Pursuant to Decree No. 187/2007/ND-CP dated December 25, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications; Decree No. 50/2011/ND-CP dated June 24, 2011 of the Government amending Decree No. 187/2007/ND-CP dated December 25, 2007 stipulating the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications;

Pursuant to Resolution No. 06/NQ-CP dated March 7, 2012 on the Action Program of the Government for the 2011-2016 term;

Considering the proposal of the Director of the Ministry's Office,

DECISION:

Article 1. This Decision promulgates the Action Program of the Information and Communications Industry to implement Resolution No. 06/NQ-CP dated March 7, 2012 on the Action Program of the Government for the 2011-2016 term.

Article 2. This Decision takes effect from the date of issuance.

Article 3. The Director of the Office, Heads of the Planning and Finance Department, Heads of agencies and units under the Ministry shall be responsible for implementing this Decision.

Chapter I. OBJECTIVES AND REQUIREMENTS: - To concretize the contents of the Action Program of the Government to successfully implement Resolution No. 06/NQ-CP dated March 7, 2012 on the Action Program of the Government for the 2011-2016 term. - Agencies, units, and enterprises under the Information and Communications Industry, Provincial Departments of Information and Communications, based on their assigned functions, tasks, and powers, closely follow the Party's guidelines, state policies and laws, and the programs and plans of the Ministry of Information and Communications, focusing on implementing and completing the common tasks of the entire Industry to contribute to the successful implementation of the Government's Action Program for the 2011-2016 term. - Focus on implementing key tasks set forth in the Program such as stabilizing macroeconomic conditions, controlling inflation, ensuring sustainable economic development; restructuring state-owned enterprises operating in the information and communications sector, transforming the growth model towards higher quality, efficiency, and competitiveness; developing the industry and fields; continuing to improve the socialist-oriented market economy system; enhancing human resource quality, developing science and technology and knowledge-based economy; effectively performing information and propaganda work in all aspects of political, economic, and social life to improve people's living standards; enhancing the effectiveness of foreign affairs, actively and proactively integrating into the international community; intensifying administrative reform, improving management capacity and effectiveness; strengthening anti-corruption efforts.

Article 2. This Decision takes effect from the date of issuance.

Chapter II. TASKS TO BE CONCENTRATED ON GUIDANCE AND MANAGEMENT:

1. Stabilizing macroeconomic conditions, controlling inflation, ensuring sustainable economic development. Utilizing public financial resources efficiently. Reforming public expenditure policies, linking annual state budget preparation with medium-term financial planning and expenditure. Managing, distributing, and using financial resources effectively. Strictly monitoring, supervising, and auditing the use of the state budget and assets in budgetary units. Publicizing the results of inspections, audits, and handling at each level and unit; publicizing the financial status of state-owned enterprises. Strengthening price and market service management in the information and communications sector, ensuring a healthy, fair, competitive market serving economic and social development, people's livelihoods, and national defense security. Enhancing macroeconomic analysis and forecasting. Improving the information and statistical data system to serve the assessment of the situation and policy development for the Information and Communications Industry; enhancing the capacity for monitoring, evaluation, and forecasting to serve the formulation and management of Industry development plans, as well as timely warning of impacts on the economy.

