING TRAFFIC SIGNAL LIGHTS

 

1. Traffic signal lights for traffic control are cylindrical or square columns with four identical faces (or three faces if the light is placed at a three-way intersection), each face having three colored lights arranged in the following order: Red light on top, yellow light in the middle, and green light at the bottom.

2. Each face of the red, yellow, and green lights must be made of reflective glass with a minimum diameter of 0.24 meters and must shine up to 100 meters when lit.

3. Traffic signal lights for traffic control are installed at intersections of streets according to the following methods:

- Placed at the center of the intersection, the height measured from the street surface to the bottom of the light is 3.50 meters.

- Or placed at the corners of the intersection, the height of the light pole measured from the sidewalk to the bottom of the light is 2.50 meters or more.

Specifically, the flashing yellow light can be independently arranged (without accompanying green or red lights) at intersections to warn of danger throughout the day and night.

4. Traffic signal lights can operate automatically or be controlled by traffic police.

5. Traffic control booths for traffic police should not be built on the road surface but constructed on the sidewalk and in places with clear visibility to observe all situations on the road from a distance.

 

D. HANDLING VIOLATIONS OF TRAFFIC SIGNAL LIGHT RULES
TRAFFIC SIGNAL LIGHTS

 

Controlling traffic with signal lights is a method of guiding traffic by traffic police in urban areas as prescribed in Article 22 of the new Decree No. 44-NĐ dated May 27, 1958 of the Ministry of Transport and Posts and Telecommunications. Therefore, anyone who does not comply with traffic control signals shall be considered to have violated Article 22 of the aforementioned decree and will be criticized or punished according to Article 43 of Decree No. 348-NĐ dated December 3, 1955 of the Ministry of Transport and Posts and Telecommunications depending on the circumstances.

To implement this Circular, localities must develop plans to widely publicize and disseminate traffic signal control information among the people, ensuring that everyone understands clearly and complies strictly; they must also study and organize traffic control using signal lights at necessary intersections in large cities (but must submit for review by the Ministry before construction); specifically, the Public Security Departments of Hanoi and Haiphong must base themselves on this Circular to correct traffic control using signal lights in their respective localities in accordance with general regulations.
