CIRCULAR
Repeals Circular Joint No. 15/2010/TTLT-BTC-BGDĐT dated January 29, 2010
of the Ministry of Finance and the Ministry of Education and Training guiding the management and use
of funds for implementing the School Quality Assurance Program
for the period 2010-2015 and Circular Joint No. 143/2013/TTLT-BTC-BGDĐT
dated October 18, 2013 of the Ministry of Finance and the Ministry of Education and Training amending and supplementing
some provisions of Circular Joint No. 15/2010/TTLT-BTC-BGDĐT.
Pursuant to the Law on Enacting Regulatory Legal Documents No. 64/2025/QH15 amended and supplemented by Law No. 87/2025/QH15;
Pursuant to Decree No. 78/2025/NĐ-CP dated April 1, 2025 of the Government detailing certain provisions and measures to organize and guide the implementation of the Law on Issuing Legal Normative Documents and Decree No. 187/2025/NĐ-CP dated July 1, 2025 of the Government amending and supplementing certain provisions of Decree No. 78/2025/NĐ-CP dated April 1, 2025 of the Government;
Pursuant to Decree No. 79/2025/NĐ-CP dated April 1, 2025 of the Government on inspection, review, systematization, and handling of legal normative documents;
Pursuant to Decree No. 29/2025/NĐ-CP dated February 24, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance and Decree No. 166/2025/NĐ-CP dated June 30, 2025 of the Government amending and supplementing certain provisions of Decree No. 29/2025/NĐ-CP dated February 24, 2025 of the Government;
Pursuant to Decree No. 242/2025/NĐ-CP dated September 10, 2025 of the Government on the management and use of official development assistance (ODA) and concessional foreign loans;
Pursuant to the letter No. 3752/BGDĐT-KHTC dated July 8, 2025 of the Ministry of Education and Training agreeing to the repeal of Circular Joint No. 15/2010/TTLT-BTC-BGDĐT and No. 143/2013/TTLT-BTC-BGDĐT;
At the proposal of the Director of the Department of Debt Management and Foreign Economic Relations;
The Minister of Finance issues this Circular to repeal the following Circular Joints: Circular Joint No. 15/2010/TTLT-BTC-BGDĐT dated January 29, 2010 of the Ministry of Finance and the Ministry of Education and Training guiding the management and use of funds for implementing the School Quality Assurance Program for the period 2010-2015 and Circular Joint No. 143/2013/TTLT-BTC-BGDĐT dated October 18, 2013 of the Ministry of Finance and the Ministry of Education and Training amending and supplementing some provisions of Circular Joint No. 15/2010/TTLT-BTC-BGDĐT dated January 29, 2010 as follows:
Article 1. Repeal all Circular Joints
Repeal all Circular Joint No. 15/2010/TTLT-BTC-BGDĐT dated January 29, 2010 of the Ministry of Finance and the Ministry of Education and Training guiding the management and use of funds for implementing the School Quality Assurance Program for the period 2010-2015 and Circular Joint No. 143/2013/TTLT-BTC-BGDĐT dated October 18, 2013 of the Ministry of Finance and the Ministry of Education and Training amending and supplementing some provisions of Circular Joint No. 15/2010/TTLT-BTC-BGDĐT dated January 29, 2010.
Article 2. Implementation clause
This Circular takes effect from December 1, 2025.
Heads of units under the Ministry of Finance and relevant agencies, organizations, and individuals are responsible for implementing this Circular./.