2. Restructuring the economy in conjunction with reforming the growth model towards enhancing quality, efficiency, and competitiveness: Alongside continuing to transform structures, management models, and business operations in each sector under the Information and Communications industry, during the 2011-2016 term, efforts should be concentrated on innovating investment work and restructuring state-owned enterprises within the Industry. Restructuring investment, with a focus on public investment, aims to gradually reduce the proportion and enhance the effectiveness of capital from the state budget. Enact mechanisms and policies to strongly mobilize various sources of capital from all economic sectors for development investment, promoting restructuring in various fields within the Industry and allocating production forces across different regions. Strengthen management of investment from state budget funds, focusing capital on urgent projects, completing them quickly and putting them into operation to maximize benefits; prioritize funding for necessary and urgent projects that must be completed and counterpart funds for ODA projects; strictly control and clearly define sources of funds for newly initiated projects and works. Restructuring state-owned enterprises, with a focus on economic groups and state-owned corporations, to improve operational efficiency and better fulfill their roles as state-owned enterprises. Conduct classification of state-owned enterprises operating in the information and communications sector based on clearly defining the role of the State and state-owned enterprises to implement reorganization plans according to industry and business sectors without regard to management levels. Restructure each state-owned enterprise comprehensively regarding organizational models, management, finance, production and business plans, development investment, product structure, human resources; perfect regulations on the rights, obligations, and responsibilities of the owner, the representative of the owner, and managers in state-owned enterprises according to new government provisions, on the management mechanism of state capital and assets in enterprises, supervisory and inspection mechanisms, and penalty measures. Clearly distinguish business activities from public service tasks of enterprises. Publicize and make transparent the results of operations of state-owned enterprises operating in the information and communications sector, continue to build a fair competitive environment with other enterprises in different economic sectors, while having mechanisms and policies to promote restructuring in the private business sector. Build strong telecommunications and information technology enterprises capable of dominating the domestic market and gradually expanding internationally.

3. Developing sectors: Establish mechanisms and policies for development in sectors under the Information and Communications industry to implement the Party and State's policy aimed at promoting structural economic transformation towards leveraging comparative advantages; maximizing potential and efficiency; strengthening linkage, exploitation, and utilization of potential and strengths of key economic regions; creating more jobs and income for workers. Specifically for each sector as follows:

3. 1. Press Sector: Develop the amended Press Law; the National Information Strategy until 2020, with a vision to 2030. Complete the system of grassroots information institutions during the 2011-2016 period. Implement planning for the overall press system (including print newspapers, online newspapers, radio, and television) based on the principle: Development alongside good management of the press system. Enhance information and propaganda on the Party's guidelines, state policies, and laws to create social consensus. Vigorously carry out grassroots information and communication work during the 2011-2016 period. Review issued press licenses, clearly define the mission, functions, and tasks of press agencies to eliminate overlap and waste. Expand the radio and television network to remote areas, border regions, islands, nationwide, and internationally to serve foreign information tasks; cover the entire territory with terrestrial radio and television broadcasts; accelerate the popularization of listening and viewing devices to households. Diversify and develop various types of radio and television services, moving towards forming a competitive service market. Invest in developing digital radio and television technology, successfully implementing the terrestrial digital broadcasting transmission project in major cities. Re-plan the radio and television station system towards being leaner in number, richer in content, and improving program production quality to meet people's needs and reach a certain level in the region. Adjust the pay-television system to ensure it serves political information dissemination tasks well while meeting people's entertainment information needs. Increase the broadcasting of radio and television programs abroad in Vietnamese and multiple languages to serve overseas Vietnamese communities and foreigners interested in Vietnam. Implement the national foreign information strategy for the 2010-2020 period. Vigorously and comprehensively develop electronic information alongside managing content, linking electronic information development with economic and social activities. Develop policies to manage information on the Internet and mobile telecommunications consistent with technological convergence trends and broadband mobile telecommunications services; encourage the development of healthy content services provided by Vietnamese organizations and businesses to minimize the negative impact of harmful information.

3. 2. Publishing, printing, and distribution sector: Implement the amendment to the Law on Publishing. Develop and effectively implement the planning for the development of the publishing, printing, and distribution industry until 2020. Focus on synchronizing measures to create significant changes in state management over publishing, printing, and distribution activities, including strengthening management of printing activities, preventing illegal and unauthorized printing of publications and non-publication products. Complete the organizational model transformation of publishers according to legal provisions during the period from 2011 to 2016 and the shareholding reform of state-owned printing facilities; complete the construction of the model for public service units to develop book distribution systems from provincial centers to counties and the establishment of mechanisms and policies to bring books to remote rural areas, border regions, islands, and particularly difficult areas. Enhance publishing and printing technology. Diversify types of publications. Develop and perfect legal regulations to manage electronic publication and e-publishing activities. Promote socialization and mobilize resources to develop the publishing industry. Expand the publication market and enhance promotion and dissemination of Vietnamese publications abroad.

