Regulations on the organization, management, and implementation of the project

"enhancing young intellectuals volunteering to work at

Defense Economic Zones during the period 2010-2020"

 

Pursuant to Decree No. 104/2008/NĐ-CP dated September 16, 2008 of the Government on the Functions, Tasks, Authorities, and Organizational Structure of the Ministry of National Defense;

Pursuant to Decision No. 174/QĐ-TTg dated January 29, 2010 of the Prime Minister approving the Project "Enhancing Young Intellectuals Volunteering to Work at Defense Economic Zones during the Period 2010-2020";

Considering the proposal of the Director of the Department of Economy under the Ministry of National Defense,

PART I
GENERAL PROVISIONS

Article 1. Scope of Regulation and Applicability

1. These Circulars regulate the organization, management, and implementation of the Project "Enhancing Young Intellectuals Volunteering to Work at Defense Economic Zones during the Period 2010-2020" approved by Decision No. 174/QĐ-TTg dated January 29, 2010 of the Prime Minister (hereinafter referred to as Project 174).

2. These Circulars shall apply to the Project Management Boards at all levels, defense economic corps, young intellectual volunteer teams, members of young intellectual volunteer teams participating in this project, and organizations and individuals related to the operation and activities of Project 174.

Article 2. Objectives of Project 174

To leverage the vanguard role and voluntary spirit of young intellectuals participating in the cause of poverty reduction, economic and social development, combined with national defense consolidation, maintaining political security, and social order and safety in defense economic zones during the period 2010-2020.

Article 3. Implementation Period of Project 174

1. The implementation period of the project: From 2010 to 2020.

2. The working period for each phase of Project 174 at defense economic zones is 24 months.

a) The completion time of the voluntary mission of a Young Intellectual Volunteer Team Member is 24 months or more, calculated based on the actual working time stipulated in the responsibility contract signed between the Project 174 Management Board of the Defense Economic Corps and the Young Intellectual Volunteer Team Member.

b) A Young Intellectual Volunteer Team Member who completes the project's mission and wishes to continue participating in the project may be considered for signing a voluntary responsibility contract again but not exceeding the end date of the project.

Article 4. Definitions

1. The Project Management Board "Enhancing Young Intellectuals Volunteering to Work at Defense Economic Zones" of the Ministry of National Defense is abbreviated as the Project 174/BQP Management Board.

2. The Project Management Board "Enhancing Young Intellectuals Volunteering to Work at Defense Economic Zones" of military regions, military corps, and defense economic corps is abbreviated as the Project 174/QK Management Board (name of military region), Project 174/BĐ Management Board (name of military corps), Project 174/Corps Management Board (name of defense economic corps).

3. Provinces, military regions: Refers to provinces and military regions with defense economic zones participating in the project.

4. Young Intellectual Volunteer Team Members: Refers to League members and youth who have graduated from universities, colleges, and vocational schools voluntarily working at defense economic zones and having been contracted by competent authorities.

5. Young Intellectual Volunteers participating in Project 174 are called Young Intellectual Volunteer Team Members 174.

6. The Young Intellectual Volunteer Team of the Defense Economic Corps is called the Young Intellectual Volunteer Team 174/Defense Economic Corps (name of defense economic corps).

7. Responsibility Contract: Refers to the Responsibility Contract between Young Intellectual Volunteer Team Members and the Project 174 Management Board of the Defense Economic Corps, where one party undertakes to perform project tasks and the other party manages and ensures the rights of young intellectuals according to the Prime Minister's regulations, and the contract is governed by the Civil Code.

Chapter II
ORGANIZATIONAL SYSTEM, TASKS, LIMITATIONS

OF THE PROJECT MANAGEMENT AUTHORITY UNITS

Article 5. Project 174 Organizational System and Management

1. Project 174/BQP Management Board.

2. Project 174/QK, BD Management Board.

3. Project 174/Doan KTQP Management Board, Command Unit, Detachment, Young Volunteer Intellectual Team 174.

The Project 174 organizational operation system ceases operations when the project concludes.

