Regarding the establishment of the Steering Committee for the General Cooperation Plan between the Government of Vietnam and the United Nations organizations for the period 2006-2010the United Nations organizations during the period from 2006 to 2010
PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Decree No. 131/2006/ND-CP dated November 9, 2006 of the Government on the issuance of the Regulation on the use and management of official development assistance (ODA) sources;
Considering the proposal of the Ministry of Planning and Investment at Official Letter No. 4794/BKH-KTDD dated July 4, 2008,
DECISION:
Article 1. The Steering Committee for the General Cooperation Plan between the Government of Vietnam and the United Nations organizations for the period 2006-2010 (hereinafter referred to as the Steering Committee) is hereby established.
Article 2. The Steering Committee shall perform the following tasks:
1. Direct, inspect, and urge relevant agencies and localities in implementing the contents of the General Cooperation Plan between the Government of Vietnam and the United Nations organizations for the period 2006-2010 (hereinafter referred to as the General Plan), which has been approved by the Prime Minister.
2. Approve criteria and general principles for budget allocation from the General Fund for the General Plan, direct and recommend budget allocation.
3. Review implementation methods of the General Plan, assign responsibilities for managing each corresponding field. Establish measures to encourage, replicate successful models, approaches, and lessons learned during the implementation of the General Plan.
4. Determine necessary adjustments and resource requirements for implementing the General Plan for the next year.
5. Conduct annual and mid-term reviews of the implementation situation of the General Plan, monitor progress, and organize evaluations of the General Plan.
6. Draft and submit to the competent authority the annual report on the implementation of the General Plan.
7. Proactively propose solutions to the Prime Minister for effectively implementing the General Plan.
Article 3. Members of the Steering Committee include:
1. Co-Chairmen: One Deputy Minister of the Ministry of Planning and Investment and the Resident Coordinator of the United Nations organizations in Vietnam serve as Co-Chairmen.
2. Members:
- Representatives at the Department level of agencies managing aid: Office of the Government, Ministry of Finance, Ministry of Foreign Affairs, and Ministry of Planning and Investment.
- Country Representatives of some United Nations organizations in Vietnam representing participating United Nations organizations.
Based on the content of the Steering Committee meetings, the Co-Chairmen decide to invite representatives of related Ministries, sectors, and localities to participate.
3. The Ministry of Planning and Investment compiles the list of Steering Committee members based on nominations from related agencies.
Article 4. Mechanism and method of operation of the Steering Committee:
1. The Steering Committee meets regularly every six months (extraordinary meetings may be held when necessary). Meetings are convened by both Co-Chairmen.
2. The Steering Committee decides issues based on consensus. In case of differing opinions, the two Co-Chairmen will discuss to reach a final decision.
Article 5. The Ministry of Planning and Investment and the Office of the Resident Coordinator of the United Nations in Vietnam undertake secretarial duties for the Steering Committee.
- The Minister of the Ministry of Planning and Investment and the Resident Coordinator of the United Nations organizations in Vietnam determine the functions, tasks, and personnel of the Secretariat.
Article 6. The Steering Committee is permitted to use the seal of the Ministry of Planning and Investment according to the regulations of the Minister of the Ministry of Planning and Investment.
- Operating expenses of the Steering Committee are allocated in the annual budget of the Ministry of Planning and Investment and the Office of the Resident Coordinator of the United Nations.
Article 7. The Steering Committee will dissolve itself upon completion of the General Plan.
Article 8. This Decision shall take effect from the date of signing.
The Minister of the Ministry of Planning and Investment, Ministers, Heads of agencies concerned, Co-Chairmen, and members of the Steering Committee are responsible for implementing this Decision.