3. 3. Postal sector: Continue to improve the legal framework for postal services to develop a modern, extensive public postal network that meets societal needs. Develop postal services towards automation, informatization, diversification of service types with high-quality service available anytime, anywhere. Develop the postal market towards diversification and healthy competition; strive for the Vietnam Post Corporation's business operations to gradually achieve revenue balance and profitability. Improve the mechanism for managing public postal services; successfully implement the project to provide public postal services by 2013. Direct organizational and operational reforms of the Vietnam Post Corporation towards independence, separation from the Vietnam Posts and Telecommunications Group.

3. 4. Telecommunications and Internet sector: Focus on building mechanisms and policies, issuing regulatory legal documents; enforcing laws and policies to strengthen management of the telecommunications market; establish a fair competitive environment among businesses to sustainably develop the telecommunications market under a socialist-oriented market economy mechanism. Enhance the efficiency of telecommunications number usage, radio frequency, and ensure stable operation of the national Internet resource management system; develop new Internet resources to promote and ensure Internet activities in Vietnam. Implement licensing and auctioning of telecommunications resource usage rights to develop broadband access and digital television broadcasting services. Implement the planning for the technical control frequency radio system, improve frequency control capacity, interference handling, inspection, and supervision of radio frequencies. Implement the plan to develop the infrastructure of the Vietnamese Internet Center. Develop advanced telecommunications and Internet infrastructure compatible with the convergence trend between information technology and communication technologies; a nationwide information network with wide coverage, high speed, and quality. Continue to expand domestic and international Internet bandwidth to meet societal needs. Successfully deploy 3G mobile information networks and subsequent generations, launch additional telecommunications satellites, invest in upgrading and constructing new terrestrial and submarine optical cables. Socialize investment in infrastructure construction towards joint investment, sharing, and common use of infrastructure. Encourage enterprises of all economic sectors to invest in passive telecommunications infrastructure construction. Develop effective, high-quality telecommunications services at reasonable rates. Accelerate fiber-optic deployment to households, initially in major cities. Popularize mobile phones for individuals. Ensure information security in telecommunications activities. Develop and effectively implement the Public Telecommunications Service Provision Program until 2015. Speed up the pace and extent of public telecommunications service provision to narrow the development gap between regions. From 2011 to 2016, focus on supporting and increasing telephone and Internet density in the 69 poorest districts nationwide and remote island communes, border guard posts. Ensure directive and administrative information for Party and State agencies; information for disaster prevention, mitigation, and rescue operations.

