CIRCULAR
ISSUING TECHNICAL REGULATIONS ON EMISSIONS OF MOTORCYCLES AND MOPEDS PARTICIPATING IN ROAD TRAFFIC
On the basis of Law on Standards and Technical Regulations June 29, 2006 and Law Amending and Supplementing Certain Provisions of the Law on Standards and Technical Regulations June 14, 2025;
On the basis of Environmental Protection Law November 17, 2020;
On the basis of Law on Traffic Order and Safety on Roads June 27, 2024;
Decree No. Decision No. 127/2007/NĐ-CP August 1, 2007 of the Government detailing implementation of certain provisions of Law on Standards and Technical Regulations and Decree No. 78/2018/NĐ-CP May 16, 2018 of the Government amending and supplementing certain provisions of Decree No. Decision No. 127/2007/NĐ-CP August 1, 2007 of the Government detailing implementation of certain provisions of Law on Standards and Technical Regulations;
Decree No. Decision No. 35/2025/NĐ-CP February 25, 2025 of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
At the proposal of the Director of the Environment Department, the Head of the Science and Technology Department;
The Minister of Agriculture and Rural Development issues this Circular to promulgate National Technical Regulations on Emissions of Motorcycles and Mopeds Participating in Road Traffic.
Article 1. Accompanying this Circular is the National Technical Regulation on Emissions of Motorcycles and Mopeds Participating in Road Traffic (QCVN 99:2025/BNNMT).
Article 2. Effective Date
This Circular takes effect from June 30, 2026.
Article 3. Implementation Schedule
The schedule for applying the National Technical Regulation on Emissions of Motorcycles and Mopeds Participating in Road Traffic shall be implemented according to the regulations of the Prime Minister.
Article 4. Organization of Implementation
1. Ministries, agencies at the ministerial level, People's Committees at all levels, and related organizations and individuals are responsible for implementing this Circular.
2. During the implementation of this Circular, if any difficulties arise, relevant agencies, organizations, and individuals must promptly report in writing to the Ministry of Agriculture and Rural Development for consideration and resolution./.

Foreword
QCVN 99:2025/BNNMT was compiled by the Environment Department, reviewed by the Science and Technology Department, and appraised by the Ministry of Science and Technology, and issued pursuant to Circular No. 92/2025/TT-BNNMT dated December 31, 2025 of the Minister of Agriculture and Rural Development.
NATIONAL TECHNICAL REGULATION ON EMISSIONS OF MOTORCYCLES AND MOPEDS PARTICIPATING IN ROAD TRAFFIC
National Technical Regulation on Emission of In-use Motorcycles, Mopeds
Chapter 1. GENERAL PROVISIONS
1.1. Scope of Application
This regulation sets forth the limit values of emission parameters of motorcycles and mopeds with forced combustion engines participating in road traffic, including Carbon Monoxide (CO) and Hydrocarbons (HC).
1.2. Applicability
1.2.1. This regulation applies to agencies, organizations, and individuals using motorcycles and mopeds participating in road traffic, organizations and individuals conducting emission inspections of motorcycles and mopeds participating in road traffic, and relevant state management agencies.
1.2.2. This regulation does not apply to motorcycles and mopeds under the jurisdiction of the Ministry of Defense and the Ministry of Public Security.
1.3. Explanation of Terms
In this regulation, the following terms are understood as follows:
1.3.1. Motorcycles and mopeds participating in road traffic refer to vehicles defined in points e and g of Clause 1, Article 34 of the Law on Traffic Order and Safety on Roads, which have been registered and issued license plates in accordance with Vietnamese regulations.
1.3.2. Level refers to the maximum allowable value for each HC and CO parameter in the emissions of motorcycles and mopeds participating in road traffic, as specified in Section 2 (Technical Provisions) of this regulation, including Levels 1, 2, 3, and 4.
Chapter 2. TECHNICAL PROVISIONS
The maximum allowable values of CO and HC parameters in the emissions of motorcycles and mopeds with forced combustion engines participating in road traffic are set forth in the table below:

Chapter 3. METHODS FOR DETERMINATION
The concentration of CO and HC in the emissions of motorcycles and mopeds with forced combustion engines is determined according to the method prescribed in TCVN 11215:2015 (ISO 17479:2013) - Motorcycles - Method for measuring gas emissions during inspection or maintenance and Amendment 1 ISO 17479:2020.
Chapter 4. MANAGEMENT PROVISIONS
4.1. Emission inspections of motorcycles and mopeds must be conducted by testing facilities certified to meet the conditions for testing as prescribed by laws on traffic order and safety on roads.
4.2. Emission measurement equipment for motorcycles and mopeds must comply with technical requirements set forth in QCVN 103:2024/BGTVT - National Technical Regulation on Technical Facilities and Locations of Vehicle Inspection Stations and Emission Testing Facilities for Motorcycles and Mopeds issued together with Circular No. 50/2024/TT-BGTVT November 15, 2024 of the Minister of Transport, in accordance with laws on metrology and other relevant laws.
Chapter 5. ORGANIZATION OF IMPLEMENTATION
5.1. The Ministry of Agriculture and Rural Development directs relevant units to guide and organize the implementation of this regulation.
5.2. The Ministry of Construction, based on its functions and tasks assigned by the Government, organizes the implementation of emission inspections of motorcycles and mopeds participating in road traffic in accordance with the law.
5.3. In cases where referenced legal documents, technical regulations, and standards in this regulation are amended, supplemented, or replaced, they shall be implemented according to new legal documents, technical regulations, and standards.
5.4. If necessary, the method for measuring emissions of motorcycles and mopeds participating in road traffic may be carried out according to national technical regulations on measurement methods issued by the Ministry of Construction./.
