DECISION OF THE MINISTER OF PUBLIC SECURITY
On the List of State Secrets of Confidential Level in the Field of Natural Resources and Environment

Pursuant to the Ordinance on Protection of State Secrets dated December 28, 2000;
Pursuant to Decree No. 37/1998/NĐ-CP dated June 9, 1998 of the Government on the functions, tasks, powers, and organizational structure of the Public Security Force;
Pursuant to the Decree No. 33/2002/NĐ-CP dated March 28, 2002 of the Government detailing the implementation of the Ordinance on Protection of State Secrets;
After reaching consensus with the Minister of Natural Resources and Environment.
DECISION:
Article 1. The List of State Secrets of Confidential Level in the Field of Natural Resources and Environment includes information within the following scope:
1. Regarding water resources including:
a) Documents on water quality that have a serious impact on public life, economy, and society and have not been published;
b) Maps of specialized water usage planning in regions related to borders at scales of 1:25,000 and larger;
c) Hydrogeological maps at scales of 1:10,000 and larger;
d) Survey and design data for important water resource exploitation, utilization, and protection projects related to national defense, security, and other economic sectors;
đ) Data on losses caused by natural disasters or water-related accidents that are being handled and have not yet been published.
2. Regarding geological minerals including:
a) Coordinates and reserves of metal mines, gemstone mines, and radioactive elements that have not been published;
b) Mineral reserves included in the long-term national strategic reserve;
c) Geophysical data including absolute gravity field values and coordinates of gravity measurement points;
d) Specialized geological mineral maps based on topographic maps at scales of 1:10,000, 1:25,000, 1:50,000, and 1:100,000;
đ) Satellite images and aerial photographs of Vietnam containing locations of mines, factories, enterprises, industrial zones, etc.;
3. Regarding the environment including:
a) Data related to hazardous waste management that has an impact on the economy and society and has not been published or will not be published;
b) Information on cross-border environmental pollution issues related to national defense, security, economy, and society; information on environmental issues causing adverse effects on national interests;
c) Materials and samples collected through investigations, comprehensive national data on the consequences of chemical warfare on people and the environment in Vietnam that have not been published or will not be published;
d) Comprehensive analysis data on dioxins conducted by Vietnamese laboratories that have not been published or will not be published;
đ) Data and contents of research programs, topics, and projects on remediation of chemical warfare agents used in Vietnam that have not been published or will not be published.
4. Regarding Meteorology and Hydrology
Basic investigation materials on marine meteorology and hydrology that are being processed and have not been published or will not be published.
5. Regarding Surveying and Mapping including:
a) National surveying base data including geodetic origin, astronomical origin, satellite origin, absolute gravity value origin, height value origin, depth value origin;
b) Aerial film and photographs including digital aerial film and photographs and scanned products with coordinate determination data for areas larger than 200 km² on the ground;
c) Digital topographic maps and topographic map database at scales of 1:10,000, 1:25,000, 1:50,000, and 1:100,000;
6. Documents, data, and plans prepared for negotiations and agreements with foreign countries in the field of natural resources and environment that have not been published or will not be published.
7. Documents, regulations, and technical information about network security and safety for internal computer networks of the Ministry.
8. Scientific research projects, inventions, useful solutions, and special trade secrets in the field of natural resources and environment; research projects on natural resources and environment related to national defense and security that have not been published.
9. Accounting and statistical documents in the field of natural resources and environment that have not been published.
10. Information and documents on preparation for bidding and auctioning for the exploitation, use, protection, and development of natural resources and environment.
11. Cadre files of Deputy Director level and above of the Ministry, documents on cadre planning, disciplinary actions, and internal political issues that have not been published.
Article 2. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
This Decision replaces Decision No. 1101/2002/QĐ-BCA dated October 31, 2002 of the Minister of Public Security on the List of State Secrets of Confidential Level in the Field of Remediation of Chemical Warfare Agents Used by the United States in the Vietnam War. Functional units of the Ministry of Natural Resources and Environment and the Ministry of Public Security are responsible for monitoring and inspecting the implementation of this Decision.
Article 3. Ministries; agencies equivalent to ministries; government-affiliated agencies; People's Committees of provinces and centrally governed cities are responsible for implementing this Decision.