Article 6. Project 174/BQP Management Board

The organization, tasks, and authorities of the Project 174/BQP Management Board shall be stipulated by the Minister of National Defense.

Article 7. Project 174/QK, BD Management Board

1. The Commander of Military Regions and Economic Corps decides to establish the Project 174 Management Board at their level, headed by a Comrade in charge of the Command; the Deputy Head of the Economic Management Department serves as the Permanent Deputy Head; members of the Management Board include departments such as Military Affairs, Finance, Propaganda, Youth... from the Military Region and Economic Corps; additional invitations may be extended to provincial leaders, provincial youth unions, and heads of provincial military commands related to the project. The economic management department or planning department serves as the permanent office of the management board.

2. Military Regions and Economic Corps may establish their own steering boards and instruct provincial military commands and defense economic corps to establish Project Management Boards, ensuring that Military Regions and Economic Corps guide the Management Boards to effectively implement the project, coordinate well with local authorities and provincial youth unions.

Article 8. Tasks and Authorities of the Project 174/QK, BD Management Board

1. Coordinate activities between Military Regions, Economic Corps, localities, and Defense Economic Corps to implement Project 174 tasks within their units; use seals and accounts of Military Regions and Economic Corps for transactions, reports, and financial activities of the project in accordance with state regulations.

2. Mobilize young volunteer intellectuals to work in military units to participate in socio-economic development in defense economic zones. Survey and understand socio-economic conditions, quantity, and industry structure requirements for young volunteer intellectuals within the scope and area of the project.

3. Direct and organize the selection process; decide on specific lists of Young Volunteer Intellectual Team members assigned to work in suitable units based on the need for young volunteer intellectuals. Direct the Defense Economic Corps to sign responsibility contracts with each team member, provide vocational training for team members.

4. Guide the Defense Economic Corps in organizing, managing, and operating the activities of young volunteer intellectual teams; receive, manage, and utilize project funds according to regulations; ensure living conditions, working conditions, and activities for team members. Fully resolve preferential policies for team members during and after the completion of the project according to regulations.

5. Organize regular inspections, evaluations, and reporting every six months, annual summaries, and final reviews every two years; carry out commendation and reward work in accordance with regulations of the Ministry of National Defense.

Article 9. Project 174/Defense Economic Corps Management Board

The Director of the Defense Economic Corps decides to establish the Project 174 Management Board at their level, headed by a Comrade in charge of the Corps; the composition of the Project 174 Management Board of the Defense Economic Corps is determined by the Management Board of the Military Region or Economic Corps. The planning department serves as the permanent office of the management board.

Article 10. Tasks and Authorities of the Project Management Board 174/Economic Defense Corps

1. Be responsible for implementing the project according to the guidance of the higher-level Project Management Board 174; be authorized to use the seal and account of the Economic Defense Corps for transactions, reporting, and financial activities of the project in accordance with the regulations of the State.

2. Bear full responsibility for young intellectuals who voluntarily work at their unit regarding benefits, preferential policies, reception, management, accommodation, living conditions, and activities, as well as work plans of voluntary young intellectuals.

3. Prepare budgets, receive, manage, and settle accounts for funds in accordance with current regulations.

4. Establish mechanisms to coordinate with localities and grassroots Youth Unions to create favorable conditions for voluntary young intellectuals to play their roles effectively in the locality.

5. Based on relevant regulations, cooperate with localities to resolve emerging issues (complaints, policies, remedying consequences, etc.) within the scope of authority; propose solutions for issues beyond the scope of resolution to the higher-level Project Management Board 174.

6. Based on the aspirations, capabilities, political qualities, and work results of voluntary young intellectuals, proactively advise superiors and collaborate with the Project Management Board 174 and relevant departments at various levels to develop policies and mechanisms to attract volunteers to stay and establish long-term careers in the locality; mobilize localities to support funding for members of the 174 Young Intellectual Volunteer Team.

