Regarding the change of the cigarette import stamp model
THE MINISTER OF FINANCE

Pursuant to Decree No. 118/2008/NĐ-CP dated November 27, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Pursuant to Decree No. 12/2006/ND-CP dated January 23, 2006 of the Government detailing the implementation of the Law on Trade regarding trading activities, international trade, and agency buying, selling, processing, and transiting goods with foreign countries;
Pursuant to Circular No. 124/2007/TT-BTC dated October 26, 2007 of the Ministry of Finance guiding the printing, issuance, use, and management of cigarette import stamps and cigar import stamps;
Pursuant to Decision No. 2000/QD-BTC dated August 19, 2009 of the Minister of Finance concerning the transfer of tasks related to printing and issuing certain types of tax stamps to the General Department of Customs;
Considering the proposal of the Director-General of the General Department of Customs and the Director of the Financial Planning Department;
DECISION:
Article 1. Change the cigarette import stamp model (hereinafter referred to as "stamp") issued pursuant to Decision No. 2807/QD-BTC dated November 11, 2009 of the Ministry of Finance on the regulations for printing, issuing, managing, and using various types of tax collection documents related to import and export activities as follows:
- Stamp size: (22 x 45) mm
- Printing technique: The stamp is printed on paper with a yellowish floral background, with floral patterns interwoven. On the stamp, there are four lines of black text, three in Vietnamese and one in English, arranged and containing the following content:
Top line: “MINISTRY OF FINANCE OF THE SOCIALIST REPUBLIC OF VIETNAM”
Second line: “GENERAL DEPARTMENT OF CUSTOMS”
Third line: “CIGARETTE IMPORT STAMP”
Bottom line: “IMPORTED CIGARETTES STAMP” in smaller font than the Vietnamese text above it.
Below the four lines mentioned above is a red serial number.
Article 2. The new stamp model will be put into use from May 15, 2011.
Article 3. This Decision takes effect from the date of signature and abolishes the cigarette import stamp model implemented in Decision No. 2807/QD-BTC dated November 11, 2009 of the Ministry of Finance on the regulations for printing, issuing, managing, and using various types of tax collection documents related to import and export activities.
Article 4. The General Department of Customs shall be responsible for guiding the printing, issuance, management, distribution, and use of this new stamp model.
Article 5. The Heads of the Ministry of Finance's Office, the Director-General of the General Department of Customs, the Director-General of the General Tax Department, the Directors of the Tax Departments, the Directors of the Customs Departments of provinces and cities directly under the Central Government, and relevant organizations and individuals are responsible for implementing this Decision./.