3. 5. Information technology sector: Draft the Law on Cybersecurity. Improve the organizational structure and enhance the role of the National Steering Committee for Information Technology in supervising and directing the application and development of information technology; focus on urging relevant agencies to implement programs and projects to promote the application and development of information technology during the period from 2011 to 2015; advise the Government on policies and guidelines for developing information technology during the period from 2011 to 2015 and towards 2020. Accelerate the pace of development to achieve breakthroughs in the application of information technology in the operations of state agencies to build an electronic government, digital citizens, and digital enterprises. Establish national database systems to serve the development of an electronic government and technical infrastructure ensuring cybersecurity. Complete technical infrastructure to meet the needs of applying information technology at the commune and ward levels; provide most basic online public services at level 3 (allowing the processing of applications through the internet) to citizens and businesses. Consider promoting the development and application of information technology as a top priority in the industrialization and modernization process in each industry and field. Vigorously develop modern information technology infrastructure in an effective manner. Urge relevant ministries and sectors to establish national databases on citizens, land, housing, enterprises, serving the application of information technology in managing national resources. Promote the application of information technology and implement the National Program on the Application of Information Technology in State Agency Operations from 2011 to 2015. Enhance the ability to master technology and the effectiveness of managing information infrastructure and content to serve leadership, direction, and management by the Party and State; meet the requirements of providing and exchanging information for society, promoting economic and social development, ensuring national defense and security; ensure information security, national sovereignty in cyberspace. Implement state policies supporting and developing the information technology industry in the right direction, effectively performing the regulatory role of the state. Prioritize resources to implement programs for developing the software industry, digital content, hardware, and electronics, while focusing on attracting investment and promoting the development of the information technology service industry. Vigorously invest in developing concentrated information technology zones, business incubators, and information technology service centers for both domestic and international markets. Strengthen research capabilities in the fields of information technology and telecommunications, mastering and gradually creating new technologies for product manufacturing. Enhance research creativity, training high-level human resources with information technology skills in various industries. Establish several key shared laboratories nationwide on chip technology, sensor technology, core software, open-source software, embedded software, digital content, Vietnamese language processing, and cybersecurity. Strive to reach by the end of 2015, the competitiveness of Vietnamese enterprises will be among the leading countries in the region; Vietnam will be one of the leading countries in the region in providing information technology services and exporting information technology human resources.

4. Continue to improve the institutional framework for a socialist-oriented market economy: Focus on drafting laws and ordinances according to the legislative program of the Thirteenth National Assembly and annually, ensuring quality and progress. Prioritize incorporating into the program draft laws related to the three breakthrough areas of the Socio-Economic Development Strategy for 2011-2020, including: Improving the institutional framework for a socialist-oriented market economy; rapidly developing human resources, especially high-quality human resources; building a synchronized infrastructure system. Regularly review to promptly identify and proactively amend and supplement deficiencies and limitations in laws and regulatory legal documents in the information and communication sector within their authority and submit to competent authorities for decision-making amendments and supplements to move towards a unified, synchronized, accessible, and applicable legal system consistent with international integration requirements. Focus on the following priorities: - Ensuring freedom of business and equality between economic sectors. Continue to reform and improve the efficiency of state-owned enterprise operations. - Continue to reform the process of drafting and enforcing laws to ensure fair and transparent competition among enterprises of all economic sectors.

5. Improve the quality of education and the quality of human resources; develop science and technology and knowledge-based economy: Enhance the quality of education at educational institutions to meet the demand for human resources for development, contributing positively to implementing new economic growth models, increasing labor productivity, improving efficiency, and sustainable development. Achieve breakthroughs in vocational education quality, investing in building high-quality vocational training facilities (including vocational colleges and secondary vocational schools). Promote socialization in vocational education, establishing mechanisms and policies to encourage maximum participation of enterprises in vocational education development. Focus on prioritized investment in science and technology to directly serve the goal of technological innovation and enhancing the competitiveness of the industry; create national products with high productivity and added value, applying advanced technology, forming a system of scientific and technological enterprises. Enhance scientific research capabilities, creative capacity, and technological innovation, increase the contribution rate of science and technology to boost productivity, quality, and competitiveness of products. Fundamentally reform financial mechanisms suitable for the characteristics of scientific and technological activities.

6. Implement information and propaganda work on all aspects of political, economic, and social life in accordance with the guidance and orientation of the Party and the State: Direct information and propaganda activities to serve well the cause of building and defending the socialist Fatherland of Vietnam; actively combat false views and statements of opportunistic political elements and hostile forces, contributing to protecting territorial sovereignty; guide public opinion on pressing and sensitive issues to achieve social consensus. Enhance the quality and effectiveness of propaganda to bring Party guidelines, resolutions, State policies, and laws into daily life; promote propaganda on "Learning and practicing the moral example of President Ho Chi Minh"; tasks for economic and social development, curbing inflation, stabilizing macroeconomic conditions, ensuring social welfare, and linking with reforms in growth models, restructuring the economy, laying a solid foundation for higher growth.