7. Implement social insurance, unemployment insurance, and health insurance for members of the 174 Young Intellectual Volunteer Team directly with the Social Insurance of the Ministry of National Defense as public institutions under the military that are autonomous in organizational structure, staffing, and finance.

8. Organize inspections, evaluations, mid-term reviews, final summaries, and commendations.

9. Regularly report on the situation, results of activities, emerging needs, and recommendations to the higher-level Project Management Board 174 and related local government organizations for consideration and resolution before the 20th day of the last month of each quarter.

Article 11. Organization, Tasks, and Authorities of the Command Board, Sub-Units, and Groups of the 174 Young Intellectual Volunteer Team

1. Organization:

The Director of the Economic Defense Corps decides to establish the 174 Young Intellectual Volunteer Team and the Command Board of the 174 Young Intellectual Volunteer Team based on specific conditions. The 174 Young Intellectual Volunteer Team may be divided into sub-units and groups under the command and management of the Director of the Economic Defense Corps. The activities of young intellectual volunteers are organized and commanded by agricultural and forestry farms, regiments, production teams under the Economic Defense Corps.

2. Tasks and Authorities of the Command Board, Sub-Units, and Groups of the 174 Young Intellectual Volunteer Team:

a) The Command Board of the 174 Young Intellectual Volunteer Team oversees the activities of sub-units and group teams of young intellectual volunteers and implements tasks assigned by the Director of the Economic Defense Corps.

b) The Command Board of the team stipulates regular periods for group teams and sub-units to convene meetings to report results and review the implementation of assigned tasks.

Chapter III
STANDARDS AND TASKS OF THE MEMBERS OF THE 174 YOUNG INTELLECTUAL VOLUNTEER TEAM

Article 12. Selection criteria for members of the Volunteer Young Intellectuals Team 174

Male and female young people aged from 20 to 30; having graduated from universities, colleges, and vocational schools; possessing good moral character and health, strong political resolve, willing to work at economic zones under national defense management, signed a responsibility contract with the National Defense Economic Corporation, and admitted into the Volunteer Young Intellectuals Team 174.

Article 13. Tasks of members of the Volunteer Young Intellectuals Team 174

Members of the Volunteer Young Intellectuals Team shall perform tasks as stipulated in Clause 1, Article 2 of Decision No. 174/QĐ-TTg dated January 29, 2010 of the Government, specifically as follows:

1. Participate in activities contributing to socio-economic development:

a) Carry out tasks assisting local authorities in disaster prevention and control, fire fighting, search and rescue operations; conducting investigations, planning, construction; implementing programs and models of socio-economic development projects aimed at rapidly and sustainably reducing poverty in national defense economic zones;

b) Guide, direct, organize activities transferring and applying advanced science and technology to young people and the public; introduce and organize demonstration sites for new technologies, high-yield crops and livestock breeds linked to market demand; build clusters (points) of communities with progressive cultural lives and rich ethnic characteristics;

c) Survey and investigate local potentials, plan and guide the structure of production and industries; assist households in establishing and implementing development projects, breaking the monoculture and purely agricultural situation in rural and mountainous areas. Promote traditional trades of each region, locality, and ethnic group, and develop new trades suitable for overall social development;

d) Participate in designing, supervising construction, and planning basic infrastructure in rural areas (transportation, irrigation, electricity, drinking water, etc.);

2. Participate in cultural and educational activities:

a) Propagate and disseminate Party policies and State laws to young people and the public. Strengthen activities building solidarity among the masses at the grassroots level;

b) Participate in eradicating illiteracy, preventing re-illiteracy, and promoting universal education through propaganda and mobilization of young people and illiterate individuals to attend school; organizing and opening classes for teaching in villages, hamlets, and communes;

c) Propagate, introduce, participate in guiding and managing cultural activities, mobilizing the establishment of new lifestyles, eliminating outdated customs and superstitious beliefs;

