PRIME MINISTER

Pursuant to the Government Organization Law issued on September 30, 1992;

To ensure that activities for the advancement of Vietnamese women are effective;

Considering the proposal of the Chairperson of the National Committee for the Advancement of Vietnamese Women and the Minister, Head of the Civil Service and Organization Department of the Government,

DECISION:

Article 1. The National Committee for the Advancement of Vietnamese Women assists the Prime Minister in performing the following tasks:

1. Advising the Prime Minister on the development and monitoring of implementation of national strategies and action plans for the advancement of Vietnamese women; coordinating with relevant agencies to propose to the Prime Minister the drafting of laws and policies related to gender equality and the advancement of women.

2. Coordinating with relevant agencies to monitor, urge, and inspect the implementation of laws and policies concerning women at ministries, sectors, and centrally-administered cities and provinces.

3. Coordinating with relevant agencies to promote, disseminate, and mobilize the implementation of laws and policies concerning women and the United Nations Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW); leading the preparation of the national report on the implementation of the CEDAW Convention in Vietnam.

4. The focal agency in the field of international cooperation on issues of gender equality and the advancement of women.

Article 2. Members of the National Committee for the Advancement of Vietnamese Women include:

1. Inviting the Chairperson of the Vietnam Women's Union to serve as Chairperson of the Committee.

2. Vice-Chairpersons of the Committee:

- One Deputy Minister of Education and Training,

- One Deputy Minister of Foreign Affairs.

3. Committee members:

- One Deputy Minister of Planning and Investment,

- One Deputy Minister of Finance,

- One Deputy Minister of Health,

- One Deputy Minister of Labor, Invalids, and Social Affairs,

- One Deputy Minister of Agriculture and Rural Development,

- One Deputy Minister of Culture, Sports, and Tourism,

- One Deputy Minister of Science and Technology,

- One Deputy Minister of Justice,

- One Deputy Head of the Civil Service and Organization Department of the Government,

- One Deputy Director of the National Committee for Child Protection and Care,

- One Deputy Director of the National Committee for Population and Family Planning,

- Inviting one Deputy Head of the Central Organization Department of the Communist Party of Vietnam,

- Inviting one Deputy Chairman of the Vietnam General Confederation of Labor,

- Inviting one Secretary of the Central Youth Union of Ho Chi Minh Communist Youth,

- Inviting one Deputy Chairman of the Vietnam Farmers' Union.

Committee members work on a part-time basis. The Chairperson of the Committee coordinates with the Heads of relevant agencies to submit to the Prime Minister for decision the list of Committee members.

Article 3. The Chairperson of the National Committee for the Advancement of Vietnamese Women decides to establish an Office to assist the Committee ensuring streamlined operations, efficiency, without creating separate staffing positions, and without increasing operational costs. The Office of the National Committee will have personnel from the Central Vietnam Women's Union participating in assistance.

The headquarters of the Committee is located at the central office of the Vietnam Women's Union. The Committee is provided with working conditions and facilities by the Central Vietnam Women's Union.

The operating regulations of the Committee are decided by the Chairperson of the Committee.

The Committee has its own seal and receives operational funding from the central office of the Vietnam Women's Union through the State.

Article 4. This Decision shall take effect fifteen days from the date of signature and shall replace Decision No. 72/TTg dated February 25, 1993 of the Prime Minister on the National Committee for the Advancement of Vietnamese Women.

Article 5The Chairperson of the National Committee for the Advancement of Vietnamese Women, Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of People's Committees of provinces and centrally governed cities, and Heads of relevant agencies and organizations are responsible for implementing this Decision./.