7. Actively and proactively integrate into the international community: Synchronously and comprehensively implement foreign activities with focus and priorities, deepen and stabilize relations with partners, actively and effectively integrate into the international community, contributing to rapid and sustainable development and building an independent and self-reliant economy. Fulfill international commitments responsibly. Leverage the role and mobilize resources from overseas Vietnamese communities for the development of the Information and Communications sector. Strengthen cooperation and exchange experiences with international organizations and multinational corporations to attract and transfer technology, train strategic human resources for the sector. Create favorable conditions for businesses of all economic sectors to innovate technology, organize production, develop human resources, and actively participate in international economic integration to enhance the competitiveness of the sector. Effectively implement, monitor, and proactively carry out the opening process for commitments under the Vietnam-U.S. Bilateral Trade Agreement (BTA), the World Trade Organization (WTO), and negotiations to join the Trans-Pacific Partnership Agreement (TPP) in the fields of information and communication services.

8. Focus on administrative reform, improve capacity and efficiency in state management; strengthen anti-corruption efforts: Continue to vigorously promote administrative reform; implement the overall program for administrative reform during the 2011-2020 period, with emphasis on reviewing, controlling, and simplifying administrative procedures related to business and citizen activities. Enhance the quality and effectiveness of coordination among administrative agencies under the Ministry and Provincial Departments of Information and Communications. Review the organizational structure, transfer, and reassign staff to meet practical needs and new functions and tasks as stipulated in the amended Decree 187/2007/NĐ-CP dated December 25, 2007, of the Government on the organizational structure, functions, and responsibilities of the Ministry of Information and Communications. Organize the construction, revision, supplementation, and completion of the system of job titles for civil servants and officials (including leadership and management positions). Continue to build a professional cadre of civil servants; improve the quality and capability of the civil servant corps, especially those directly involved in policy formulation and leadership; establish a civil servant structure linked to job positions; strongly implement career employment systems. Continue to reform incentive policies to motivate and encourage cadres and civil servants. Firmly and synchronously implement measures to prevent and combat corruption; strengthen preventive and deterrent measures against corrupt behavior. Emphasize the responsibility of heads of agencies and units. Strengthen inspection and supervision to promptly identify, correct, and handle deficiencies and violations in state management activities and compliance with policies and laws by organizations and individuals; resolve complaints and petitions and address public grievances in a timely and lawful manner.

Article 3. The Director of the Office, the Head of the Planning-Finance Department, and the Heads of the agencies and units under the Ministry shall be responsible for implementing this Decision.

MINISTER ACTION PROGRAM Implementation of the industry's Information and Communications Program to implement Resolution 06/NQ-CP dated March 7, 2012, promulgating the Government's Action Program for the 2011-2016 term (annexed to Decision No. 915/QĐ-BTTTT dated May 29, 2012 of the Minister of Information and Communications)

Chapter III. IMPLEMENTATION:

1. Based on the main tasks and contents of this Action Program, in accordance with their assigned functions, duties, and authorities, the Heads of agencies and units under the Ministry, state-owned enterprises under the industry, and Provincial Departments of Information and Communications shall direct the development of their units' Action Programs for the entire term and concretize them into annual plan tasks; continue to develop, review, amend, and supplement mechanisms, policies, plans, programs, projects, and proposals to submit to the Government;

2. The Heads of agencies and units under the Ministry shall focus on directing, strengthening supervision, and urging the implementation of this Action Program; annually (before November 30), the agencies, units, Provincial Departments of Information and Communications, and enterprises shall organize reviews and evaluations of the results of the implementation of the Program and report to the Ministry for consolidation and reporting to the Government.

3. The Office of the Ministry shall take the lead, coordinate with the Planning-Finance Department and other units under the Ministry to monitor and urge the implementation of the Action Program, regularly report, and make recommendations to the Ministry to submit to the Government.

4. During the implementation process, if it is deemed necessary to amend or supplement specific contents in this Action Program, the units shall proactively report to the Ministry for consideration and decision.