3. Participate in social welfare activities at the local level:

a) Assist combined military-civilian medical facilities in providing initial healthcare, maternal and child health care, propagating and guiding the public on family planning, clean water supply, rural environmental sanitation, combating malnutrition in children, expanded immunization, malaria prevention, iodized salt usage, etc.;

b) Coordinate with local authorities and mass organizations to propagate and participate in preventing drug addiction, HIV/AIDS, and other social evils in rural and mountainous areas;

c) Participate in implementing military rear support policies, the "repaying kindness" movement, caring for and assisting families of war invalids, martyrs, those who have contributed to the revolution, and families of military personnel;

4. Participate in strengthening unity, organization, and education of young people:

a) Collaborate with grassroots youth organizations to implement youth work programs;

b) Participate in building, consolidating, and maintaining activities of social organizations such as women's unions, youth leagues, pre-marriage and young family clubs, science and technology dissemination clubs, etc.;

c) Participate in organizing cultural, artistic, and sports activities, contributing to improving the spiritual cultural life of young people and the public in project areas;

d) Participate in childcare and education for juveniles and children;

5. Participate in building strong units and grassroots political systems:

a) According to their capabilities, members of the Volunteer Young Intellectuals Team have the responsibility to participate in building strong levels of the Communist Party, units, localities, and political-social organizations;

b) Members of the Volunteer Young Intellectuals Team must comply well with unit regulations regarding management and operation of tasks during the implementation of responsibility contracts and assigned positions;

c) In cases where there are requests from localities for unit management, members may participate in positions within the Party, Government, and mass organizations' machinery, and establish long-term ties with the locality.

6. Actively study and train to improve professional skills, expertise, and business knowledge; be ready to undertake necessary tasks assigned by the National Defense Economic Corporation, the Command of the Volunteer Young Intellectuals Team 174, and the direct unit command when required.

Article 14. Expressing Wishes and Complaints

The wishes and complaints of the Young Intellectual Volunteers Team 174 during the implementation of the project shall be handled according to the principle of hierarchical reporting from groups, sub-units, young intellectual volunteer teams up to the directly managing unit and the Head of the Economic Defense Corporation for resolution; if beyond their capacity to resolve, the Economic Defense Corporation shall report to the Project Management Board 174 at higher levels.

Chapter IV
PRIVILEGE REGIME FOR YOUNG INTELLECTUAL VOLUNTEER TEAM 174

VOLUNTEER 174

Article 15. During the working period in the economic defense zone

Young intellectual volunteers participating in Project 174 shall enjoy the benefits stipulated in point a, Clause 2, Article 2 of Decision No. 174/QĐ-TTg dated January 29, 2010 specifically:

1. Monthly allowance for living expenses:

a) Living allowance calculated based on the salary grade 1 rate specified in the Salary Table for professional and technical staff in state agencies (annexed to Decree No. 204/2004/NĐ-CP dated December 14, 2004 of the Government) compared to the current minimum wage applicable to state civil servants as prescribed by the Government, including three levels:

- Level 1 with a coefficient of 2.34 applicable to university graduates;

- Level 2 with a coefficient of 2.10 applicable to college graduates;

- Level 3 with a coefficient of 1.86 applicable to intermediate vocational school graduates.

The monthly living allowance is calculated by multiplying the salary coefficient with the general minimum wage.

b) Additional allowances: National defense and security service allowance; regional allowance; special allowance; responsibility allowance; mobility allowance; hazardous work allowance; food support money; professional preference allowance; professional attraction allowance (if any); electricity and water living expenses and clothing... as currently regulated. The subjects, conditions, calculation methods, and time of enjoyment of each type of allowance are the same as those for defense workers currently working in the same area.

c) Support for the difference in daily food allowance between defense workers currently working in the economic defense zone and infantry non-commissioned officers and soldiers according to current regulations, only paying food allowance at the level of infantry non-commissioned officers and soldiers (including rice subsidy if any); the difference is guaranteed by the unit and settled with the higher authority.

2. Participate in and enjoy mandatory social insurance, health insurance, and unemployment insurance as prescribed by law. The employer's contribution to social insurance, health insurance, and unemployment insurance is covered by the State budget. Units employing young intellectual volunteers have the responsibility to collect from each individual and the employer's contribution mentioned above for the Social Insurance Department of the Ministry of National Defense as prescribed.

3. Provided with a sum of money to purchase quilts, mosquito nets, uniforms, shoes, and uniform clothing. The value is based on the actual annual budget approved by the competent authority.

4. During the working period in the economic defense zone, they are entitled to one leave of absence per year (full 12 months); the leave duration is applied according to the regime for defense workers and travel expenses are reimbursed.

5. If injured or killed during the working period under one of the circumstances prescribed in Articles 3, 11, and 17 of Decree No. 54/2006/NĐ-CP dated May 26, 2006 (guiding the implementation of certain provisions of the Ordinance on Preferential Treatment for Persons Contributing to the Revolution), they will be considered and recognized to enjoy policies similar to those for war invalids or recognized as martyrs.

6. Other preferential regimes:

a) Initial support equivalent to 10 months of the general minimum wage; if the young intellectual volunteer unilaterally terminates the responsibility contract, they must repay 100% of this support amount;

b) Arranged accommodation and workplace ensuring living standards according to specific conditions of each unit;

c) Equipped with work tools and labor protection equipment according to profession as prescribed for defense officials and workers currently working in economic defense zones; young intellectual volunteers engaged in literacy eradication, anti-literacy recurrence, and universal education in areas with special socio-economic conditions enjoy policies for teachers and officials working in areas with particularly difficult socio-economic conditions.

d) Reimbursed travel expenses according to the current travel expense quota system for state agencies and public institutions;

đ) Exempted from military service obligations during participation in the project, exempted from military service when completing project tasks (for 24 months or more), and granted a basic military training course completion certificate;

g) Allowed to participate in activities of Party organizations and mass organizations at workplaces managed by military units; considered for admission to the Party and Youth League if eligible; provided opportunities to participate in political, economic, and social activities in localities and attend political training courses when required.

h) Young intellectual volunteers participating in the project for 12 months or more, if seeking employment at other units or bases, may be considered and facilitated by the management unit to terminate the responsibility contract and process transfer procedures;

i) In addition, young intellectual volunteers also enjoy other specific preferential regimes prescribed by the management unit, local authorities, and relevant ministries and sectors.

Article 16. After completing the project's mission

The young intellectuals participating voluntarily in Project 174 shall enjoy the benefits prescribed in Point 2, Clause 2, Article 2 of Decision No. 174/QĐ-TTg dated January 29, 2010, specifically:

1. Those who work for at least 24 months shall be entitled to a one-time allowance equivalent to three months' living expense subsidy of the month when the project mission ends. If less than 12 months, they will not be entitled to such allowance.

In cases where they work for at least 12 months but less than 24 months, and are confirmed by the Head of the Economic Zone Defense Unit as having completed their mission, they shall be entitled to an allowance equivalent to one and a half months' living expense subsidy.

2. They shall be recognized by the Social Insurance Department under the Ministry of National Defense to retain their social insurance contribution period on their social insurance book for those who have been issued a social insurance book.

3. They shall be granted a certificate by the Ministry of National Defense certifying that they have completed the mission of the "Strengthening Young Intellectuals Volunteering to Work in Economic Zones of National Defense during the 2010-2020 Period" Project and shall be considered for the award of the "Voluntary Youth" medal.

4. If they wish to stay long-term at the place where they volunteered to work, they shall be given priority by local authorities in job selection and placement, provided with accommodation conditions, production means, and living conditions to stabilize their life.

5. If they wish to establish a business, bring their family to settle down, or build a family and settle down in the working area, they shall be entitled to additional support for relocation according to current regulations.

6. They shall be granted bonus points when taking the examination to become civil servants or public officials according to the provisions of the law; if recruited as civil servants or public officials, they shall not have to undergo the probationary period or trial period and shall be immediately appointed to the position they were recruited for; after being appointed to the position, their initial salary increase shall be earlier than the current regulation by twelve months.

7. They shall be given priority in admission to college, university, postgraduate studies, and doctoral programs both domestically and internationally, or to go abroad for temporary labor if they so wish and meet the criteria; if they participate in the admission examination for college, university, and postgraduate programs, they shall be given priority in adding points to their results according to the regulations of the Ministry of Education and Training.

8. Those team members with outstanding achievements who wish to work long-term in the Economic Zone Defense Unit shall be given priority in recruitment and employment in accordance with the staffing regulations of the Ministry of National Defense.

Chapter V
IMPLEMENTATION PROCEDURES OF PROJECT 174

Article 17. Planning Work

1. Levels implementing Project 174 from the Ministry of National Defense, Military Region, and Economic Zone Defense Unit shall prepare overall and detailed plans for the implementation of the project at their level and submit them to the Ministry (through the Economic General Department of the Ministry of National Defense and the Finance General Department of the Ministry of National Defense) for consolidation and reporting to the competent authority for approval of the budget estimate for the planning year and capital disbursement schedule.

2. The content of the implementation plan must clearly define tasks to be performed, timelines, and the assignment of responsibilities among members involved in the implementation. The Economic Zone Defense Unit shall direct and specify in detail the planning activities of the 174 Young Intellectual Volunteer Teams.

Article 18. Recruitment Process for Young Intellectual Volunteers 174

1. The Economic Zone Defense Unit shall be responsible for surveying and proposing the demand for young intellectual volunteers by profession and qualification levels to the upper-level Project Management Board; the 174 Project Management Board under the Ministry of National Defense shall balance and allocate quotas for each round to each Economic Zone Defense Unit. During the implementation of the project, the 174 Project Management Board has the right to mobilize Young Intellectual Volunteer Team members within its scope and report to the upper-level Project Management Board; in cases where recruitment and utilization do not meet the quota, the lower-level 174 Project Management Board must report to the upper-level Project Management Board to promptly adjust between units.

2. The Head of the 174 Project Management Board under the Military Region and Defense Zone shall decide to establish the Young Intellectual Volunteer Recruitment Board for the Economic Zone Defense Unit under their jurisdiction (hereinafter referred to as the Recruitment Board). The Recruitment Board shall be headed by the Head of the Economic Zone Defense Unit, with at least two members from the 174 Project Management Board under the Military Region and Defense Zone (one of whom is a member of the Provincial Youth Union). The Recruitment Board shall be assisted by staff from the Economic Zone Defense Unit and the Provincial Youth Union.

3. Launching the movement of young intellectuals volunteering to participate in Project 174: widely publicizing through mass media and universities, colleges, and vocational schools.

4. Young intellectuals wishing to volunteer shall register and submit their application to the Recruitment Board at the Economic Zone Defense Unit and the Provincial Youth Union. The application package includes: a voluntary application form confirmed by the grassroots youth organization managing the applicant; a brief resume with photo and confirmation by the local commune (ward) where the applicant's permanent residence registration is located; a health check-up report with photo, HIV/AIDS test result, and health assessment by the district-level healthcare facility; copies of certificates and graduation diplomas (if selected, original copies with certified true copies shall be submitted). Priority in selection shall be given to applicants who provide proof of preferential treatment (as stipulated in Decree No. 116/2003/NĐ-CP and Decree No. 121/2006/NĐ-CP).

5. The Recruitment Board shall review applications and select candidates, then report the results to the Head of the 174 Project Management Board under the Military Region and Defense Zone for approval.

6. Based on the approval decision of the 174 Project Management Board under the Military Region and Defense Zone, the Recruitment Board shall notify the time and location for the selected young intellectuals to gather.

Article 19. Signing and terminating responsibility contracts for young intellectuals participating voluntarily 174

1. The Economic Defense Corps shall coordinate with localities to organize ceremonies for receiving and launching each phase of the project, signing responsibility contracts with selected young intellectual volunteers, and organizing training on necessary regulations for young intellectual volunteers before they start working at units.

2. At the end of each phase of the project, the Economic Defense Corps shall organize the acceptance of results achieved by young intellectual volunteer teams, implement preferential benefits for young intellectual volunteers, terminate responsibility contracts, prepare contents for interim reviews, and present certificates and badges of voluntary youth to young intellectual volunteer team members.

Article 20. Completion of each phase and completion of the project

1. At the end of each phase, the Management Board 174 of the Economic Defense Corps shall conduct interim reviews and complete procedures for accepting project implementation results with the upper-level Project Management Board 174. The upper-level Project Management Board 174 shall compile and report to the Project Management Board 174/BQP.

2. The Project Management Board 174/BQP shall compile and conclude evaluations of project implementation results, report to the Minister of National Defense and the Prime Minister.

Article 21. Reporting System

1. Regularly monthly, young intellectual volunteers 174 shall report on the results of their implementation and subsequent work plans to their groups, which then report to platoons, platoons report to teams, and teams report to the Economic Defense Corps (depending on conditions, the Economic Defense Corps Commander will specify details).

2. The Project Management Board 174/QK, BD shall be directly guided by the Project Management Board 174/BQP regarding matters related to the project, report on the use of funds and project implementation results, propose recommendations to the Project Management Board 174/BQP, Provincial Party Committee Standing Committee, Provincial People's Council, and Provincial Youth Union regularly before May 20th and November 1st each year.

3. The Project Management Board 174/BQP shall be responsible for compiling and reporting annually on the situation and results of project implementation to the Minister of National Defense and the Prime Minister, while resolving issues arising in relation to the project.

Chapter VI
IMPLEMENTING PROVISIONS

Article 22. Implementation funds, disbursement mechanisms, settlement and finalization

1. The source of funds to pay preferential benefits for young intellectual volunteers 174 and other expenses for implementing Project 174 shall be guaranteed from the state budget according to the annual budget of the Ministry of National Defense decided by the competent authority.

2. Procedures for preparing budgets, disbursing, managing, accounting, and settling and finalizing project implementation funds shall be carried out in accordance with the State Budget Law and guiding documents.

Project management boards at all levels and the Economic Defense Corps shall use funds strictly in accordance with approved budget contents and current financial accounting regulations. Funds ensuring the operation of project management boards at all levels shall be supported from project management funds according to the annual budget approved by the competent authority, including regular expenditure items such as:

a) Project management board activity costs include: Organizing propaganda and mobilization activities for young intellectuals to participate in the project, selection work, technical, political-military training organization, office equipment support, office supplies support, travel and information support, urging, inspection, supervision, issuing identity cards for young volunteer intellectuals, costs for newspapers, radio, television, and other project management board activities such as interim and final reviews, commendations...

b) Costs to ensure other activities of young intellectual volunteers include: Organizing propaganda on the Party's policies and laws for the people, mobilizing ethnic minorities to adopt new lifestyles; coordinating with provincial and district youth unions and localities to implement activities according to organizational tasks; updating knowledge and learning ethnic languages; costs for supporting model and movement training activities at village and hamlet levels; office equipment and supplies support.

3. External support outside the project must be strictly managed, used for intended purposes, and support for team members must be disbursed directly to each member, timely and in accordance with regulations.

Article 23. Rewards and Disciplinary Measures

The reward and disciplinary system for the volunteer young intellectuals team 174 shall be implemented in accordance with current state regulations and those of the Ministry of National Defense.

Article 24. Effective Date

This Circular shall take effect 45 days from the date of signature. The provisions set forth in this Circular shall be implemented as of January 29, 2010.

Article 25. Responsibilities for Implementation

1. Heads of relevant agencies and units shall be responsible for organizing and directing the implementation of the provisions of this Circular.

2. During the process of implementation, if issues that require supplementation or modification are discovered, individuals and organizations concerned are requested to promptly report them to the Ministry of National Defense for study and resolution.
